Fax: 212 55 862300 The Center of Environmental Issues and Regional Development (CEIRD) has been launched at Al Akhawayn University in July 2001. Mission Statement The mission of the CEIRD is to contribute to the dissemination of the environmental culture within the region through various activities and specific actions. Research and Development studies and programs based on multidisciplinary approach leading to the implementation of sustainable development projects in the Middle Atlas region in close collaboration with all stakeholders, consistent with the mission statement of Alakahawayn University, is a major part of the CEIRD activities. Awareness and environmental education integrating all categories of the society (local and regional communities, NGO's, scholars, University students, decision makers, businesses) is also part of the center strategy in order to contribute to environmental human capacity building. Objectives The CEIRD aims at:

Press releases Reports Newsletter Ministerial Conference on Environment and Development in Asia and the Pacific 2000 The Ministerial Conference on Environment and Development in Asia and the Pacific 2000 was hosted by the Government of Japan in Kitakyushu, Fukuoka Prefecture from August 31 to September 5, 2000 in conjunction with the Environment Congress for Asia and the Pacific. It was organised by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) in partnership with UNEP and the Asian Development Bank. Regional ministerial conferences on environment and development have been held every five years since 1985, broadening awareness of critical environmental issues and have strengthened relationships among countries and stakeholders seeking to address these. The conference reviewed commitments from previous conferences, as well as those made at the United Nations Conference on Environment and Development in Rio de Janeiro, Brazil in June 1992 and during the review of the Conference on Environment and Development by the nineteenth special sesion of the UN General Assembly, held in June 1997. The Ministerial Conference assessed the regional state of the environment as well as policies for sustainable development and developed a strategic approach for addressing the critical environmental issues of the region in the new millennium.

    Recently regional development has taken on a new form in the Nordic countries. The key-word in the change is programming. Under the Structural Funds, the Swedish regional growth agreements or the Norwegian RUP, programming over long periods of time is central. In the programming phase, as well as in implementation or evaluation, a number of issues have arisen which were not previously at stake in regional development issues. One such issue is the question of the environment and the environmental impact of the programmes. The occurrence of environmental impacts - positive and negative, major and minor, long-term and short-term etc - is a potential result of most types of regional development interventions. What tools exist to minimise the negative impacts of regional development planning? How successful have they been? What is, in fact, a successful tool? How are environmental issues treated in regional development planning in the Nordic countries? Are they integrated in the development programs? Are environmental questions considered at all on the agenda of regional development? This seminar aims at focusing on Nordic experience and development work as a basis for further development, research and practice in the field of regional development programming and integration of environmental issues and the role of Strategic Environmental Assessment.

    Hayes and Zarsky describe the rapidly emerging agenda for regional collaboration on environmental issues in Northeast Asia. In Part One, they describe briefly some of the major transfrontier or regional environmental issues in Northeast Asia that represent a menu of opportunities for cooperation (and potential conflict) between states. These issues include transfrontier air pollution (acid rain only), marine pollution (radionuclides and oil only), migratory species (fish only), and trade-environment linkages related to increasing regional economic integration. Part Two examines the emerging and somewhat overlapping regional environmental management regimes. These include UNEP’s Northwest Pacific Action Plan or NOWPAP, the IOC WESTPAC, the ESCAP/UNDP Northeast Asian Environment Program, and the UNDP Subregional Technical Cooperation and Development Program.     Environmental Issues
    EPA's Clean Air Market Programs address several environmental issues using emissions caps and allowance trading. This section of the site provides information about each, especially scientific details.
    • Acid Rain
      Acid deposition, or acid rain as it is commonly known, occurs when emissions of sulfur dioxide (SO2) and oxides of nitrogen (NOx) react in the atmosphere with water, oxygen, and oxidants to form various acidic compounds. These compounds then fall to the earth in either dry form (such as gas and particles) or wet form (such as rain, snow, and fog). Prevailing winds transport the compounds hundreds of miles, across state lines and national borders.
    • Smog / Ozone Transport
      Smog is a brownish haze that usually appears over cities in summertime. Smog can make breathing difficult for some people, and it also can impair visibility. The main component of smog is ground-level ozone, a gas that is created when NOx reacts with other chemicals in the air, especially in the presence of strong sunlight. NOx can travel long distances before reacting to form ozone, creating regional problems instead of just affecting the local area where it is emitted.
