Source: Estonia. A Reference Book 1993 The Government of the Republic has the executive power. It implements domestic and foreign policies of the State, issues orders and regulations, submits draft laws to the State Assembly, as well as foreign treaties for ratification and denunciation, prepares drafts of State budgets, administers the implementation of the State budget, etc. The President of the Republic designates the candidate for Prime Minister, who is given the task of forming a new government. The candidate for Prime Minister reports to the State Assembly the basis for the formation of a new government, after which the State Assembly decides whether to grant authority to form a government. The government is appointed by the President of the Republic. The Government of the Republic is comprised of the Prime Minister and ministers. There are no more than 15 ministries. The Government of the Republic, appointed on October 21, 1992 is comprised of members of three factions of the State Assembly (the Pro Patria, the Moderates, and the Estonian National Independence Party).     Estonia's new era of democratic politics began slowly in the 1990s with the adoption of a new constitution and the formation of stable political groupings. Several mechanisms in the constitution were beginning to function to ensure a balance of power and steady government. Citizenship issues, however, caused tensions among the country's 500,000-strong Russophone population, most of whom had been denied automatic citizenship rights in 1991. Their naturalization and integration into Estonian society remained a significant challenge.
    Current Politics
    The 1992 elections also saw a special contest for the largely ceremonial post of president. Although the new constitution stipulates that the president shall be elected by the parliament, the Constitutional Assembly in early 1992 succumbed to popular pressure and agreed to have the country's first president elected by the people. In the resulting poll, the incumbent chairman of the parliament, Arnold Rüütel, topped the list. But with only 41.8 percent of the vote, he did not muster the majority needed for direct election under the special rules. Although a former communist, Rüütel had been widely admired for his steady, balanced leadership during the independence struggle. Yet, his electoral shortfall was enough to throw the final decision into the Riigikogu, where the runner-up, with 29.5 percent, Isamaa candidate and former foreign minister Lennart Meri, had the advantage. At the parliament's opening session on October 5, Meri defeated Rüütel by a vote of fifty-nine to thirty-one.

    Doing It Half Right Mel Huang The Estonian government has managed to defuse the controversy surrounding the reburial of Estonian freedom fighter Captain Alfons Rebane on 26 June. In the process, however, the government essentially compromised itself and the ideals its parties and leaders have stood for over the years. Who is Alfons Rebane? To understand the Rebane story it is necessary to understand 20th-century Estonian history. Rebane personified the complexities of the region's history in his illustrious career. Already an active military officer in the 1930s, Rebane took to the forests during the Soviet occupation of 1940-41 and led a partisan unit fighting to evict the Soviet invaders. But the Germans succeeded in pushing the Red Army out of Estonia, and over the next few years, the Baltic region became a staging ground and later a battle ground for clashes between the Red Army and Wehrmacht . At that point, Rebane was serving in the Estonian Legion of the German army: under the Waffen-SS , he fought against the Soviets.

    Assessing Estonia's New Government
    Mel Huang With the 7 March Riigikogu (Parliament) elections long over, the task of building a government is at hand. The success of the three centre-right lists of the United Opposition - Pro Patria Union, Reform Party, and the Moderates - in gaining 53 seats out of 101 total ensured the formation of a majority government. The three groups signed a co-operation memorandum on 31 December 1998 to work in a majority coalition government, and they got their wish. Though it is a three-party coalition and the philosophies naturally differ among the groups, the new coalition will easily be more stable than previous governments over the past few years. There was surprisingly little argument over the prime ministerial candidate among the three parties, despite the Pro Patria Union winning only 829 more votes (total of 77,917 and 18 seats) nation-wide than the Reform Party (77,088 and 18 seats), followed by the Moderates (73,630 and 17 seats). Following the pre-election agreement, the party with the most votes names the prime ministerial candidate. The trilateral group also agreed to split the fifteen cabinet seats evenly. Though at the time of writing, the list is not yet official, there is little reason to believe it would change. Therefore, Mart Laar, leader of the Pro Patria Union, returns to the prime minister's seat after losing a vote-of-confidence in 1994. At the time, the youngest prime minister in Europe (32 when he took office) pushed Estonia through some of the toughest set of reforms throughout Central and Eastern Europe and placed Estonia on its current path of success. Though some worried about his poor rapport with Moscow, Laar has a solid reputation in the West. For one, he is loved by tax-reform campaigners in the United States for his championing of the flat tax system enjoyed in Estonia.

Related Internet Resources Summary Estonia is an East European leader in the development of an information society. Its internet penetration leaves other countries in the region far behind. Estonia has achieved this level of development thanks to the efforts of foreign donors/the third sector, the government and the private sector. Foreign donors/the third sector have pioneered new ideas, the government has fostered the development of the telecommunications sector, introduced appropriate legislation and promoted the idea of an information society, while the private sector has provided services over the internet and recently begun to sponsor use of the internet. A virtuous circle of self-perpetuating growth of an information society has emerged as a result. The primary use of Information and Communication Technologies (ICTs) by the government has been for the internal use of the public administration. Nevertheless, it is now experimenting with e-democracy through a consultative portal and has plans for e-elections. It is also working on developing e-services. Low-cost internet has been provided through the Public Access Internet Points (PAIPs) program originated by the United Nations Development Program, the government’s Tiger Leap Program and also recently through the Look@World program launched by the private sector.

    The political and economic changes taking place in Estonia after independence have influenced all parts of society, the book and publishing industry being no exception. In Estonia – a country with a long and outstanding history in books and with a strong tradition in writing and reading – the publishing and book trading sector clearly followed market economy structures since independence with all the pros and cons this implies regarding the increasing variety of publishers’ output, rising costs and retail prices. The purpose of this report is to give a flash picture of this situation. The book sector in Estonia today will be analysed with regard to professionalism, competitiveness and the need for a national book policy enabling entrepreneurs to respond to the challenges the book industry is still facing.     The government of Estonia on Tuesday declined to approve amendments to the Law on the Language, proposed by the opposition Centrist Party.
    The amendments provide, among other things, for the use of the Russian language, along with Estonian, in clerical work at local self-government bodies in areas populated largely by ethnic Russians.
    One of the authors of the amendments, Mikhail Stalnukhin of the Centrist Party, has told RIA Novosti that the Estonian government "has thus confirmed its absolute isolation from life and its misunderstanding of the processes taking place in the country." Stalnukhin said the Estonian constitution guarantees clerical work in the language of an ethnic group, other than Estonian, for all local self-government bodies in areas where representatives of this ethnic group account for not less than 50 percent of the local population. He added, though, that there is a catch in the law - these procedures must be endorsed by the Estonian government. "We want the issue of bilingualism in the country to be decided only at the level of local self-government bodies," the deputy said.
