I. Views of Ethics in Public Administration As the twentieth century comes to a close, ethics is returning to the public sector reform agenda. Just as it was at the turn of this century the current focus is on the administrative branch of government. Then, as now, scandals involving elected officials prompted the reform initiatives. However, today there is far less consensus on the most appropriate elements of the reform agenda, perhaps reflecting a century of less than successful ethically-driven reforms. This paper provides a broad overview of what we see as five distinct eras of ethics reform in this century and a current debate which may well emerge as the initial reform agenda of the new millennium. The first era lasted from the late nineteenth century until the early 1970's and we have termed The Reform Era . This is the period where we attempted to separate politics from administration and established a professionalized public service. The second era reflected the great social, political and cultural changes that began in the 1960's and stimulated the establishment of the

Introduction The Office of Government Ethics has established Standards of Conduct that apply to all US government employees. Within the Department of Defense, these Standards of Conduct are implemented by the Joint Ethics Regulation, DOD 5500.7-R. Enlisted members of the uniformed services are subject to regulations issued by each service. You should be familiar with your responsibilities under these regulations and Federal conflict of interest laws. All of the rules are derived from the following fourteen principles of ethical conduct in Executive Order 12731.
  • Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain.
    Employees shall not hold financial interests that conflict with the conscientious performance of duty.
    Employees shall not engage in financial transactions using nonpublic Government information or allow the improper use of such information to further any private interest.

Latest federal ethics laws now on CD-ROM
Washington, D.C. Interested in the role of ethics in the development of federal policy? The Ethics CD a multimedia collection of federal executive branch ethics laws and policy documents from the Office of Government Ethics is now being offered by CD-ROM subscription. Annual subscriptions, providing two updated discs a year, are available through the Superintendent of Documents. Each Ethics CD contains:
  • Federal executive branch ethics laws, executive orders, regulations, advisory opinions, policy memoranda, and ethics program administration aids Title 5 , Part 2600 of the Code of Federal Regulations and the latest Federal Register notices Software for completing and printing the SF 450 confidential financial disclosure report
The discs also include video and audio clips from the four Office of Government Ethics videos. A sound card is necessary to view the clips.

Charter The Connecticut State Ethics Commission was created to administer and enforce the State's Codes of Ethics, Chapter 10, Parts I and II, General Statutes. The Codes became effective January 1, 1978. The Ethics Commission (a seven member citizen panel) is one of the principal agencies established to build and maintain the confidence of Connecticut citizens in the integrity of their state government. It administers and enforces a Code of Ethics for Public Officials and State Employees (also covering officials and employees of the State's quasi-public agencies) including conflict of interests provisions, post-state employment restrictions and financial disclosure requirements. It also administers and enforces a Code of Ethics for Lobbyists, including a ban on gifts from lobbyists to public officials, state employees and members of their staff and families.
