In l984 the founding congress of the Workers' Party of Ethiopia (WPE) emphasized the need for a coordinated strategy based on socialist principles to accelerate agricultural development. To implement this strategy, the government relied on peasant associations and rural development, cooperatives and state farms, resettlement and villagization, increased food production, and a new marketing policy.

    Government Defeats in Eritrea and Tigray
    In March 1988, the EPLF initiated one of its most successful military campaigns by striking at Ethiopian army positions on the Nakfa front north of the town of Afabet, where the Derg had established a base for a new attack against the insurgents. In two days of fighting, the Eritrean rebels annihilated three Ethiopian army divisions, killing or capturing at least 18,000 government troops and seizing large amounts of equipment, including armor and artillery. Subsequently, the town of Afabet, with its military stores, fell to the EPLF, which then threatened all remaining Ethiopian military concentrations in northern Eritrea. The Ethiopian army's defeat in Eritrea came after setbacks during the preceding week in Tigray. Using the same tactics employed by the EPLF, the TPLF preempted a pending Ethiopian offensive in Tigray with a series of attacks on government positions there in early March. A government attack against central Tigray failed disastrously, with four Ethiopian army divisions reportedly destroyed and most of their equipment captured. In early April, the TPLF took the town of Adigrat in northern Tigray, cutting the main road link between Addis Ababa and Eritrea. The March 1988 defeats of the Ethiopian army were catastrophic in terms of their magnitude and crippling in their effect on government strategy in Eritrea and Tigray. The capability of government forces in both regions collapsed as a result. Subsequently, Ethiopian government control of Eritrea was limited to the Keren-Asmera-Mitsiwa triangle and the port of Aseb to the southeast. The TPLF's victories in Tigray ultimately led to its total conquest by the rebels and the expansion of the insurgency into Gonder, Welo, and even parts of Shewa the following year.

    Ethiopia opposition slams government over drought ADDIS ABABA, Nov 15 (Reuters) - Three leading Ethiopian opposition parties blamed Prime Minister Meles Zenawi's government on Friday for looming food shortages facing the Horn of Africa country and called for fresh elections. Aid groups have said up to 14 million people could face serious food shortages in 2003 after rains failed. They say the crisis could rival the famine which killed nearly one million Ethiopians in 1984, if enough aid is not forthcoming in the next few months. The opposition said the government's misconceived land policy was the main reason the country was now staring at new food shortages. "The wrong land tenure and unfair land distribution policies of the government are responsible for all ills facing the country's farmers," the parties said in a statement. Land reform is highly controversial in Ethiopia and farmers have called on the government to overhaul the current land tenure system to achieve long-term food stability. Currently, all land is government owned and given to farmers in one-hectare plots. Around 85 percent of Ethiopia's 65 million people are dependent on farming and they want a bigger share of Ethiopia's more than one million sq km (470,000 sq miles).

May 2000: Parliamentary elections lead to a success of the governing EPRDF under Prime Minister Meles, who has just attacked Eritrea. Feb 1999: In a second war campaign Eritrea looses the Badme area, which is claimed by Ethiopia, and accepts a OAU-sponsored peace plan, later rejected by Ethiopia. May 1998: A minor skirmish between Eritrean and Ethiopian troops at the border develops rapidly into a full-scale war; several small territories administered by Ethiopia but until then internationally considered to be Eritrean are occupied by Eritrean troops; Ethiopia demands unconditional withdrawal and mobilizes for war.     by Kefale Mammo, Ethiopian Free Press Journalists Association Mme Chairman, ladies and gentlemen, Thursday, 25 April 1996, I feel is the rarest moment of my life, for I am here amongst you to tell the story of horrendous persecutions of three years against independent journalists in Ethiopia. As the journalists most prosecuted, fined and imprisoned in Africa and the world at large, we feel our sad case has not come fully to the attention of the world community. Here we are to brief you on our day to day sufferings under a blind and insensitive, dictatorial rule of the incumbent regime of Ethiopia. The attacks which were mounted by the state started in August 1993. The attacks were multi-frontal and systematic and aimed at killing the independent press and silencing the journalists.
