    Cooperation in Trade Facilitation among the Regional Commissions The regional commissions have been giving increasing focus to trade facilitation in the overall context of their work for promotion of regional and inter-regional trade. Currently, with ECE leading the process, the regional commissions have been cooperating in the following areas: Trade Facilitation All Regional Commissions collaborated with ECE in organizing an International Forum on Trade Facilitation, which was held in Geneva, 29-30 May 2002. The Forum focused on the trade facilitation issues of developed, developing, transition and land-locked economies and worked on a new agenda for future work and direction in this area.
    • ECE, as lead agency, launched the United Nations electronic Trade Documents (UNeDocs) project, which is supported by ESCAP and ESCWA. The aim is to promote and provide tools for the use of trade documents that are aligned to international trade standards in paper and electronic format. ECE together with ESCWA and ECA started a project for ‘Capacity-building in trade facilitation and electronic business in the Mediterranean’ region. ECA has designated its sub-regional Centre in Tangier, Morocco as lead unit for the implementation of the inter-regional Mediterranean initiative. The project, which is funded by the Development Account (2002-2003), aims at improving the competitiveness of companies, SMEs in particular, in non-European Union countries, in regional and global markets through simplifying and harmonizing trade procedures throughout the transaction chain..

    This appraisal of future relief and development aid strategies will include the increasingly recognised correlation between the two and the challenges posed by conflict, disaster and poverty in developing countries, to traditional patterns of aid delivery.
    Conflict prevention, post-conflict recovery and rehabilitation of civic society will be included within the Conference agenda, looking at the coordinated approaches made by the international aid community in partnership with donor and recipient governments and the private sector.
    It will feature the aid requirement for securing stable socio-economic (re)development in developing countries and those in transition from war to peace, from single state centrally planned economies to market economies, looking at the role of development institutions, industry associations and the private sector and outlining the business opportunities available.
    The EU, governments and various organisations, are providing billions of dollars for aid operations and to finance infrastructure projects, integral to reconstruction, rehabilitation and development.

A check is enforced by the issue of import and export permits applicable to any animal or plant, whether alive or dead, and to any readily recognizable part or derivative of them. Evaluating the Effects of Non-Tariff Barriers; The Economic Analysis of Protection in WTO Disputes Damien Neven, University of Lausanne, Lausanne, Switzerland and CEPR Abstract: This paper considers the economic analysis of the protection associated with non tariff barriers in the context of disputes under Art III of the GATT. We first observe that if Art III is meant to consider the protection of domestic firms, the appropriate concept of protection has hardly been discussed in the case law. The circumstances where protection should be measured are not defined very precisely. We also observe that panels have systematically shied away from any explicit benchmark on what could constitute an acceptable degree of protection and often failed to recognise that protection is determined jointly by the importance of the barrier and the degree of substitution between domestic and foreign products.
