After a decade of deregulating, denationalizing, and demutualizing, the stock exchanges of Europe today find themselves lined up like a string of lottery ballsand now the tumbler will start spinning. On July 5, Euronext, the French-Belgian-Dutch exchange, floated its shares on its own trading platform. The London Stock Exchange will soon follow suit. Then both exchanges will be hanging out where anyone can buy them. In the LSE's case, anyone may well mean Olof Stenhammar, head of Sweden's OM AB, who launched a failed $1.5 billion hostile takeover bid for the exchange last yearand who started the business of exchanges buying and selling each other. Stenhammar says the blueprint he presented during last year's takeover is "still a good one." The LSE is a prime takeover target. Its market capitalization of $1.4 billion is smaller than Euronext's or Germany's Deutsche Boerse, which went public in February. And the LSE won't be raising a single new penny with its listing, since it will simply be shifting shares already trading in a protected over-the-counter market onto a public platform. What's more, the LSE's 4.9% limit on shareholder ownershipthe only thing that shielded it from Stenhammar's bid last yearis expected to evaporate at a shareholder meeting on July 19.

    Abstract-

While the U.S. stock market contains approximately 7,000 companies representing 33% of the world's capitalization, there are an additional 20,000 entities listed on overseas exchanges, representing 67% of the world's capitalization. Furthermore, many overseas equity markets have continuously outperformed U.S. markets. For example, while the U.S. stock market advanced 165% for the ten-yea period ending June 10, 1993, many other countries did better: Hong Kong posted 606% return and France climbed 446%. Exhibit 1 shows relative results in the world's financial markets from 1983 through 1992 based on earnings percentages. Diversification Offers Rewards Just as most of the world's stock market opportunities can be found outside our borders, more than half the world's fixed income investments come from foreign issuers. What's more, non-U.S. bonds have provided better returns over the long term: fo the 30-year period ended December 31, 1991, foreign bonds have returned an average of 10.2% compared with 7.3% for U.S. bonds. Even when viewed over five- 10-, and 20-year periods, non-U.S. bonds provided higher returns. In fact, the U.S. bond market has been the world's total return leader only twice in the 26-year period that concluded at the end of 1992.

Tax Rules For International Investing - Foreign Life Insurance
The general rule for investing in foreign life insurance contracts is that the tax treatment for a U.S. investor is substantially the same as a life insurance contract issued by a U.S. insurance company. Basically, amounts earned by the cash value of a life insurance policy accumulate tax deferred until the policy is surrendered. At that time, the amount in excess of the total premiums paid would be taxable as ordinary income. However, if the policy remains in force until your death and the face amount is paid to your beneficiary, the benefit is generally not taxable as income to the beneficiary. If the policy is not a "modified endowment contract" (MEC), the policyowner can borrow against the cash value without paying a tax on the amount of the loan. Generally, a life insurance contract that requires a minimum of seven equal annual premium payments will not be a MEC. A single premium life insurance policy is a MEC and the tax treatment will be similar to an annuity contract. The face value of a life insurance policy that is paid to a named beneficiary will normally be included in the gross estate of the policyownwer and insured and will be subject to estate taxes if the estate is larger than the lifetime estate and gift tax exemption. This result occurs when the insured is also the owner of the policy and has the power to surrender the policy, to exchange the policy or to change the beneficiary. If the policy is owned by the beneficiary - or by a trust in which your heir is a beneficiary - then the policy face amount (the death benefit) will usually not be included in your estate.

By the end of 1994, assets of U.S. managed international and global stock funds exceeded $160 billion - with $40 billion invested in that year alone. Today, there are hundreds of funds divided into four categories: (1) Global funds that invest in both U.S. and foreign markets, (2) International funds that invest only outside the U.S., (3) Regional funds, and (4) Country funds.
