by Amy T. Rauch-Bank A s a beginning investor, you've probably come across the terms "global" or "international" investing as you scanned a newspaper or a book on investing. "Wait a minute," you may have thought to yourself. "I've got enough to learn about just by investing in domestic companies. I'll hold off on investing globally until I have a few years of experience behind me." You might not realize it, but you may already be investing "internationally." If not, you may find it's not as complex as it seems. Although they may seem interchangeable, the terms "international investing" and "global investing" have different meanings. Investing internationally usually refers to investing in companies based in countries outside the United States, or investing in mutual funds that invest in them. Thus a shareowner who owned Telefonos de Mexico, for example, and no other stock, would be considered an international investor. The same would be true of an owner of an international growth fund. If, however, those same investors also owned securities of U.S. companies, then they would be considered "global investors," that is they have both foreign and domestic securities in their portfolio holdings. For many investors, however, it's not where companies are based, rather where they operate, that is the most important thing to consider. There are many companies that sell their products all over the world. The company may be based in the United States, the United Kingdom, China, or any other country from around the globe. Wherever the company is based, if it sells its products outside of that country, it is considered an international company. And oftentimes such companies can bring investors far more international diversification than they ever imagined they had.

    More and more U.S. investors are coming to realize that every portfolio should have at least some international exposure. The easiest way to play the foreign stock markets is through a foreign-stock mutual fund. But foreign funds are not the only way, nor are they necessarily the best way to invest overseas for many investors. Buying individual foreign stocks directly in overseas markets can be costly; and the investment research needed can be extremely difficult and time-consuming. Because of the complexity of international investing, professional management and experience in the local markets are indispensable. In this respect, foreign funds offer a distinct advantage. For starters, broadly based international mutual funds provide instant diversification into a wide array of stocks in many foreign markets. But for more-seasoned investors, or those who are partial to a particular region or country or individual foreign stocks, broadly based international mutual funds may not be the preferred choice. In recent years, more specialized open-end funds have proliferated, and open-end country and region funds are easier to find. Still, for investors who want to explore other ways to venture abroad with their money, the following vehicles may be worthy alternatives to open-end mutual funds.

    American investors, swept up in the overseas investment boom, would do well to temper their euphoria with the utmost caution since a new breed of con artists is cashing in on the rush to global investing. U.S.-based swindlers with bogus overseas investment schemes and high-pressure telephone "boiler room" sales operations located outside the United States will potentially defraud individual investors of billions of dollars during the 1990s. Complaints about overseas investment swindles involving precious metals, penny stocks, mining, coins, currency speculation, and special foreign banking instruments, such as certificates of deposit (CDs) with "sky-high, no risk" rates, are reported to state securities agencies and local Better Business Bureaus (BBBs) on a regular basis. Officials warn that the rise of off-shore boiler room operations will make it much more difficult, if not impossible, for investors to recover their funds and for law enforcement agencies to investigate and prosecute. Even mainstream foreign investments sometimes involve special risks and circumstances due to differing standards of marketplace regulation. Legitamate Overseas Investments North Americans are investing overseas in greater numbers and with more money than ever before. In part, this is a reflection of the fact that the international marketplace is becoming increasingly integrated and that international funds have made investing abroad easy. By the end of 1994, assets of U.S. managed international and global stock funds exceeded $160 billion with $40 billion invested in that year alone. Today, there are hundreds of funds divided into four categories: 1) Global funds that invest in both U.S. and foreign markets, 2) International funds that invest only outside the U.S., 3) Regional funds, and 4) Country funds.
