Endangered and Threatened
Proposed and Candidate Extinct Species of Concern H awaii is the Endangered Species Capital of the World. With 100s of plants and animals listed as Endangered or Threatened, there are more endangered species per square mile on these islands than any other place on the planet. T he Hawaii Biological Survey compiles information on all of these species with the assistance of various state, federal, and local agencies and works with these partners to disseminate this information, including these web pages. Please feel free to browse our pages, see images of these rare and fragile species, learn about their biologies, habits, and where they occur in the Islands.

Alphabetical List of All Topics Endangered Species Endangered species are plants and animals that are so rare they are in danger of becoming extinct. Species become endangered because of changes to the earth that are caused either by nature or by the actions of people. Under the Endangered Species Act of 1973, Congress provided for the conservation of endangered species and their habitats. Today there are more than 600 endangered or threatened species in the United States. EPA works with other government agencies, including the Department of Agriculture and the Fish and Wildlife Service to carry out this mandate by minimizing human effects on watersheds and other ecosystems where these species live. In particular, EPA strives to protect endangered species from the use of pesticides and other dangerous substances and to make information available so that people can better protect endangered and threatened species and their habitats. Most of us have a general idea of what an endangered, threatened, or extinct species is, but biologists have certain definitions for each. In general, an endangered species is one that’s in immediate danger of becoming extinct. Its numbers are unusually low, and it needs protection in order to survive. The peregrine falcon, the whooping crane, the green pitcher plant, and thousands of other plants and animals throughout the world are endangered. Threatened species are those species whose populations aren’t yet low enough to be in immediate danger of extinction. They face serious problems, though, and are likely to become endangered if the problems affecting them don’t let up. Extinct species are no longer living. The Stegosaurus, the dodo, and the passenger pigeon are examples of extinct species. Another term you may have heard is extirpated . Extirpated is when a species is locally extinct. For example, Indiana use to be home to elk, mountain lions and black bears. Although each of these species still exist, they no longer exist in the wild in Indiana.

Canada's Endangered Species
256 Canadian species are listed by the Scientific Committee on the Status of Endangered Wildlife in Canada (COSEWIC) as being extinct, extirpated, endangered, threatened and vulnerable. The list only includes Canada's vertebrate and vascular plant species and was released in April 1994. Definitions are: Extinct - a species formerly indigenous to Canada that no longer exists anywhere. Extirpated - a species no longer existing in the wild in Canada but occurring elsewhere in the world. Endangered - a species threatened with imminent extinction or extirpation throughout all or a significant portion of its Canadian range. Threatened - a species likely to become endangered in Canada if the factors affecting its vulnerability are not reversed. Vulnerable - a species particularly at risk because of low or declining numbers, small range or for some other reason, but not a threatened species.
Extinct - 9 species
Mammals, 2; Birds, 3; Fish, 4 Dawson's Caribou, Sea Mink, Great Auk, Labrador Duck, Passenger Pigeon, Deepwater Cisco, Longjaw Cisco, Banff Longnose Dace, Blue Walleye

Endangered Species Act Findings and purpose of the Endangered Species Act When congress authorized the Endangered Species Act in 1973, they declared that species of "fish, wildlife, and plants are of aesthetic, ecological, educational, historical, recreational, and scientific value to the Nation and its people." The purpose of the Act is to provide a means whereby endangered species and their ecosystems may be conserved. The intent of the Endangered Species Act is not to just list species as endangered or threatened, but rather, to recover the populations of these species to a point where they can be removed from the list. History of the Endangered Species Act Laws passed in the late 1960's gave limited attention to endangered species; however, it wasn't until the Endangered Species Act was passed in 1973 that significant protection was granted to rare species. This landmark law, considered by some the most significant environmental law ever passed, has been amended and reauthorized by congress on numerous occasions, most recently in 1988. The U.S. Fish and Wildlife Service administers the law for all inland species and certain marine species. The National Marine Fisheries Service administers the law for marine species.

    DESCRIPTION
The number of threatened species gives information on the rarity status of animal, plant, and fungus species in Finland. A threatened species is one that has become considerably rarer as a result of human influence. In Finland the greatest causes of such rarity are forestry, the overgrowing of meadows, construction projects, and chemical factors such as pollution of air and water. Threatened species in Finland were earlier divided into four categories: extinct, endangered, vulnerable, and near-threatened. The 1999 assessment of threatened species uses a revised system with categories critically endangered, endangered, and vulnerable. Extinct species constitute a separate category, but these are no longer listed as threatened.
    TRENDS
According to the 1999 assessment, 188 species have become extinct in Finland. There are 1500 threatened species, of which critically endangered ca. 250, 450 endangered, and 800 vulnerable. One in ten of the total number of species assessed is threatened, but more than half of all species could not be assessed at all.

History of the United States Endangered Species Act
Conservation efforts to save species of plants and animals from extinction began in the early 1900s. A species of plant or animal is considered extinct when there are no living members of that group found alive anywhere on Earth; in other words, all members of that group have died. Human activities have caused the extinction of many species. Additional species are still faced with the possibilty of extinction . In December 1973 the United States Congress signed the Endangered Species Act of 1973, to protect and preserve threatened and endangered plants and animals from extinction. The Endangered Species Act of 1973 replaced two previous laws, the Endangered Species Preservation Act of 1966 and the Endangered Species Conservation Act of 1969. Extinction ("X-tink-shun"): the act of becoming extinct, a species is extinct when no living members exist The Endangered Species Preservation Act of 1966 required a list to be made of endangered species and money from the Land and Conservation Funds to be used to purchase habitat for the protection of the species listed. This Act also required the Fish and Wildlife Service, a government agency devoted to the management of fish and wildlife, to spend money on the management of the listed endangered animals. There was one big problem with the Act of 1966. There were no regulations that protected the killing and trading of those listed endangered animals. Therefore animals faced with the possibility of going extinct were listed under the Act of 1966 as needing help and protection, but there were no rules or guidelines developed by Congress to help protect them.

The species usually has a small population and needs protection in order to survive. The mountain gorilla, the Indian python, the lady slipper orchid, and thousands of other plant and animal species throughout the world are endangered. Biologists use the word threatened to describe species that face serious problems, but whose populations are not in immediate danger of becoming extinct. Some examples of threatened species are the African elephant, the northern spotted owl, and the eastern indigo snake.

    Robert J. Noecker
    Analyst in Natural Resources Policy
Environment and Natural Resources Policy Division January 5, 1998 Summary The question of whether the Endangered Species Act (ESA) "works" is an important part of the debate before Congress concerning both its annual appropriations and reauthorization of the Act itself. Information on the species that have been delisted or downlisted from the Lists of Endangered and Threatened Wildlife and Plants is ofien cited when judging the ESA's success or failure. This report outlines the process and reasons for delisting or downlisting, and summarizes the 27 species delisted due to extinction, recovery, or data revision, and the 22 species that have been downlisted from endangered to threatened status due to stabilized or improving populations. Introduction Central to the debate before Congress over appropriations for or reauthorization of the Endangered Species Act (ESA) is the question of whether the Act actually works. Different standards have been used to judge the ESA a failure and a success. Opponents of the Act contend that the ESA has failed while costing taxpayers billions of dollars, citing the low number of "recovered" species removed from the list. Proponents assert that the ESA has succeeded in preserving endangered and threatened species and their habitats, citing the significant number of listed species with stable or increasing populations, or the low number of extinctions of listed species.
