When the Whigs came into national power in 1840, Fillmore became prominent in his party. As chairman of the Ways and Means Committee, he promoted the high tariff of 1842. He was considered (1844) for the vice presidential candidacy, but instead became Whig candidate for the governorship of New York. His defeat by Silas Wright in a close contest was caused by the split between proslavery and antislavery Whigs. With Henry Clay's backing, Fillmore was nominated (1848) for Vice President on the Whig ticket with Zachary Taylor . As Vice President, Fillmore presided with notable fairness over the Senate during the turbulent debates of 1850. Succeeding to the presidency upon Taylor's death, he encouraged and then signed the Compromise of 1850, which included the Fugitive Slave Act. He tried to enforce the measures despite the criticism his course evoked from the North. Cheaper postal rates were introduced during his administration. He appointed Daniel

Millard Fillmore As president, Fillmore broke with Weed and William H. Seward and associated himself with the pro-Southern Whigs, supporting the Compromise of 1850. Defeated for the Whig nomination in 1852, he ran for president in 1856 as candidate of the American, or Know-Nothing, Party, which sought to unite the country against foreigners in the alleged hope of diverting it from the explosive slavery issue. Fillmore opposed Lincoln during the Civil War. He died in Buffalo on March 8, 1874. He was married in 1826 to Abigail Powers, who died in 1853, and in 1858 to Caroline Carmichael McIntosh.

GREAT AND GOOD FRIEND: I send you this public letter by Commodore Matthew C. Perry, an officer of the highest rank in the navy of the United States, and commander of the squadron now visiting Your imperial majesty's dominions. I have directed Commodore Perry to assure your imperial majesty that I entertain the kindest feelings toward your majesty's person and government, and that I have no other object in sending him to Japan but to propose to your imperial majesty that the United States and Japan should live in friendship and have cornmercial intercourse with each other. The Constitution and laws of the United States forbid all interference with the religious or political concerns of other nations. I have particularly charged Commodore Perry to abstain from every act which could possibly disturb the tranquility of your imperial majesty's dominions. The United States of America reach from ocean to ocean, and our Territory of Oregon and State of California lie directly opposite to the dominions of your imperial majesty. Our steamships can go from California to Japan in eighteen days. Our great State of California produces about sixty millions of dollars in gold every year, besides silver, quicksilver, precious stones, and many other valuable articles. Japan is also a rich and fertile country, and produces many very valuable articles. Your imperial majesty's subjects are skilled in many of the arts. I am desirous that our two countries should trade with each other, for the benefit both of Japan and the United States.

    • Education:
      • Fillmore received little formal education early in life. Only in 1817, when a circulating library was established in his town, did Fillmore realize how little he really knew. In 1818, Fillmore enrolled at an academy in the town of New Hope, New York, where he was working in a cloth mill. Fillmore studied law in the offices of County Judge Walter Wood from 1819-1821. During the next two years, he studied law in his spare time at the office of Asa Rice and Joseph Clary. He was admitted to the bar in 1823.
      Occupations:
      • Fillmore ran a law practice in East Aroura, New York from 1823-1828. During this time, he became active in politics as an Anti-Mason, supporting John Quincy Adams in the 1824 election. Elected to three consecutive terms as an Anti-Mason from the Erie County district, Fillmore served on the New York State Assembly from 1829-1831. From 1833-1835 and 1837-1843, Fillmore acted as a U.S. Representative from New York. During his terms, he helped initiate the Whig party in western New York, opposed President Van Buren's Independent Treasury system, and attempted, unsuccessfully, to prevent a split between congressional whigs and President Tyler. Also, as chairman of the House Means and Ways committee, Fillmore drafted and urged the passage of the Tariff Act of 1842, and he supported the National Bankruptcy Act and a distribution of funds to the states from the sale of federal lands.

Mike's Notes: Millard Fillmore is likely one of America's least-known presidents. He only served for just under 3 years, finishing off the term of the deceased Zachary Taylor. His unpopularity over his stand on slavery prevented him from being re-elected in his own right. Sad, since the two presidents who followed him did very little to prevent the country from heading toward Civil War. Bear with me for a moment.... Picture this.... A man is wearing a tie with a fishing lure on it. (Stick with me now.) The tie lure is on a polka-dotted background, the same material that is being used by a tailor to make a suit. The tailor also happens to have a side job. He owns a gas station, where (picture this!) he uses the gas nozzle to fill more and more cups full of gas.
