    ESTIMATED 2000 POPULATION CLIMATE: Finland has a temperate climate with continental winds bringing cold spells in winter and heat waves in summer. However, the westerly winds in summer also bring warm air currents from the Atlantic Ocean. Rainfall occurs all year round and the average annual precipitation in the north varies from 500 mm (20 inches) to 600 mm (24 inches) where most of it falls as snow, while in the south it varies from 600 mm (24 inches) to 700 mm (28 inches). Average temperature ranges in Helsinki are from -9 to -4 degrees Celsius (16 to 25 degrees Fahrenheit) in February to 12 to 23 degrees Celsius (54 to 72 degrees Fahrenheit) in July. PEOPLE: The principal ethnic majority are the Finnish who are of Scandinavian-Baltic origins. The Finnish account for 94% of the population and other ethnic minorities include Swedish Finns, who account for 6% of the population, followed by the Lapps while scattered groups of Russians, Germans and Gypsies are also found. DEMOGRAPHIC/VITAL STATISTICS: Density; 16 persons per sq km (43 persons per sq mi) (1991). Urban-Rural; 61.6% urban, 38.4% rural (1991). Sex Distribution; 48.6% male, 51.4% female (1992). Life Expectancy at Birth; 70.8 years male, 78.9 years female (1989). Age Breakdown; 19% under 15, 21% 15 to 29, 25% 30 to 44, 17% 45 to 59, 13% 60 to 74, 5% 75 and over (1990). Birth Rate; 13.2 per 1,000 (1990). Death Rate; 10.1 per 1,000 (1990). Increase Rate; 3.1 per 1,000 (1990). Infant Mortality Rate; 5.8 per 1,000 live births (1989).

PEOPLE Color FINLAND Finland is located Northern Europe, bordering the Baltic Sea, Gulf of Bothnia, and Gulf of Finland, between Sweden and Russia.The terrain of Finland is divided in four parts. Archipelago Finland begins in southwestern coastal waters and culminates in Aland Islands. Coastal Finland a band of clay plains, extending from Soviet to Swedish border. Seldom exceeding width of 100 kilometers, plains slope upward to central plateau that forms basis of interior lake district. This core region contains more than 55,000 lakes set within country's densest forests. Rising above central plateau, upland Finland extends into Lapland, where forests gradually yield to harsh climate. Above timber line are barren fells and numerous bogs. Upland Finland crossed by country's largest and longest rivers.
    Climate: The climate of Finland is Gulf Stream and North Atlantic Drift Current moderate temperatures somewhat, but winter still lasts up to seven months in north, and most years gulfs of Finland and Bothnia freeze, making icebreakers necessary for shipping. Long days in summer permit farming far to the north. Continental weather systems can bring quite warm summer temperatures and severe cold spells during the winter months.

    INTRODUCTION
    Background: Ruled by Sweden from the 12th to the 19th centuries and by Russia from 1809, Finland finally won its independence in 1917. During World War II, it was able to successfully defend its freedom and fend off invasions by the Soviet Union and Germany. In the subsequent half century, the Finns have made a remarkable transformation from a farm/forest economy to a diversified modern industrial economy; per capita income is now on par with Western Europe. As a member of the European Union, Finland was the only Nordic state to join the euro system at its initiation in January 1999.

    Situated between the 60th and 70th latitudes, Finland is the fifth largest country in Europe in terms of area; its median latitude makes it the northernmost country in the world, on a par with Iceland. The total area is 338,144 square kilometers (maximum length 1,160 km, maximum width 540 km). There are 188,000 lakes and 30,000 islands dotting its coastline of 1,100 kilometers (625 miles). Finland is bound in the southwest by the Baltic Sea, in the west by the Golf of Bothnia and in the south by the Gulf of Finland. To the west lies Sweden, to the north Norway, and to the east Russia, making Finland the easternmost of the Scandinavian countries. Most of the country is lowland, the average height above the sea level being less than 150 meters (500 feet). Of the total land area, over 70 per cent is covered by forest.
    Clock Time
    From the last weekend in September till the last weekend in March, Finland has Eastern European Time which is two hours ahead of Universal Time Coordinated (UTC = Greenwich Mean Time). Daylight saving time is used in Finland from the last Sunday in March till the last Sunday in September.
    Climate
    Contrary to some popular stereotypes, Finland is not frigid wasteland. Finland is kept unexpectedly warm through a combination of environmental factors. The Baltic Sea, the system of inland waterways and the Gulf stream all serve to keep Finland warmer than its location might suggest. However, owing to the humid atmosphere, the weather in Helsinki feels colder most of the time than the temperature might suggest. In the warmest summer months the long-term average in southern Finland is between +14C and +18C (57 and 64 degrees Fahrenheit) and in February about -6 C (20 degrees Fahrenheit). In summer time the temperature might variate between +10 and +27 degrees C and in winter time between -27 and +5 degrees C.
