State Fisheries Committee preparing a government decision to increase salmon quotas in Kamchatka
The State Fisheries Committee is drafting a government decision to increase salmon fishing quotas in Kamchatka, said the committee's information and analysis centre.
The committee is worried by the situation created by a massive approach of red, pink and dog salmon and the overfilling of spawning grounds. Fishes that die upon spawning no longer are consumed by young fingerlings, but poison river waters with their decomposition products. The committee therefore considers correct a decision by Kamchatka regional governor Mikhail Mashkovtsev. He gave permission, on his own authority, to catch salmon above quotas.
Before the end of the current week, the committee said, the government will raise quotas on salmon from 40,000 to 100,000 tons.
The position of the Kamchatka region governor and the Fisheries Committee is challenged by the Ministry of Natural Resources. Russia's Deputy Minister for Natural Resources Maxim Yakovenko described the Kamchatka governor's permission as a "direct violation of the law". "Such a permission should be issued by the government, and it must be based on the results of an expert examination," Yakovenko said in a RIA Novosti interview.
According to him, the ministry is currently carrying out a probe into the salmon situation in Kamchatka. However, the deputy minister noted, the scientists cannot guarantee their figures are accurate. Their checking, though, is not within the competence of the Ministry. He said that a decision on a possible increase in total allowable catch in the Kamchatka region will not be taken until the experts have produced their findings.

The academy recommended that the National Marine Fisheries Service, which is charged with protecting fish and shellfish and their ocean habitats, put fragile areas off-limits to fishing. To minimize damage to the ocean floor, trawlers also should be required to modify some of the strong winches, cables, and engines that can reach to depths of 3,000 feet (900 meters) and beyond. "Closed areas are necessary to protect a range of vulnerable, representative habitats," the report said. "Gear restrictions or modifications that minimize bottom contact can reduce habitat disturbance." It also said regional fishery councils that now manage most of the marine fisheries in U.S. waters should be tapped to help decide how to manage the sea floor habitats. In 1996, Congress passed a law requiring the councils to identify essential habitat for each fish stock they manage in an effort to minimize the harm caused by trawlers' mobile gear.

PRESS RELEASES CURRENT ARCHIVE FISHERIES TO GET $3 MILLION March 19th, 2003 The Ministry of Fisheries and Forestry will receive around $3 million dollars over the next three years from the Japanese Overseas Fisheries Co-operation Foundation (OFCF), as part of the joint Coastal Fisheries Development Assistance project (COFDA) COFDA seeks to assist rural fishermen by providing experts, equipment, training and a stable and expanding market for their catch. Its ultimate goal is for rural fishermen to eventually assume control of fishing operations COFDA is setting up. According to Samisoni Naisua the Principle Economic Planning Officer at the Ministry of Fisheries and Forestry a memorandum of understanding was signed in June of last year by the Minister for Fisheries and Forestry Konisi Yabaki, and the president of the OFCF Junji Kawai. COFDA arose from the findings of a survey of rural fishery operations carried out in October 2001 which detected large inefficiencies, and a lack of training as major obstacles to fishing operations in rural areas. The same study also identified three locations for specific attention by COFDA. These are eastern Macuata, where the pilot project of the $225,000 dollar Wainikoro fish base is 90 percent complete, and certain areas in Lau and Gau.

In an August 2002 report that has just reached the public, U.S. government scientists admit that two dolphin populations in the eastern Pacific Ocean are seriously depleted and may not recover for 200 years, likely because of the deadly chasing and encircling practices employed by the Mexican tuna industry. The report, apparently kept under wraps for months until the Earth Island Institute made it public on December 5, says that the "northeastern offshore spotted dolphins are at 20% and eastern spinner dolphins at 35% of their pre-fishery levels; and neither population is recovering at a rate consistent with these levels of depletion and the reported kills." In other words, both dolphin populations are less than half of what they were in the 1950s, when tuna fisheries began using massive "purse-seine" nets to intentionally chase and encircle dolphins, which frequently swim with tuna in this region. An estimated six million dolphins have been killed since the 1950s, reportedly because of this tuna fishing technique. The report's findings were meant to be the basis for the U.S. Department of Commerce's decision on whether to weaken dolphin protections so that the Mexican tuna industry could sell its fish under the "Dolphin Safe" label in the United States. But on December 31, 2002, despite the findings, Secretary of Commerce Donald L. Evans announced a "no significant adverse impact" finding.
