Florida Board of Education Recommends Comprehensive Revision of State's "School Code" TALLAHASSEE - The Florida Board of Education today completed broad, public policy debate of the state's education laws, resulting in a comprehensive recommendation to revise the Florida School Code to support the state's transition to a seamless, student-centered education governance system. "Devolution and accountability - for the first time, those two vital elements of education are now contained throughout the laws that govern education," said Phil Handy, chairman of the Florida Board of Education. "These recommendations are the result of truly collaborative effort led by the Florida Board of Education and in cooperation with the Commissioner of Education," said Jim Horne, secretary of the Florida Board of Education. "This is a huge step in moving Florida toward an education system that serves all students." The recommendations complete the Florida Board of Education's process of granting non-state agency status to state universities and the devolution of authority to local education governing boards in the new K-20 education system.

    More Information about the Florida Black Bear What is the Florida Black Bear Curriculum Guide? The Florida Black Bear Curriculum is a joint project of the Florida Fish and Wildlife Conservation Commission and Defenders of Wildlife The Curriculum Guide is a comprehensive series of lessons on the natural history and conservation needs of Florida's black bear. Designed to educate and stimulate teachers and students in grades 3-8. The lessons were designed to address many subject areas such as reading, language arts, history, geography, social studies, math, art and science. Each lesson is correlated to the Sunshine State Standards for each subject addressed. Free 4-6 hour educator workshops are offered on the same basis as the other K-12 programs, and several workshops around the state are enhanced by additional input from bear biologists who work with the Commission and other organizations. Educators must attend a workshop to receive the curriculum guide.

    EDUCATION EXCELLENCE for FLORIDA Thank you for your interest in Education Excellence for Florida , the political action process that will advance Florida's Higher Education to the next level of citizen control and academic quality. This process responds to actions of the 2000 and 2001 Florida legislative sessions. Those actions create a "seamless" kindergarten through university system that has taken control of public education out of the hands of citizens and placed it in the hands of politicians. Background
    Prior to the 1960s, Florida supported three publicly-funded four-year institutions of higher education. University of Florida, Florida Agriculture and Mechanical University, and Florida Normal School for Women shared a rich heritage. UF, in Gainesville, was the southern most university, while FAMU and FNSW were located in Tallahassee. The governance of these schools was effected by The Board of Control, which made policy decisions, for example, on budgets, programs, and personnel. Changes Political Realities Unhappy with the Regents' resistance to legislative edicts and politicians' wishes, Florida Governor Jeb Bush and House of Representative Speaker John Thrasher began destruction of higher education governance. The 2001 Florida Education Governance Reorganization Implementation Act (FEGRIA) implements the universities' new governance structure. Each local Boards of Trustees will assume powers and authorities of a "body corporate" and each university in 2002 will be managed like a private company. Governance at state and local levels, through appointed boards, councils, and task forces, will be controlled by the Governor and, to a lesser extent, by the legislature. In the interim, questions remain, but two things are certain: Political patronage dominates appointments, and the political firewall is incinerated.
