Murrow to the RTNDA, 1958 It's been 43 years since the legendary CBS newsman spoke those words to a group of his peers who, at that time, were forging the future of television news coverage. Most broadcast television programming today does not fit into Mr. Murrow's grand vision for the medium. There are, however, self-sustained efforts to realize the potential of television as an educational tool. The Panhandle Area Educational Consortium (PAEC) is one such effort. PAEC has been on the cutting edge of distance learning technology, including television, since its inception. With an understanding that teachers benefit from continuing professional development and with the desire to make earning points toward their recertification an anytime anywhere option, PAEC launched the Florida Education Channel (FEC) in December 2000. Teachers around the state and around the country now have a powerful educational tool available to them 24 hours a day, seven days a week.

-Governor's Agencies Increase Spending With Certified Minority Businesses By 232 percent in Three Years TAMPA - -Governor Jeb Bush today unveiled spending figures showing that state contracting with certified minority-owned businesses continues to increase under "One Florida." For the third consecutive year Governor's agencies continue to award minority contracts at the highest levels ever in Florida's history. "I'm pleased that for the third consecutive year minority business spending with the state has significantly increased, and that agencies that report directly to me are continuing to work hard to ensure that minorities are doing business with the state," Governor Bush said. "The results we see today are a result of our agencies continuing their commitment to minority businesses by proactively reaching out to minority businesses in new and innovative ways." Governor Bush unveiled this year's spending figures while speaking to minority and small business owners, state vendors, purchasing professionals, city and county government employees, law enforcement personnel and educational institutional buyers at the Florida Government Expo.

More Information A merica's most diverse estuary, the Indian River Lagoon, a 156-mile-long estuary, is home to more than 4,000 plant and animal species, including manatees, dolphins, sea turtles and seahorses. Sheltered by sandy beaches and massive beds of sea grasses, the lagoon has evolved into a nursery for young sea creatures oysters, clams, shrimp, crabs and hundreds of species of fish that thrive in the warm shallow waters. Above, the osprey, eagle and pelican patrol, looking for their next meal. The delicate balance of life in the Indian River Lagoon is threatened by increasing residential and commercial development, industry and agriculture, and human negligence. Excessive freshwater intrusion, loss of essential marshland and increased wastewater and stormwater discharges have plagued the lagoon. The construction of extensive agricultural and urban drainage projects has substantially expanded the watershed of the St. Lucie Estuary. The effects of these man-made changes have caused significant alterations in the timing (excess wet season flows, insufficient dry season flows), distribution, quality, and volume of freshwater entering the estuary. The estuarine environment is sensitive to freshwater releases, and these alterations have placed severe stress on the entire ecosystem. Extreme salinity fluctuations and ever-increasing inflows have contributed to major changes in the structure of the communities within the estuary, as seen by seagrass and oyster losses.

Lutheran Social Services was founded on the premise of feeding the hungry. In fact, the Second Harvest Food Bank was LSS' first program. Today, the Food Bank is the repository for food to more than 375 sharing agencies across Jacksonville and Northeast Florida.
Over the last couple of years, the number of clients needing emergency food assistance has increased dramatically. The problem of hunger persists because the population known as the working poor continues to grow. They work for minimum wage and struggle to meet all of their financial responsibilities. Often, they must choose between feeding themselves or paying rent. To learn more about the Food Bank, contact Tim Davis at 904.353.FOOD.

In order to meet the increasing demands, the First Coast Food Runners Program has made enormous efforts to salvage prepared and perishable food. Their greatest challenge is getting this food in the hands of needy children and adults. As it stands, the Food Runners are working to capacity each day. Kids Cafe Program of the Food Bank Another program, working to meet the needs of hungry families, is the Kids Cafe. Working in cooperation with existing after school programs, the Kids Cafe provides a safe environment, in a child's own neighborhood, where they can receive an afternoon snack or meal.

-Governor Jeb Bush was joined today by his parents, President George H.W. Bush and First Lady Barbara Bush at the third annual "Celebration of Reading" event and dinner. At a press conference today, Governor Bush applauded the efforts of both public and private partners who together have been able to raise $1.4 million this year and an additional $1.3 million in-kind contributions to support the Governor's Family Literacy Initiative. "It is tremendous to be joined here by both my mother and father in the spirit of family literacy," said Governor Bush. " Every child deserves a quality education, and quality education begins with reading. Parents are their child's first teacher and we hope through these programs, that they will be their best teachers."
