Contact Us Redesigning Schools To Raise Achievement: District Profiles Dade County, Florida: Operation Safety Net The United Teachers of Dade (UTD), serving Miami-Dade, the fourth largest school district in the nation, has been a leader in addressing educational issues. In 1995, the union faced a new challenge: helping to design and implement an effective improvement program for 41 district schools identified by the state of Florida as "critically low performing." Identifying Low-Performing Schools Under Florida law, any school with an unacceptably low rate of student achievement is subject to sanction-including loss of funding, state takeover (reconstitution), or closure. In 1995, the Florida State Board of Education established the criteria by which failing schools would be identified. The State Board of Education Rule 6A-1.09981 sets minimum performance levels for Florida's elementary, middle, and high schools. For example, in public elementary schools, unacceptable performance is defined as: For two consecutive years, fewer than 33 percent of students scoring above the 50th percentile on Reading Comprehension, district administered norm-referenced assessment test; fewer than 33 percent of students scoring above the 50th percentile on the Mathematics Concepts/Applications, district administered norm-referenced test; and fewer than 33 percent scoring "3" or above on Florida Writes!, fourth-grade

c) exploring with students the potential of aquaculture as a profitable agricultural activity in Kentucky. Aquaculture School Activities Expanding Teaching aquaculture courses, and development of experiential learning activities in aquaculture, have been rapidly developing at the secondary school level. Scattered over different regions of the Commonwealth, 47 high schools and vo-ag programs currently have aquaculture activities. These efforts are extremely important for increasing awareness of aquaculture among young Kentuckians while their minds are still open to new enterprises. Mr. Mengel will be coordinating these efforts. Schools wanting more information on Kentucky aquaculture may contact Gordon at 502-597-8130 or gmengel@dcr.net

CYBERSCHOOLS
Focus on K-12 Online Education
Students are waiting in a virtual line to get into cyberschool. In case you haven't noticed, everything is online, including education. Adults can obtain degrees of higher education, learn a trade, obtain professional-growth credits or become re-certified, while students as young as kindergarten or as far away as Latvia can now receive their instruction online. K-12 online educational institutions range from private and secular to state and federal entities. Some are free to residents, others charge tuition. Students study content as basic as arithmetic and as complex as NASA navigational systems. Whether you are looking for an educational alternative for a home-schooled student or for a high school student to take an advanced placement exam online, anything in online education is possible. Distance learning programs have been around for a while but are now gaining recognition and accreditation. Originally, many of the programs were delivered using distance education technologies such as satellite-delivery systems, open broadcasts, cable, interactive videodiscs, facsimile machines, and the good old telephone. Since 1988, the federally funded Star Schools projects have had access to instructional programming, including hands-on science and mathematics both advanced and general, advanced placement courses and workplace skills. These programs serve K-12 students, adults and programs for limited English-proficient and disabled students.

OF THE USE OF COMPUTERS AND PARTICULARLY THE INTERNET."

Three community college districts Maricopa, Miami-Dade and Cuyahoga are currently involved in a project that could potentially transform the way K-12 teachers nationwide are trained when it comes to technology. These institutions are also leading a new trend in seamless collaboration among educational institutions. According to Cindy Miles, vice president and chief operating officer at the League for Innovation in the Community College, the long-range goal of the Alliance project is to significantly aid the teacher preparation challenge schools currently face. "Through turnkey training and collaboration between institutions, we hope to train 9,000 K-12 teachers in the next three years," she said. PIECES OF THE PUZZLE The Alliance project includes a comprehensive training package comprised of exemplary, standards-based curriculum materials available on the Internet; video documentaries of model lessons and best practices using those curriculum materials; and print and electronic support materials to guide teachers in the implementation of the materials. The model is designed to build on the experiences of the project partners to create a national infrastructure of local partnerships involving community colleges working with neighboring schools. The project partners hope the model will be disseminated to all 50 states.

Knowledge about these factors could be applied in the classroom to enhance the teaching of English literacy. The Aspire Curriculum: Professional Development for Bilingual and ESL Paraprofessionals As part of a career ladder project at the University of Central Florida, CAL has developed and field-tested a curriculum for the professional development of paraprofessionals who work with English language learners.
