EDITOR'S NOTE: The following is the text of Title VII of the Civil Rights Act of 1964 (Pub. L. 88-352) (Title VII), as amended, as it appears in volume 42 of the United States Code, beginning at section 2000e. Title VII prohibits employment discrimination based on race, color, religion, sex and national origin. The Civil Rights Act of 1991 (Pub. L. 102-166) ( CRA ) amends several sections of Title VII. These amendments appear in boldface type. In addition, section 102 of the CRA (which is printed elsewhere in this publication) amends the Revised Statutes by adding a new section following section 1977 (42 U.S.C. 1981), to provide for the recovery of compensatory and punitive damages in cases of intentional violations of Title VII, the Americans with Disabilities Act of 1990, and section 501 of the Rehabilitation Act of 1973. Cross references to Title VII as enacted appear in italics following each section heading. Editor's notes also appear in italics. An Act To enforce the constitutional right to vote, to confer jurisdiction upon the district courts of the United States to provide injunctive relief against discrimination in public accommodations, to authorize the attorney General to institute suits to protect constitutional rights in public facilities and public education, to extend the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes.     Sec. 806. PROTECTION FOR EMPLOYEES OF PUBLICLY TRADED COMPANIES WHO PROVIDE EVIDENCE OF FRAUD
    (a) IN GENERAL.- Chapter 73 of title 18, United States Code, is amended by inserting after section 1514 the following:
    "Section 1514A. Civil action to protect against retaliation in fraud cases
    "(a) WHISTLEBLOWER PROTECTION FOR EMPLOYEES OF PUBLICALLY TRADED COMPANIES.- No company with a class of securities registered under section 12 of the Securities Exchange Act of 1934 (15 U.S.C. 78l), or that is required to file reports under section 15(d) of the Securities Exchange Act of 1934 (15 U.S.C. 78o(d)), or any officer, employee, contractor, subcontractor, or agent of such company, may discharge, demote, suspend, threaten, harass, or in any other manner discriminate against an employee in the terms and conditions of employment because of any lawful act done by the employee-
    "(1) to provide information, cause information to be provided, or otherwise assist in an investigation regarding any conduct which the employee reasonably believes constitutes a violation of section 1341, 1343, 1344, or 1348, any rule or regulation of the Securities and Exchange Commission, or any provision of Federal law relating to fraud against shareholders, when the information or assistance is provided to or the investigation is conducted by-

    New Sex Offender Civil Commitment Laws Follow Court Ruling
    Legislatures in Florida, Iowa, Missouri and South Carolina passed laws in 1998 providing for involuntary civil commitment of violent sex offenders following their criminal sentence. The U.S. Supreme Court paved the way for states in the 1997 Kansas vs. Hendricks ruling that upheld that state’s Sexually Violent Predator Act. Thirteen states now have such "sexual predator" laws, including Arizona, California, Illinois, Kansas, Minnesota, North Dakota, New Jersey, Washington and Wisconsin. The new Florida law passed as House Bill 3327 commits sexually dangerous individuals to the Department of Children and Family Services and also requires that those committed pay for all or a fair portion of subsistence costs, if they have the ability to pay. The Iowa law (Senate Bill 2398) gives the State Department of Human Services responsibility for control and custody of committed sexual predators, including evaluation and treatment costs. It includes provisions for multi-agency teams and the review of cases by prosecutors, as does
