    Monday, April 07, 2003 Russian envoy: U.S. forces attacked convoy
    MOSCOW, April 7 (UPI) U.S. national security adviser Condoleezza Rice assured Russian President Vladimir Putin on Monday that the Bush administration is committed to maintaining partnership with Russia despite the serious disagreements over Iraq.
    In an hourlong meeting at the Kremlin, Rice told Putin of President Bush's belief in the importance of continued dialogue and cooperation between Russia and the United States.
    Diplomatic sources say Rice used the opportunity to assure Putin that, if U.S. forces had indeed fired at a Russian diplomatic convoy in Iraq on Sunday, no harm was intended. [...] DisplayCounts(92170178);
    U.S. accused of pre-empting UN resolution against war

    In Damascus, the Syrian capital, the cabinet called on the Security Council to adopt a resolution to halt aggression against Iraq. While rumors in the halls of the United Nations circulated that a draft resolution was being prepared by Syria, the BBC UN desk circulated a story that the Syrian draft to halt the war would be vetoed if it came up for a vote.
    "The United States is using fear and intimidation against Security Council members," said Phyllis Bennis, a fellow at the Washington-based Institute for Policy Studies. The Global Policy Forum said the U.S. has embarked on a well-orchestrated program to stop any resolution against the war in Iraq from coming to the Security Council. It includes a "pre-emptive letter writing attack" to all nations that "demands" member states avoid "calls for an emergency session of the General Assembly" and anti-war Resolution 377, United For Peace.

    We see many threats to world security:
    – The risk of a military conflict in Iraq looms large.
    – Developments in North Korea and between the nuclear weapons powers India and Pakistan underscore the threat posed by weapons of mass destruction.
    – In Israel and in the Palestinian territories, a vicious spiral of violence and hatred is escalating.
    – Thousands of violations of human rights are committed every day. Like Lilja in Lukas Moodysson’s film, more than half a million women and children are smuggled into the EU every year to be exploited as sex slaves.

    Hon. Members of Parliament, 1. It is with the utmost pleasure that I am here, today, to address you on the main lines of Portuguese foreign policy. I am, as I have always been, perfectly aware of the importance of the "State dimension" of our foreign policy and we shall proceed, the Secretaries of State working with me and myself, to follow that path daily on carrying out our governing work. Nowadays, there are new situations which call for further effort and that demand new abilities to prevent crises and problems. We must act and not only react, trying to find differentiating and national value-added factors to join common interests and solve real situations.
