Issues related to the participation of nongovernmental organizations in the International Conference on Reconstruction Assistance to Afghanistan held in Tokyo in January led to serious political developments, including the axing of the foreign minister and the revelation of scandals involving a Liberal Democratic Party legislator. It therefore seems appropriate to consider the relationship between the government and NGOs in the nation's diplomacy. Gone are the days when the government only needed to focus on its relations with major countries. In the current international environment, the government must deal with a wider range of sectors and a larger number of countries. Accordingly, the government is required to make accurate judgments using various sources of information. In such circumstances, the government is required to consider the role of NGOs in its foreign policy, even though diplomacy as a matter of course is under the control of the government. It is reasonable to think that NGOs are well informed of the grassroots situation of troubled countries, possessing valuable information on areas often overlooked by the government. They also have able human resources.

Number 131: October 23, 2001 Instead of a new world order, we have "a new world of inordinate disorder," Norman Neureiter told an audience at Georgetown University's Edmund A. Walsh School of Foreign Service. Neureiter, the Science and Technology Adviser to Secretary of State Colin Powell, said that "whether we want it or not," the United States carries "the mantle of world leadership." Speaking at the October 6 Loewy Memorial Lecture in Science, Technology and International Affairs, Neureiter said the U.S. Department of State has a crucial role in the nation's security. National security has three elements - intelligence, diplomacy, and military preparedness he said, and science and technology underlie all three. "I feel very, very strongly about the role of diplomacy," he stated. "When you stop talking, that's when you start shooting." Neureiter warned that diplomacy in the 21st century will need "much greater literacy in science and technology," but State Department budget cuts of almost 20 percent since the mid-1990s have left the department "inadequately equipped" to handle such issues. Neureiter views his role as "trying to make sure that the people who have to make policy decisions have the best science and technology counsel and advice possible." Decisions may ultimately be based on political considerations, he said, but should not be "made in ignorance."

1. The Campaign Against Arms Trade (CAAT) is opposed to all military exports, but recognises that, despite its negative effects on human rights, security and the economy, the arms trade will not end overnight. As an interim measure, therefore, CAAT is seeking an export licensing policy with an emphasis on restraint, especially on exports to governments which violate human rights or to countries in areas of conflict. It is against this background that CAAT welcomed, with reservations, Foreign Secretary Robin Cook’s announcement in May 1997 that he would pursue an "ethical foreign policy" with human rights at its heart. Action by the Government, as well as rhetoric, is needed before CAAT can truly praise the "ethical foreign policy". 2. Military equipment constitutes a special category of goods and technology since it is designed for the use or threat of force. Sometimes the equipment supplied contributes directly to repression as, for example, when UK-made armoured water cannons were used by the Indonesian authorities to intimidate those taking part in pro-democracy demonstrations in June 1996. However, even if the equipment is not used, its sale conveys a message of international acceptance and respectability to the recipient government, and undermines those working for democracy and justice.

It is worth examining this development from a number of different perspectives. On the one hand, there is Germany’s new image and new importance after the end of the Cold War. The Federal Republic is no longer able to point to its special status as a divided country, but must now meet all the same obligations that have always been perfectly natural for its alliance partners. The argument that Germany must demonstrate special restraint in the light of German history now only partially applies: because the prerequisite for any commitment is the realization that freedom, democracy, human dignity and stability can ultimately only be maintained, if necessary, by military action.

The Likud leader had thought that the US response to the September 11 attacks would dovetail with his own efforts to deal with the Palestinians militarily, proclaiming the suppression of the intifada to be the frontline of the international war against terrorism. Sharon had good reason to make these assumptions. It is public knowledge that the Bush administration is split over whether or not to launch a war against Iraq. Key Pentagon figures such as Secretary of Defense Donald Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz and others have pushed for this almost from day one. Israel plays an important role for the US as a compliant regional military power, one that is dependent on the US for its continued existence. But Sharon was asking the US to endanger the survival of friendly Arab bourgeois regimes, which, as was demonstrated during the Gulf War in 1991, are just as vital to US interests in their role as policemen of the mass of Arab workers and peasants.
