Critic: 'no science' in forestry report

Daily News File photo A recent report offering solutions for what’s wrong with Nova Scotia’s forests wasn’t worth killing the trees needed to print it, says a Halifax forest researcher. Eldon Gunn, a professor of industrial engineering at Dalhousie University, said GPI Atlantic’s report is a moral argument dressed up to look like science. "I don’t like to see science used as club, but then, there is no science (in the report)," he said yesterday. GPI Atlantic released a draft version of its Forest Reports in November, concluding that years of poor management have devalued the province’s forest and threaten to bring on a northern cod-like collapse. GPI Atlantic is a Halifax-based nonprofit research group developing a new measure of economic wellbeing. Its proposed "genuine progress index" takes into account a wider range of variables than does the Gross Domestic Product, the standard now used to measure economic performance.

Two local case studies used in forestry report
by Jim Morrow The recently released two volume report, The Nova Scotia Genuine Progress Index Forest Accounts , highlights two Victoria County forestry related enterprises. The Genuine Progress Index or GPI differs from the Gross Domestic Product (GDP) in that it not only assesses economic well-being, it also assess social well-being. The GDP measure of progress takes no account of the value of natural, human and social capital, including environmental assets, unpaid work and free time. GPI Atlantic says the GDP does not allow policy makers to distinguish the costs and benefits of different activities and it masks changes in economic distribution. Because GDP statistics make no qualitative distinctions, they do not reveal whether expenditures signify an improvement in well-being or a decline. Such fundamental omissions and limitations, GPI Atlantic believes, render the GDP an inadequate measure of social and economic well-being. The GPI method on the other hand accounts for the value of our natural resources by treating them as capital assets which are subject to depreciation and requiring re-investment if they are depleted or degraded.

GM contamination risk investigation
The Ministry of Agriculture and Forestry (MAF) was notified yesterday (7 August 2002) about the possible risk of GM contamination of maize seed grown and harvested in New Zealand. The notification to MAF followed routine post-harvest testing of maize seeds on 6 August 2002 by Pacific Seeds of Australia who had contracted for the maize to be grown in New Zealand on their behalf by contract growers at Gisborne and Pukekohe. None of this maize seed was grown for consumption and none of it has entered the food chain. All seed from the maize crops in question, and left-over seeds imported for the purpose of growing these crops, is currently being held in secure storage supervised by MAF. All of these seeds will be destroyed by Pacific Seeds under MAF supervision. MAF and the Environmental Risk Management Authority (ERMA) will investigate whether any further action needs to be taken at the sites where the maize crops were grown.

MAF extends GM testing for imported seeds
New protocols to test imported sweet corn and maize seeds for the presence of genetically modified (GM) seeds will come into force on 1 August 2002. No GM crops are grown commercially in New Zealand and no GM seeds have been approved for release into the environment. The Ministry of Agriculture and Forestry (MAF) is responsible for preventing unapproved GM seeds being imported into New Zealand. The current testing regime expires on 31 July 2002. MAF has released a revised import health standard for Zea mays seed for sowing. All consignments of sweet corn and maize seeds for sowing must be tested for the presence of unapproved GM seeds, either offshore or at the border, unless MAF is satisfied that the source country has sufficient systems in place to provide a level of assurance equivalent to testing every consignment. MAF's Director of Plants Biosecurity, Richard Ivess said MAF is extending its current testing regime to include a wider range of seeds. As well as extending the sweet corn regime to maize seeds from 1 August 2002, testing of canola seeds will start from 1 October 2002, in time for the planting season. MAF will begin discussions with industry with the aim of introducing testing for soybeans from 1 January 2003.

[ MAP OF THIS SITE ] Media Release - Ministers Office Sydney: 28 March 2002 NEW REFERENCE GROUP TO REVIEW PRIVATE FORESTRY EXEMPTIONS IN VEG ACT The Minister for Land and Water Conservation, John Aquilina, announced in Grafton today the establishment of a Private Native Forestry Reference Group to prepare a revised exemption for Private Native Forestry under the Native Vegetation Conservation Act 1997 (NVC Act). Exemptions are certain types of land and activities that are excluded from the operation of the NVC Act. Private Native Forestry is one such exemption. Mr Aquilina said private native forestry provides a much needed timber resource on private land and is an important industry sector of New South Wales. "The revised exemption will ensure that private native forestry operations continue in an economically viable way while protecting native vegetation values,” he said. "The reference group will include representatives from key timber industry groups, conservation and farming organisations and government agencies.” Dr Gul Izmir, The Deputy Director General of the Department of Land and Water Conservation will be the chairperson.

Newnes forestry roads closed
8 January 2003 State Forests has closed all roads leading into the Newnes State Forest as crews battle a large fire threatening pine plantations. Macquarie State Forests regional manager Dean Anderson has been made incident controller of a joint fire fighting operation between State Forests and other agencies operating out of Lithgow. "This afternoon we had the State Forests helicopter and nine other choppers attacking this fire, which has burnt out 3000 ha on the Newnes plateau north of Lithgow since last night," said Bathurst duty forester Mike Freeman. "The fire started from a lightning strike yesterday in national park and with the present extreme weather conditions with north easterly winds up to 90km/h, has moved quickly." Mr Freeman stressed that while the roads were closed into the forest, the fire at this stage did not directly threaten life or property other than the pine plantation. "There are more than 40 people with equipment on the ground fighting this fire, and they are about to attempt a difficult backburn on the edge of the plantation," Mr Freeman said.

State Forests awards forestry contracts worth $50 million to local companies
17 August 1999 State Forests has recently awarded $50 million worth of harvesting and haulage contracts to Tumut-based harvesting contractors Rosin Development and G and J Groves, and Mytleford-based haulage company Greenfreight Logging (NSW). "The eight-year contracts to supply logs from the Tumut and Tumbarumba areas will have significant spin offs for the local community," Mr Crowe said. "They will generate up to 30 direct jobs in plantation harvesting and haulage operations, and many more indirect jobs in the towns of Rosewood, Tumbarumba and Tumut" Logs will be supplied to Austral at Holbrook, Boral at Tumbarumba, CSR at Tumut and Ausply at Wagga Wagga. "State Forests is particularly pleased with the high calibre of contractors successful in securing contracts. All three companies intend to use new and innovative systems, to harvest and deliver forest products, in an efficient and environmentally friendly manner," Mr Crowe said. He said the Greenfreight contract, worth about $24 million, is the biggest of its type awarded by State Forests.
