Armed Forces of Ukraine After collapse of the USSR and proclamation of independency in 1991, Ukraine inherited one of the biggest and powerful military potential in Europe, armed with nuclear and sophisticated conventional weapons. But at that time the armed forces actually was not of a kind as belong to independent state, as it had to be. It was because of Ukraine got only some fragments of the former USSR military machine. That is why on the 24-th of August, 1991 Verkhovna Rada (the Parliament) of Ukraine has come to decision to take under its juridiction all the former USSR’ military formations, located on the territory of Ukraine. Also there has been created one of the key military authorities – Ministry of Defense of Ukraine. Starting from that, Ukraine began to form its own armed forces, and the Government of Ukraine initiated the process of Ukrainian Armed Forces’ formation. Political decisions of Ukrainian leadership on the principals of non-nuclear and non-alliance status of state have been used as a base for Ukrainian Armed Forces foundation procedure. Fact Sheet: U.S. Commitment to NPT Article VI
[Bureau of Nonproliferation, U.S. Department of State]
The U.S. commitment to NPT Article VI is broad and deep. In March 2000 President Clinton reaffirmed that the United States is committed to the ultimate elimination of nuclear weapons. The United States is fulfilling its obligations under Article VI and its doing so as expeditiously as possible. This is demonstrated not only by the results of bilateral negotiations with Russia, but also in multilateral and in unilateral actions. The following information highlights this U.S. record since the end of the Cold War. Reducing Nuclear Weapons and Delivery Systems
  • START I: U.S. is below the final limit on bombers and missile launchers; missile launchers and bombers are being destroyed; all ballistic missile systems to be eliminated under START I have been deactivated; U.S. is ahead of schedule in reducing to the limit of 6,000 deployed strategic nuclear warheads.
START II: U.S. Senate has approved; will reduce deployed strategic nuclear warheads to 3,000 - 3,500 (2/3 reduction from end of Cold War). U.S.-Russia will seek early deactivation of systems to be eliminated under START II once it enters into force.

Current Coaching Staff Ju Ping first started at the AIS in 1985 and over the next decade transformed gymnastics in Australia. The revolution in self belief, work ethic and quality of performance enabled Australia to rank 6 th in the world in 1991 and 7 th at the Barcelona Olympics. Importantly, Ju Ping developed a gymnastic system that drew from the strengths of the top nations such as China, USSR and Romania to establish an Australian developmental system that would ensure Australia participation in the Olympic games every four years. She developed a model team which demonstrated to Australia that a team ranking in the Olympics was possible. The junior development system, the judging philosophy, coaches education programs were the vision of Ju Ping and her work has laid the foundation of the success in 1999 and 2000. The gymnasts that she has developed are renown for their technical perfection, artistry and competitive consistency. The Australia team in 1992 was recognized as the most consistent and best artistry Ju Ping was awarded the Australian Sports Medal in 2000 for her services to gymnastics and recognized by the AGF for her amazing contribution to gymnastics in Australia.

TITLE: "Russian IT:  Stretching the Limits of Possibility" Two Mini-Seminars with a precision focus on US IT firms' possibilities in the Russian IT market.  INTENT: A celebration of Russian IT potential for US firms trying to collaborate with or sell into the marketplace.  Coverage is intended to bring the "movers and shakers" from this industry to Silicon Valley and the Bay Area-within it to give specific insight into the various IT segments.  It is  intended to be an "overview" conference, with maximum amount of practical and 'problem-solving' information, with the least amount of formality.  URGENCY: Russia has rebounded from the Fall 1998 with an unanticipated vengeance.  From rumors of hyperinflation, negative growth and the disappearance of the Russian middle class, Russia now experiences 8% growth and is rapidly breaking the barriers many thought unthinkable.  At the epicenter and root of these changes is a blossoming in the Russian IT industry.  Opportunities of working more cohesively and profitably have bypassed most US IT firms now is the time to puncture perceptions and speak to the business realities of this particular sector.

NPP Database Holdings at the ORNL DAAC - Data Set Guide Document
    Summary:
The NPP Database contains documented field measurements of NPP for global terrestrial sites compiled from published literature and other extant data sources. The NPP Database contains biomass dynamics, climate, and site-characteristics data georeferenced to each intensive site. A major goal of the data compilation is to use consistent and standard well-documented methods to estimate NPP from the field data. Other important components of the database include a summary, investigator contact information, and a list of key references for each site. As far as possible, the original principal investigator or his/her successor has been contacted to review the data and documentation. The NPP Database currently contains detailed data for over 60 intensive study sites. A majority of these sites are grasslands, the remainder being tropical forests, boreal forests, and tundra study sites. Some combination of above-ground annual peak live biomass data and/or seasonal biomass dynamics data are available for all sites. Many sites also have data on below-ground biomass and/or turnover. Estimates of net primary productivity are included, where available, for individual sites, and as part of the NPP Summary tables. Climate and soils data are available for all sites in varying degrees of detail. The sites have been grouped according to vegetation maps based upon Bailey ecoregions Holdridge Life-Zones Matthews vegetation classes , and

NUMBERS OF REPORTS AVAILABLE TO REANALYSIS 00 UTC 06 UTC 12 UTC and 18 UTC There is a general increase in radiosonde reports from 1958, until a sharp decrease in May 1963. This decrease is not shared by all regions, but is dominated by decreases in the former USSR, China and other regions. For some reason, this decrease is much larger at 00 UTC than at 12 UTC. There is a temporary sharp temporary decrease, for 00 and 12 UTC, in January 1973. This is associated with the introduction of O.N. 29 data format at NCEP. Also, in January 1973, the 06 and 18 UTC counts drop to and remain near there for 2 years, likely indicating procedural problems associated with the change to O.N. 29. B.
