Flag of Serbia and Montenegro Background:
The Serbian state as known today was created in 1170 A.D. by Stefan Nemanja, the founder of the Nemanjic dynasty. Serbia's religious foundation came several years later when Stefan's son, canonized as St. Sava, became the first archbishop of a newly autocephalous Serbian Orthodox Church (1219). The Kingdom of Serbs, Croats, and Slovenes was formed in 1918; its name was changed to Yugoslavia in 1929.
Occupation by Nazi Germany in 1941 was resisted by various partisan bands that fought themselves as well as the invaders. The group headed by Marshal TITO took full control upon German expulsion in 1945. Although communist in name, his new government successfully steered its own path between the Warsaw Pact nations and the West for the next four and a half decades.
In the early 1990s, post-TITO Yugoslavia began to unravel along ethnic lines: Slovenia, Croatia, and The Former Yugoslav Republic of Macedonia all declared their independence in 1991; Bosnia and Herzegovina in 1992. The remaining republics of Serbia and Montenegro declared a new "Federal Republic of Yugoslavia" in 1992 and, under President Slobodan MILOSEVIC, Serbia led various military intervention efforts to unite Serbs in neighboring republics into a "Greater Serbia." All of these efforts were ultimately unsuccessful.

Too many people in the U.S. are now shouting out their general disapproval for U.S. President Bill Clinton by attacking the NATO mission in Bosnia-Herzogovina. They have a right to their opinion, but I'm afraid they are more influenced by right-wing and conservative media and radio hosts than by a thoughtful analysis of the true flaws of the agreement and mission, or the culpability and responsibility of the Western nations and in particular, the United Nations Security Council in the present state of the conflict.
I think that it's useful to have a simple overview of how this war was started so that the debate includes an understanding of the facist forces that began the war in Bosnia-Herzegovina. Without this basic knowledge, it is impossible to argue whether the U.S. brokered partition plan is good for the People or not.

"The current war in Bosnia-Herzogovina is essentially a war of aggression from the outside, even though it has internal ethnic dimensions. The conflict is a continuation of the war of aggression against Slovenia and Croatia, which temporarily subsided in those countries, (but has reignited in Croatia. in 1995). If the Serbian war machine is not stopped, the war can only spread to new areas and is likely to result in a confrontation of continental proportions. In the meantime, Milosevic's allies in Bosnia have been carrying out step-by-step destruction of most of the country.

Norway and the conflict in former Yugoslavia
The close ties between the Norwegian people and the peoples of the former Yugoslavia stem partly from the Second World War, when a considerable number of Yugoslav POWs were sent to labour camps in Nazi-occupied Norway. These ties were maintained and further developed during the post-war period. Since the beginning of the conflict in the former Yugoslavia, Norway has actively supported international efforts to secure a peaceful, negotiated settlement and to alleviate the suffering of the civilian population. Norway strongly supports the view that a lasting solution to the conflict in the former Yugoslavia can only be achieved by political means, through negotiations, and that any proposed settlement must be agreed upon by all parties to the conflict. In line with this, Norway fully supports the efforts undertaken within the framework of the International Conference on the Former Yugoslavia (ICFY) and other relevant international fora dealing with the conflict. Norwegians have also held high-level positions within the Conference. An important element of Norwegian policy, which aims to contribute to a peaceful solution to the conflict, has been to maintain open contact and dialogue with all the parties involved. Foreign Minister Thorvald Stoltenberg visited the region in September 1992 and again in January 1993 and had extensive discussions with political leaders on all sides. The main purpose of the visits was to advocate the Norwegian position that a peaceful solution must be found, and to obtain first-hand information regarding all aspects of the situation in the former Yugoslavia, inter alia the humanitarian relief efforts.

War Child is a network of independent organisations working across the world to help children affected by war. War Child UK was founded in February 1993 by Bill Leeson and David Wilson, two film makers, after they had returned from the former Yugoslavia having made a film for the BBC Arena programme about the role of artists in war. Shocked by the plight of children - this war like so many in the world at the end of the 20th century, is a war against civilians - they decided to use their film and entertainment background to raise money for aid agencies operating in former Yugoslavia. Without experience in aid work and perhaps lacking the caution of those with long-term knowledge of work in war zones, they decided that rather than donate money to others “in the field”, they would operate projects directly. At that time the British government were selling off surplus military stock and they discovered that field bakeries could be bought. The Overseas Development Administration (ODA) agreed to put up the capital costs for this purchase and in the early summer of 1993 the first War Child convoy, three ovens, mixers, generators and the raw food materials to run the bakery for the first month trundled off with a team of eight volunteers down to Dover docks and across Europe to former Yugoslavia.With the help from UNHCR the bakery commenced its work in Medjugorje, feeding the many Croatian refugees in that area of Western Bosnia Hercegovina. As soon as the conditions allowed, the bakery was moved into the destroyed town of East Mostar and with the ODA funding the purchase of a second unit, the new bakery had a production capability of feeding the desperate families in that town.

It is interesting that the greatest promoters of creating a state of the Southern Slavs, i.e. the idea of Yugoslavia, were the Croats ( Josip Juraj Strossmayer on the first place), but they did not conceive of it as the centralized, Serb-dominated state. Their aim was to preserve the Croatian national identity and the sovereignty of Croatia and to organize the new state of South Slavs on a confederative basis.
See Strossmayer's absolute no to union with Serbs by academician Josip Pecaric (in Croatian). That is why the Kingdom of the Serbs, Croats and Slovenes, established in 1918, did not obtain the confirmation and permission of the Croatian Parliament. This state, created in 1918 from the Austro-Hungarian part , (Slovenia, Croatia, Vojvodina, Bosnia-Herzegovina) and Serbia and Montenegro , which were opposing sides during the First World War (1914-1918), contained a germ of numerous future conflicts. It was composed of different traditions, religions, nations, languages and scripts. At that time the region of Vojvodina did not include Srijem (the territory between rivers Sava and Danube), that before 1918 belonged to Croatia. Vojvodina belonged to Hungary before 1918.

Bosnia Croatia Macedonia Slovenia Yugoslavia: Serbia Montenegro and Kosovo - Kosova UNITED NATIONS PROTECTION FORCE was located in Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia (Serbia and Montenegro), and the former Yugoslav Republic of Macedonia since March 1992. Their headquarters were in Zagreb, Croatia, and until recently nobody knew when they'd leave. During their tenure, they dutifully observed, recorded and wrote some awsome statements on the most egregious human rights abuses in Europe since 1945. However, following the Dayton peace agreement UNPROFOR soon passed their duty to NATO This put an end to the long-standing Serb-French intelligence connection in Bosnia (although the same is still present in Kosovo ). Yves Gaudeul, a French parlamentarian, for example, gave aerial pictures of tunnel under the airport that was the only save way in and out of Sarajevo during the times of war to a Serbian colonel, Milenko Indic - who was, allegedly, involved in capturing and torturing French soldiers. French "blue helmet", Patrick Barriot, actually became an "ambassador" for Republika Srpska in Paris, shortly before he was discharged from the army. David Rohde wrote a book about shameful behavior of French military regarding the fall of Srebrenica . Viewing all this in perspective it is now clear why general Jean-Rene Bachelet, one of the UNPROFOR commanders, so vehemently defended Serbian demand that Dayton should be changed in a way not to allow the unification of Sarajevo (

June 28, 1914 Austrian Archduke Francis Ferdinand is assassinated in Sarajevo, sparking the beginning of the First World War. November 11, 1918 End of the First World War. The war is marked by the widespread use of chemical weapons and an unprecedented number of civilian casualties. Former Ambassador of Yugoslavia to Cyprus Ambassador Job addressed the UN Diplomatic Community Luncheon on February 4, 1997. The following is a summary of his remarks. My topic today is that of peace-imposition and peace-enforcement in Bosnia, as based on the Dayton Peace Talks and Accords. I propose to deal first with their local and regional dimension and then with their broader international implications. Local and Regional Dimension
So what is the score so far? Is Dayton a bona fide, solid and enduring thing, or a doubtful, tactical stop-gap? The school that sees the glass half-full stresses the following:
That peace, (or at least a cease-fire) prevails, and no mass killings, no mass atrocities or major destruction have taken place since the summer of 1995. Thousands of people who may otherwise have perished are still alive. Regional military stabilization measures are being implemented. The first Presidential and parliamentary elections have been held. Municipal elections which have proved more difficult and had to be postponed, are pending, with new Presidential elections due in 1998. Some central joint institutions have met. There has been some economic revival, however tenuous. Bosnia has been saved and given a chance, and the precarious peace and security of the Balkans has been stabilized.
