Fuel cells could be a power company's dream: an efficient, combustion-less, virtually pollution-free power source, capable of being sited in downtown urban areas or in remote regions, that runs almost silently, and has few moving parts. But fuel cells are more reality than dream. Using an electrochemical process discovered more than 150 years ago, fuel cells began supplying electric power for spacecraft in the 1960s. Today they are being used in more down-to-earth applications: to provide on-site power for banks, police stations, and office buildings. In the near future, fuel cells could be propelling automobiles and allowing homeowners to generate electricity in their basements or backyards.
Fuel cells operate much like a battery, turning oxygen and hydrogen into electricity in the presence of an electrically conductive material called an electrolyte. Unlike a battery, however, fuel cells never lose their charge. As long as there is a constant source of fuel – usually natural gas for the hydrogen and air for the oxygen – fuel cells will generate electricity. MORE ON...

Hydrogen has been a reliable fuel for years, from the town gas used in many homes during the 1800's to the space shuttle's powerful rocket engine of today. That same space program spurred the development of fuel cells, which can produce electricity from hydrogen. These fuel cells, including the proton exchange membrane fuel cell , give hydrogen the potential to become the main energy carrier for our society.
Using hydrogen technology has many advantages:
No pollution and no consumption of resources. Hydrogen is produced from water and oxidized back into water. There are no byproducts, toxic or otherwise, produced by the process.
Safety. Hydrogen systems have an enviable safety record; in many cases, hydrogen is safer than the fossil fuel it replaces. In addition to dissipating quickly into the upper atmosphere if it leaks, hydrogen is completely non-toxic, unlike fossil fuels.
High Efficiency. Fuel cells convert chemical energy directly into electricity with greater efficiency than any other current power system.

General
Electrical energy cannot be stored directly. Electrical energy can be indirectly stored by converting the electrical energy to some other form of energy ("storage" energy). When a supply of electrical energy is required, the storage energy is reconverted back to electrical energy. Large quantities of "storage" energy are difficult to store and reconvert Energy storage technologies allow generation facilities to be more evenly utilised. Additional electrical energy generated during off-peak hours (i.e. when there is spare generating capacity and the cost of electricity is lower) can be converted and stored, then reconverted for use during peak hours (when electricity can be sold at a premium). In this type of application, energy storage concepts are economical when the costs of the energy storage system's construction, operation and maintenance are offset by the differential between peaking and base-load energy costs. Energy storage systems could also be justified if they are more economic than new generating capacity that would be used only during times of peak load. If economically competitive, storage systems may also be useful in combination with intermittent energy sources, a common trait of many renewable energy sources. The most common example of this is a system that utilises the excess electricity from a photovoltaic array to charge a battery during daylight hours, then draws off the battery during the night. Furthermore, storage systems may produce additional system advantages, such as spinning reserve, and area frequency and voltage control.

Today's Action
President Bush announced a $1.2 billion FreedomCAR and Fuel Initiative to reverse America's growing dependence on foreign oil by developing the technology needed for commercially viable hydrogen-powered fuel cells - a way to power cars, trucks, homes and businesses that produces no pollution and no greenhouse gases. The Initiative will invest $720 million in new funding over the next five years to develop the technologies and infrastructure needed to produce, store, and distribute hydrogen for use in fuel cell vehicles and electricity generation. Building on the FreedomCAR ( C ooperative A utomotive R esearch) Initiative, which was launched in January 2002, President Bush is proposing a total of $1.7 billion over the next five years to develop hydrogen-powered fuel cells, hydrogen infrastructure and advanced automotive technologies.
