Books A Bit of Bunting A new history of the British Empire elevates expediency to principle by Benjamin Schwarz Ornamentalism: How the British saw Their Empire by David Cannadine Oxford, 264 pages, $25.00 he greatest books on the largest empire in history were written in a seventeen-year period, from 1959 to 1976. Some of these works, such as Eric Stokes's The English Utilitarians and India and R. E. Frykenberg's Guntur District, 1788-1848 , tackled discrete aspects of the British Empire in the nineteenth and twentieth centuries to illuminate large and complex ideas; others, including A. P. Thornton's The Imperial Idea and Its Enemies , were sweeping in scope, as was the best of these books, and what I believe to be the best work of British historical scholarship in the twentieth century: Ronald Robinson and John Gallagher's Africa and the Victorians Ornamentalism (published in the UK last spring), one of the most widely touted scholarly interpretations of British history in a decade (and showing every sign of being treated as an important and influential book in the United States), I hoped this trend would be reversed.

This map shows the nature and extent of the civil war that has paralysed Sierra Leone and is threatening to engulf it. It is a human tragedy that is ignored by the international press and community. Despite the best efforts of our armed forces - and there are thousands of brave and gallant young men fighting for the cause of our country - rebels appear to choose and hit their targets at will. Eye witnesses and victims have consistently claimed that they have seen some so-called rebels wearing Sierra Leone Armed Forces uniforms, re-enforcing the suspicion that the rebellion is waged by enemies both within and without. Meanwhile the government remains cocooned in a capital that is unwittingly selfish and complacent about the horrible atrocities that daily traumatise the lives of their compatriots in the Provinces. They sit in the safe surroundings of their plush homes, waiting for Armageddon. Rumour has it that weapons which could be sent to support the war effort are being stockpiled in Freetown for the personal defence of the comrades should their seat of power be attacked. Sierra Leone V o l u m e 2 N o 5 June 1996 EDITORIAL LET THE PEACE TALKS RESUME We must avoid another war in Sierra Leone. Even with the present war, the cost of peace is always going to be too high. But then, so much higher will be the cost of not achieving it. Having come so close to a settlement as the negotiators on both sides have assured us, they should go that little further to ensure that a peace deal is signed, sealed, and delivered for the sakes of the long suffering citizens of Sierra Leone. Our editorial in Focus Vol 1 No 8 presaged these hiccups when we said thus: "All of this will not happen overnight. We can make a start by agreeing on what our differences are; secondly what our fears are; thirdly, identifying the things that we agree on because they can be the basis on which we can start to negotiate on all the others". It would appear that the first and last of these have been applied. The second, ie the fears of the parties, is probably the dominant factor at this stage and, therefore, accounts for the "impasse" - to quote the Chairman, Ivory Coast's Foreign Minister Mr Amara Essy. Both parties have genuine fears which the next phase of the negotiations should address and allay, come what may. Let us briefly say what we think these may be: The RUF: (1) Corporal Foday Sankoh's problem is that he must do a deal that is defensible with, and acceptable to, his combatant faction. Otherwise he may be ignored and a more militant section (or sections) may hold sway. So far he has succeeded in keeping them in check, despite the recent increase in violations of the cease fire.

About Uganda
Uganda is a republic in eastern Africa, bounded on the north by Sudan, on the east by Kenya, on the south by Tanzania and Rwanda, and on the west by the Domcratic Republic of Cong o ; it is a member of the Commonwealth of Nations. Uganda has an area of 241,139 sq km (about 93,104 sq mi). Kampala is the capital and largest city.
Land and Resources
The area of Uganda includes Lake George and Lake Kyoga; parts of Lake Victoria, Lake Edward, and Lake Albert; and the Nile River from its outlet at Lake Victoria to Nimule on the Sudan frontier. The land surface is remarkably diversified, with elevated plains, vast forests, low swamps, arid depressions, and snowcapped peaks, the highest of which is Margherita Peak (5109 m/16,762 ft) in the Ruwenzori Range in the southwest. Much of the south is forested, and most of the north is covered with savanna.
Climate
Despite being located along the equator, Uganda has a mild, equable climate, mainly because of its relatively high altitude. The temperature ranges from about 16° to 29° C (about 60° to 85° F). The average annual rainfall varies from some 760 mm (some 30 in) in the northeast to about 1520 mm (about 60 in) near Lake Victoria.
Natural Resources
Uganda's most important natural resource is its rich soil, which provides the basis for the diverse agricultural economy of the country. In addition, Uganda has exploitable deposits of gold, copper, tin, and tungsten and ample waterpower resources for producing hydroelectricity.

Uganda's long string of tragedies since independence has been a staple of the Western media so most people still regard the country as a volatile place to be avoided. However, most parts of the country have been stable for several years and the country's transformation has been little short of astounding. Kampala is now the modern, bustling capital of a new Uganda, a country with one of the fastest growing economies in Africa. Travellers are drawn by its beautiful mountains, trekking opportunities and mountain gorillas. Uganda occupies a chunk of eastern Africa about the size of the United Kingdom. It's bordered by Sudan to the north, Kenya to the east, Lake Victoria, Tanzania and Rwanda to the south, and Congo (formerly Zaire) to the west.
