Later this month, our regional Forest Service, headed by Bob Jacobs, is expected to release their plan revisions concerning how the Southern Appalachian National Forests will be managed for the next fifteen years. This comes following a late-November revision of the National Forest Management Act (NFMA) by the Bush administration eliminating requirements for environmental impact statements, which measure the long-term damages done to plant and animal life within our nation's forests. Following the lead of the Bush administration, the Region 8 Forest Service is proposing to remove the "no commercial logging" stipulation, known as Alternative C, from its own changes. These changes are not surprising considering the fact that the Department of Agriculture's Undersecretary for Natural Resources and Environment is a former timber industry executive and lobbyist. In Georgia alone, there are more than 865,000 of the Southern Appalachian's 13 million acres of land, spanning 13 Southern states and Puerto Rico. According to the U.S. Forest Service's own figures, approximately 32 percent of threatened and endangered species found in all 155 national forests are located here in the region.

School Safety on the Forefront: State Legislative Approaches

Policy Associate In the past decade, state legislatures have remained diligent in addressing school violence, with at least twenty states passing new laws promoting school safety during 1998 and 1999. And in the wake of recent school shootings in Littleton, Colorado and Conyers, Georgia, legislative activity is expected to intensify in the 2000 session. State legislatures currently address school violence in various ways. A majority of states continue to follow traditional approaches, such as enhanced security measures and disciplinary codes, while many look for additional ways to prevent crime on school grounds. Increasingly, state legislatures acknowledge the importance of responding to risk factors, such as mental health issues and peer conflict. Recognizing the complexity of the issue, many lawmakers have designed programs and policies to deal with school violence within the broader context of community and family, acknowledging that school violence is not just a school problem. Some unique enactments include an Arizona law providing free college education for third graders that stay out of trouble, firearms training in Utah schools, and community education in Washington. While not an exhaustive list, this article presents a snapshot of recent state legislative activity around school safety issues.

NASS will receive 1,134,000 dollars to be used as catalyst funding to improve 12 schools, increase enrollment at eight schools and start 10 new schools in the next three years to grow its network of 34 schools. Organizations receiving Gates funding focus on developing schools designed to meet the needs of vulnerable youth who might not otherwise complete their education.
The Street School Model has been developed at the Denver Street School over a period of 18 years. As early as 1989, urban leaders from communities around the country began approaching founder, Tom Tillapaugh to help them develop street schools in their own communities. As a result of the demand, the National Association of Street Schools was formed in 1996 to be a clearing-house of information and support for those wanting to replicate the model.

Colarusso named Georgia State College of Education dean
ATLANTA - Longtime faculty member Ronald P. Colarusso has been named dean of Georgia State University's College of Education. Colarusso, a 30-year veteran teacher and administrator, had served as interim dean of the college since June and chair of the educational psychology and special education department since 1993. The dean's appointment became effective May 14. Colarusso's main objective will be to work with state leaders to increase the pool of education graduates who want to teach in Georgia schools. By offering an alternative path to teacher certification, the state can begin to fill its more than 2,000 classroom and administrative job openings, he said. "We have a responsibility to help deal with the severe teacher shortage in the state," Colarusso said. "We need to be as creative as possible in training teachers, but we can't give up on quality and standards." During Colarusso's tenure at Georgia State, the College of Education has launched collaborations with several metro-area school systems, including Atlanta Public Schools, Cobb County Public Schools and Fulton County Schools. In its partnership with Fulton County Schools, the College of Education started "Georgia State University Teaches Georgia," a summer training program that recruits qualified candidates with bachelor's degrees in fields other than education for jobs in Fulton County's kindergarten to fifth-grade classrooms. Recruits are provided with intensive instruction from university and school-based mentors.

The GIVE Center was created in 1994 by the Gwinnett Board of Education. It began as an initiative funded by grant money received from the state of Georgia's Alternative Education Program, formerly known as the CrossRoads Alternative Education Program . As an alternative education facility, it serves both Gwinnett County and the Buford City Schools. The GIVE Center exists to serve the educational and behavioral needs of students who have had chronic disciplinary problems at their base schools or who are returning to the school environment from a Juvenile Justice Facility. GIVE was one of the first alternative school programs in the state of Georgia. It serves anywhere from 78 to 200 students at a time. They range in age from 12 to 18 years old. The ratio of students to teachers is ideally 15:1. Total number of students served: The average student stays at GIVE anywhere from 18 weeks to a year. The length of the stay is determined by the Disciplinary Panel . Less than 10% of students who exit the GIVE program return for disciplinary problems. More Questions?

Capitol Punishment A regular series covering the Georgia General Assembly Last week lawmakers spent so much time discussing proper attire that some bills can be identified by their fashion accessories. Welcoming the firearms industry's largest trade show to Atlanta this week, lawmakers in the House last Friday overwhelmingly passed Rep. Curtis Jenkins' (D-Forsyth) bill, backed by the National Rifle Association, that would prevent the city of Atlanta from suing gun manufacturers. Mayor Bill Campbell spoke against the measure, all but ensuring its passage. It goes to the Senate this week.
House Minority Leader Bob Irvin (R-Atlanta) introduced competing legislation that would bar the city from suing any product manufacturer and lashed out at trial lawyers in "thousand dollar silk suits," drawing the ire of the majority.
Sen. Sonny Perdue (R-Bonaire) dealt lobbyists another blow, drafting a bill to make ex-lawmakers wait one year before getting the license to pander to former peers. About 30 of the registered 1,000 lobbyists were legislators or high-ranking state officials, some as recently as last month. Tired of amateurish perks from lobbyists such as booze, bucks and barbecue, lawmakers may aspire to turn pro with product placements like Speaker Murphy, or snag fat corporate sponsorships. February 1 is, after all, according to a House resolution, "Kroger Day at the Capitol." Beware lawmakers eating Big Macs on the House floor, or popping in pieces of Wrigley's when they speak at the well.

Jasper County Schools Recycle Food Waste
SUMMARY The Department of Biological and Agricultural Engineering at the University of Georgia in Athens and Jasper County Extension Service have cooperated in order to develop a food waste recycling and educational program in Jasper County Schools. This included participation from students, teachers, and the community. The program was based on results from a 1999 UGA Engineering Outreach Service pilot study where the University's food waste was successfully composted. BACKGROUND Jasper County located in central Georgia is a rural farming community that has four schools all concentrated in and around the Monticello township. Piedmont Academy and Washington Park Alternative School simultaneously expressed interest in composting their food waste as a waste reduction and environmental educational tool. The other two schools expressed interest pending success of the first two schools. While Piedmont Academy and Washington Park Alternative School together generate a modest 10 tons of food waste per year, education and future outreach were the focal points of this project. Results and experience gained from a pilot study, composting the University's cafeteria food waste, was applied to the project. PROCESS MODIFICATIONS
