Scheduled for launch in Spring 2002, the institute is a collaborative project of state government, public schools, higher education, business and the Southern Regional Education Board (SREB). The money will fund professional development in leadership and technology at the institute over a three-year period.

More Autonomy For Schools
Georgia schools should make better use of computers and be allowed more autonomy in their delivery of education, but they will also face more accountability, Gov. Roy Barnes said in Nov. 4 speech to College of Education students. Although a report by a 63-member education reform commission appointed by Barnes is not due until Dec. 1, the governor made clear his opinion on what direction such reform should take to a mostly student crowd of more than 200 at a meeting of Kappa Delta Epsilon, an educational honor society, at the Georgia Center for Continuing Education. "We have to apply business principles," said Barnes, who is expected to introduce legislation in January for the most sweeping reform since the Quality Basic Education Act of 1983 boosted state spending on education. "We have180 school districts that are governed by boards of education and sometimes they just don't have the same interests," he said. "In many cases the school district and the school board is the largest employer in town. School bus drivers, lunchroom workers, classroom teachers. And they become an important source of industry rather than concentrating on the delivery of education. But we're not paying for profit, we're paying for performance." Barnes said he had been favorably impressed in recent meetings with Carl Glickman, a UGA education professor whose report on school-based responsibility and accountability has received widespread support from commission members.

Morris News Service ATLANTA A three-year plan to create citizen councils to advise all Georgia schools is ahead of schedule, with about 70 percent of the groups up and running at the halfway point. Advocates: Boards an avenue for improvement Critics: Boards just a rubber stamp And while some education advocates say the councils often act as no more than yes-men for school bureaucrats, supporters say the groups are helping inject fresh ideas in Gov. Roy Barnes' education reform plans. Created in the governor's 2000 education act, school councils are made up of a school's principal, two parents of students at the school, two teachers and two members of the business community. The councils advise local boards of education on issues involving their school and help set policy on issues including dress code, conduct rules and curriculum. Fifty percent of the schools in every Georgia district must have councils in place by Tuesday. But the state is well ahead of that timetable, and officials expect about 70 percent of all schools to have councils by the deadline.

I am a young law graduate and a prospective student of the National University of Ireland, Galway for LLM in Human Rights program. I am also working with an IT educational company in Pakistan. In the five educational Projects of the company based in a poor district of Gujrat we have designed to provide IT education free of costs to the students (age: 16-70 years, male and female.). We have enrolled 150 students both male and female (40 female – 110 male) in a short course of two months, which is going to be completed in the end of this month.
Our future program is to make a trust for education without any discrimination of sex, religion, region, nationality and race, in the May 2002. The trust will open and run the schools to educate the deprived children up to the primary level, later up to the secondary level.
