Biography of Jimmy Carter
(James Earl Carter, Jr.) Jimmy Carter (James Earl Carter, Jr.), thirty-ninth president of the United States, was born October 1, 1924, in the small farming town of Plains, Georgia, and grew up in the nearby community of Archery. His father, James Earl Carter, Sr., was a farmer and businessman; his mother, Lillian Gordy, a registered nurse. He was educated in the Plains public schools, attended Georgia Southwestern College and the Georgia Institute of Technology, and received a B.S. degree from the United States Naval Academy in 1946. In the Navy he became a submariner, serving in both the Atlantic and Pacific fleets and rising to the rank of lieutenant. Chosen by Admiral Hyman Rickover for the nuclear submarine program, he was assigned to Schenectady, N.Y., where he took graduate work at Union College in reactor technology and nuclear physics, and served as senior officer of the pre-commissioning crew of the Seawolf. On July 7, 1946, he married Rosalynn Smith. When his father died in 1953, he resigned his naval commission and took his family back to Plains. He took over the Carter farms, and he and Rosalynn operated Carter's Warehouse, a general-purpose seed and farm supply company. He quickly became a leader of the community, serving on county boards supervising education, the hospital authority, and the library. In 1962 he won election to the Georgia Senate. He lost his first gubernatorial campaign in 1966, but won the next election, becoming Georgia's 76th governor on January 12, 1971. He was the Democratic National Committee campaign chairman for the 1974 congressional elections.

Building Capacity to Support High Standards
Concerns about the quality of instruction in our public schools directly relate to the quality of teachers in the schools. It is within this context that schools and higher education are closely linked and uniformly criticized. Questions about how future teachers are taught, what they are taught, and where they are taught are at the center of education reform. John Goodlad has suggested that for reform efforts to be successful we must have "simultaneous renewal" of schools and teacher preparation programs (Goodlad, 1990). But recent national and state studies have concluded that simultaneous renewal cannot be achieved without substantial support from state policymakers. A 1993 report by the Education Commission of the States on linking teacher education to school reform maintains that at present no state agency is charged with achieving a unified approach to K-12 and higher education coordination. The report's author, former Colorado chief state school officer Calvin F. Frazier, writes that "the boards of the two organizations rarely meet on issues of teacher education. The agency heads seldom confer on the quality issues involving teacher education. There is no modeling of coordination at the top." (Frazier, 1993, pp. 10-13)

Our children's constitutional rights and individual liberty are being alienated in public schools. In order to generate proper understanding of this issue, it is necessary to lay a foundation of the principles that underlie education.
The first and most basic principle is that of "property rights." The ability to create, own and freely exchange property are essential to the free market and to individual liberty.
The Declaration of Independence states:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. ("Pursuit of happiness" includes both physical and intellectual property.) That to secure these rights , governments are instituted among men deriving their just powers from the consent of the governed.
The two most basic forms of property ownership are individual (free market) or state (socialism). America was the first nation to secure property rights of both physical and intellectual property. The U. S.

    What This Report Means
    Once again, CER has studied and evaluated the language and effects of the now 40 charter school laws in the United States. As the number of laws has grown, so too has their complexity. Still, using consistent criteria, it is easy to separate the strong from the weak. Strong laws foster the development of numerous, genuinely independent charter schools. They ensure there will be a plentiful number of autonomous public schools available to a wide array of children and families. It is very difficult to pass a strong law, and virtually no strong law was created without a fight of skillful negotiations. Weak laws provide fewer opportunities for charter school development. Legislative language often constrains charter schools, forcing them to fit into existing educational structures. Some laws are only moderately effective. In most cases, these laws are the result of a number of compromises. Many legislators in these states viewed these compromises in the law as a foot in the door. Indeed some — although they are few in number — have succeeded in improving their laws after some time has passed. Charter schools offer alternative learning opportunities to many children who are otherwise under-served. Knowing what it takes to enact a law that actually yields numerous high quality charter schools is an obligation of policymakers, and a mandate for parents.
