About Head Start
Head Start and Early Head Start are comprehensive child development programs which serve children from birth to five, pregnant women, and their families. They are child-focused programs and have the overall goal of increasing the school readiness of young children in low-income families. The Head Start program is administered by the Head Start Bureau, the Administration on Children, Youth and Families (ACYF), Administration for Children and Families (ACF), Department of Health and Human Services (DHHS), Grants are awarded by the Regional Offices and the Head Start Bureau's American Indian and Migrant Program Branches directly to local public agencies, private non-profit and for-profit organizations, Indian Tribes and school systems or the purpose of operating Head Start programs at the community level. The Head Start program has a long tradition of delivering comprehensive and high quality services designed to foster healthy development in low-income children. Head Start grantee and delegate agencies provide a range of individualized services in the areas of education and early childhood development; medical, dental, and mental health; nutrition, and parent involvement. In addition, the entire range of Head Start services is responsive and appropriate to each child's and family's developmental, ethnic, cultural, and linguistic heritage and experience.

New Head Start Quality Research Centers Funded
By Louisa B. Tarullo and Carole Kuhns The Head Start Bureau and the ACYF Commissioner's Office of Research and Evaluation are pleased to announce the award of eight cooperative agreements under the Head Start Quality Research Center (QRC) Consortium to promote the school readiness of preschool children in Head Start. These five-year grants will fund partnerships between academic researchers and Head Start programs designed to improve child outcomes in the areas of literacy, social-emotional development, and other domains of school readiness, through enhancements to curriculum, teacher training and mentoring, parent involvement, and assessment practices. Research teams will implement and evaluate their interventions with Head Start program partners in an initial site, then replicate the successful interventions at additional sites.

JANUARY - APRIL 1996
  • The Family Tree Resource Center, a new non-profit corporation, officially opens at Therrell High School, establishing a legacy of the Therrell Cluster. Funded in part by United Parcel Service and the Annie E. Casey Foundation, the center encourages students to graduate from high school and pursue further education or technical training. A component also provides mentoring and tutoring for parents and students.
    The Carver Cluster and St. Paul's AME Church sponsor a health fair that focuses on early detection of illness, preventive actions, and drug awareness.
    Clusters participate in a TAP-wide project called Spring into the Games, an intensive campaign to clean, paint, and beautify neighborhoods prior to the Summer Olympics.
    The Washington Cluster develops the Volunteer Probation Program, designed to improve probation services by providing intensive supervision to help probationers mainstream back into society. The program uses trained volunteer lawyers and law students to assist probation officers.
    Columbia Community Connections, Inc., a family resource center, begins to serve families in the Columbia area of the DeKalb Cluster. CCC, Inc. is an initiative of TAP and a national religious organization.

Contacts,Membership, and Other Progam Information Mission Advocates for Bartow's Children is committed to accepting and advocating for children, youth and families, in order to assist them to develop their fullest potential. Flowering Branch Children's Emergency Shelter This is a short term residential and counseling center for troubled youth. While in residence, youth receive individual, group and family counseling. All youth or families in the community can contact the shelter for counseling services, and need not be residents to take advantage of these services. Teen Power Citizens concerned about the high rate of Teen Pregnancy meet monthly to develop and implement programs to address this concern. The task force works with the successful "Baby Think It Over" dolls which are available to the community. The Teen Mothers support group, led by professional Dorothy Morgan, for mothers who are 15-19 meets weekly to discuss such topics as nutrition, discipline, and self-esteem.

Background
Casey Family Programs National Center for Resource Family Support, together with the David and Lucile Packard Foundation, is sponsoring this Breakthrough Series Collaborative on Recruiting and Retaining Resource Families. In this Breakthrough Series Collaborative (BSC), public child welfare agencies and Tribes that share a commitment to improving the way they recruit and retain resource families, including foster, kinship, and adoptive families, and to making major, rapid changes that will produce breakthrough results, will be brought together to share knowledge, challenges, and successes. Each selected public child welfare agency or Tribe has put together a team that will work together to make changes and implement new systems over the course of one year. The teams from across the country will be guided and mentored by experts in the field as they study, test, and implement the latest knowledge and evidence available. All participating four-person teams will come together for three two-day Learning Sessions and will be expected to test changes and measure the impact of these changes between the Learning Sessions. Please review the Collaborative Charter (below) for more specific information about this project.

The Ryan White National Youth Conference on HIV and AIDS is a project of the National Association of People with AIDS (NAPWA), a national organization advocating on behalf of all people living with HIV/AIDS, created by Metro Teen AIDS, a youth focused HIV peer education organization in Washington, DC, in collaboration with Advocates for Youth, a national organization that help young people make informed and responsible decisions about their reproductive and sexual health, and the AIDS Alliance for Children, Youth and Families, a national organization responding to the unique concerns of children, youth, women, and families who are living with, at risk for, or affected by HIV/AIDS. It is produced in partnership with the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA). The conference is also organized with participation from the local community.
The National Association of People of AIDS (NAPWA) speaks for all people infected and affected by HIV in the United States. Since 1983, NAPWA has guided the nation towards a moral agenda to save lives, support research for a cure, and stop human suffering. Our national presence gives voice to the often silent lives of people living with HIV, one that is collectively loud, present, and active. Sweet Auburn Hall of Fame Commissioner Nancy A. Boxill Commissioner Nancy A. Boxill, a native of New York City, has been a resident of Atlanta, Georgia since 1971. She holds a B.A. degree in Psychology from Duquesne University in Pittsburgh, an M.A. degree in Psychology from the New School for Social Research in New York, and a Ph.D. in Child Psychology from Union Graduate School in Cincinnati. She completed post-graduate study at Detroit's Merrill-Palmer Institute.
Dr. Boxill has held the responsibility of executive director of Atlanta's Inn for Children, an extended hour, non-profit early learning facility developed by five major hotels to serve hourly workers, 1995 -2001; chairperson for the Department of Child and Family Services at the Atlanta University School of Social Work (1981-87). She has been a member of the faculties of Atlanta University, Oglethorpe University, West Georgia College, Emory University School of Medicine - Division of Public Health, and The Georgia School of Professional Psychology. She has held a graduate faculty position at The Union Institute in Cincinnati, Ohio since 1986. Currently, Dr. Boxill is a full-time graduate faculty member of The Union Institute; and, psychological and program evaluation services consultant to groups and individuals.
Dr. Boxill has served as a consultant to the Georgia Commission on the International Year of the Child, 1979; the Atlanta/Fulton County Commission on the International Year of the Child, 1979; Atlanta Concerned Citizens Campaign on Teen Pregnancy, 1980; Grady Hospital's Teen Services Project, 1981; parent-teacher associations at local schools, and numerous radio and television programs on child care.

MISSION AND ORGANIZATION The Institute for Youth, Education, and Families, a special entity within the National League of Cities (NLC), helps municipal leaders take action on behalf of the children, youth, and families in their communities.
