Rules and Regulations
The State Approving Agency (SAA) operates under contract with the U.S. Department of Veterans Affairs (USDVA). As such, the SAA has its foundation in federal law, Title 38, United State Code (USC). We, however, operate as part of the government of the State of Georgia, and maintain the state's authority to approve or disapprove veterans' education and training programs. We also serve, prevent abuses and promote equality in veterans' education by evaluating and monitoring education and training programs. The Code of Federal Regulations [38 CFR 21.4151(b)] summarizes the SAA responsibilities under law:
  • to inspect and supervise schools and training establishments within Georgia, to determine those programs of education and training which may be approved for veterans and other eligible persons, to determine whether a school or training establishment at all times complies with established standards relating to the approved programs, and to render services and obtain information necessary for the DVA to approve or disapprove programs offered by any agency or instrumentality of the federal government within Georgia.

    Travel License to Cuba The Cuban Assets Control Regulations were issued by the U.S. Government in 1963 against Cuba. These regulations are still in force today, and they restrict travel to Cuba except for certain individuals. The University of Georgia has a special license that authorizes travel for educational activities to any student or employee affiliated with UGA. The Office of International Affairs administers these licenses. Please allow at least three weeks for your application and license to be processed. In order to apply for the license, you must make yourself familiar with the Regulations.     The year since Sept. 11, 2001, has been an extremely active one in the area of Immigration and Naturalization Service and U.S. Department of State regulations governing the status of non-resident aliens. Institutions will come under intense scrutiny during the months ahead to ensure compliance with extensive and complicated policies and procedures. Lack of knowledge among faculty and staff about the hiring process can adversely affect the university, the academic department and the individual who would like to pursue teaching and research opportunities here. Further, the Immigration Reform and Control Act of 1986 assesses financial penalties on anyone who employs an individual who does not have permission to work. The penalty for each infraction is approximately $5,000, an expense that is the responsibility of the hiring department. OIE-SSIS staff will assist departments and guide potential employees regarding regulations and documentation to prevent such infractions.

    DELIVERING WORLD-CLASS EDUCATION St. Adalbert School scores a "zero" in categories parents care most about. Zero gangs. Zero drugs. Zero pregnancies. Zero violence. Zero guards. Zero metal detectors. What's its secret? It's not the location: St. Adalbert School is situated right in the heart of inner-city Cleveland. And it's not sky-high tuition fees. Tuition at St. Adalbert is only $975 per year; which covers about half the total cost per student. By comparison, the average cost-per-student in public schools is $6,857. Yet, St. Adalbert School outscores government-run schools in almost every category. Including crucial areas like school violence where "zero" is the best possible score. What's the secret? It's simple: St. Adalbert School is not run by the government. So, it either produces a good "product" (educated students), or its "customers" (parents) go somewhere else. Compare this to government schools. The worse they do, the more money politicians pour into the system.     Commentary: Does Georgia Really Have Charter Schools Chris Carr Does Georgia really have charter schools? The answer would appear to be simple. Of course we do. In fact, a quick look at the Georgia Public Policy Foundation’s website (www.gppf.org) shows 36 charter schools open in Georgia this year. But after the significant changes made to the charter school law during the 2002 General Assembly, Georgians must dig a little deeper and ask the fundamental question – are they really charter schools? Charter schools are defined by four basic principles – flexibility, accountability, parental involvement and choice. Essentially, charter schools are free from state and local education laws, rules and regulations (flexibility), and in return, parents and school boards hold them to high standards (accountability). Because they are independent public schools that typically are governed by a board composed of a majority of parents (parental involvement), parents are charged with setting the course for the school and are able to take an active role in their child’s education. Importantly, parents choose to send their children to these schools – and choose to send them somewhere else if the charter school fails to deliver what it promised (choice). Through the existence of these four principles, charter schools are the ultimate form of local control. As a result of recent legislative changes, two of the four basic premises behind charter schools – flexibility and parental involvement – have been severely weakened. Under the old law, although governed by the "laws of the land," charter schools in Georgia were subject to a "blanket exemption," whereby they were exempt from all state and local education laws, rules and regulations except for those specifically targeting charter schools. This complete and total freedom granted Georgia’s charter schools the flexibility to be truly innovative and creative as concerned parents, teachers and community leaders searched for new ways to raise student achievement.
