No Child Unrecruited Should the military be given the names of every high school student in America? By David Goodman November/December 2002 Issue High School cadets in Mariette, Georgia Sharon Shea-Keneally, principal of Mount Anthony Union High School in Bennington, Vermont, was shocked when she received a letter in May from military recruiters demanding a list of all her students, including names, addresses, and phone numbers. The school invites recruiters to participate in career days and job fairs, but like most school districts, it keeps student information strictly confidential. "We don't give out a list of names of our kids to anybody," says Shea-Keneally, "not to colleges, churches, employers nobody." E-mail the editor But when Shea-Keneally insisted on an explanation, she was in for an even bigger surprise: The recruiters cited the No Child Left Behind Act, President Bush's sweeping new education law passed earlier this year. There, buried deep within the law's 670 pages, is a provision requiring public secondary schools to provide military recruiters not only with access to facilities, but also with contact information for every student or face a cutoff of all federal aid.

    L The Washington County Board of Education truly has its finger on the pulse of the future. Each of its classrooms has at least one computer, allowing students to explore the world outside their own county through the internet. The high school also offers college preparatory and vocational curriculums in addition to its general classes to help students reach their individual goals. Also serving Washington County is one private school. Brentwood school offers classes for grades K-12 and enrolls around 500 students each year. With a 18 to one student/teacher ratio and a commitment to preparing students for a future in higher education or the work world, Brentwood has asserted itself as a viable alternative to the public school system. Forty percent of Brentwood's faculty hold master's degrees, and all faculty members are certified. In addition to qualified faculty, Brentwood also offers its students a wide range of elective classes ranging from accounting to psychology. Brentwood also stresses the development of their students as "whole" people. The school encourages participation in extra-curricular events like debate, literary and sports to broaden each student's horizons. Brentwood has found success in literary, debate and sports competition that show the school is making he most of its talented students. Georgia's former capital sits at least a half-hour from any interstate in the middle of the Peach State, accessible only by lonely, two-lane roads that are hogged by lumber trucks. Funny, though, after two years of marching, uniforms, "yes sirs" and "no sirs" at Georgia Military College in the center of town, the school's football players know the quick way out of Milledgeville. And recently many of them have pointed their cars toward Columbia and gunned it. The privately funded junior college has become something of a branch campus of South Carolina, its battalions dotted with young men who dream not of a future military career, but of football greatness with the Gamecocks.

    Who Pays for Georgian Army?
    Understandably, the Georgians want their soldiers clothed, fed and to know how to do their jobs. Yet to know how to do their jobs, the servicemen must get trained. Formerly, Georgian officers were traditionally trained in Soviet military schools and academies. Yet after the USSR had collapsed, the training of military personnel was no longer free of charge. This is how Georgia, on top of many debts, came to owe another $700,000, which is no small amount for a country in Georgia's hard economic situation, practically impossible to repay. At this time, Georgia has 18,000 servicemen and very often has no money to pay them. Now Georgia's officers are trained in the U.S., Turkey or England at no charge. The Georgian military would like to create a highly professional, well-armed and equipped army. There is a potential for it. Georgian peacemakers returned from Yugoslavia with new experience, which they can share with their colleagues at home. Also Georgian servicemen received good training during last year's NATO manoeuvres under the 'Partnership for Peace' programme. In May and June, in Georgia, land manoeuvres will be conducted with the purpose of making the Georgian army mobile and professional. Part of bi-lateral cooperation, a special programme for Georgian army was developed jointly with the U.S. Besides Georgian Special Forces, American professionals will train an armoured company, an infantry battalion and another one for operations in the mountains. They will also create Georgian army's support and control system. A national centre for operational planning and control will be created under the Georgian Ministry of Defence for decision-making and coordinating the operations of the army and all the law enforcement agencies. In other words, this is a complex programme, an initial step toward the creation in Georgia of professional armed forces.

    Georgia Military College won't know for sure if it has won the junior college national football championship until Tuesday when the final poll of the season is released.
    However, on Saturday, the top-ranked Bulldogs were celebrating a 31-19 win over No. 4 Butler County Community College in the Sea Island Co. Golden Isles Bowl Classic which all but guaranteed Georgia Military its first national title.
    "It's nice to get this," said GMC head coach Bert Williams, pointing to the trophy awarded to winning team in Saturday's game. "Another trophy should be coming in to us in the mail next week."
    The Bulldogs capped their 11-0 season with a victory at Glynn County Stadium that came much like all of their wins this season. They used strong defense and a pounding running game to overpower the Grizzlies (10-2), who have won three national championships including two in the last three seasons. After setting a junior college record during the regular season by holding opponents to just 67 yards a game, Georgia Military's defense allowed Butler to gain 324 total yards while also allowing more points than it had all season. But the Bulldogs still blocked a field goal, forced two fumbles and picked off three passes to lead Saturday's victory. Jermaine Harris intercepted a pass in the end zone to end a scoring threat by the Grizzlies, and Randy Jackson returned a pick 43 yards for a touchdown late in the fourth period that clinched the win for the Bulldogs.

    The United States Supreme Court handed down its opinion in Brown on May 17, 1954, unanimously ruling that racial segregation in the public schools violates the Fourteenth Amendment to the United States Constitution. To say the Court's opinion was unpopular would be an understatement. The Georgia state legislature amended its flag law twenty-one months later to change one confederate flag design, the stars and bars, to another, the so-called confederate battle flag. If the Georgia state legislature did change the design to a symbol of racial segregation to protest the Court's opinion, then the legislature would certainly not been so indiscrete to admit its true reasons on the record.

The flag before this was based on the First National and was designed by Georgia Confederate veterans in the late 1800's. The legislature added the battle flag of the Army of Northern Virginia in 1956 - NOT, according to the legislative record - to resist school desegregation, but to raise consciousness about the deteriorating battle flags of the state collection. Georgia started one of the first flag conservation movements in the country. The school desegregation proposal came three weeks after the flag law was changed. Even the Atlanta Journal newspaper, in a 1992 investigation of the change, stated that no evidence exists to link the change with racial motives. However, people in this country just prefer to believe mythology (like Washington throwing the silver dollar across the Potomac River) rather than facts - time and time again.
