The people of Georgia established within our state Constitution that "the provision of an adequate public education for the citizens shall be a primary obligation of the State of Georgia." Educating our children continues to be Georgia’s most important undertaking. Title 20, Education, of the Official Code of Georgia Annotated (O.C.G.A.), outlines the legal guidelines which govern the state education program. Title 20 creates the Professional Standards Commission (PSC) and assigns it responsibility for providing a regulatory system for "certifying and classifying" professional employees in public schools. Title 20 also requires the professional employees of all Georgia public elementary and secondary schools to hold state certification. Certification regulations and procedures are established to evaluate the credentials of prospective teachers as well as other professional employees in the schools, to ensure they meet specified preparation standards and requirements. State certification provides a standardized base-level of professional knowledge and skills for the educators working in public schools. Like many other states, Georgia has adopted a combination of individualized requirements and some commonly used standards developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC). The Georgia Professional Standards Commission outlines the state certification system in

Teacher Certification Information
Teaching can be an excellent career choice. It is a very rewarding profession and salaries have been rising. There is always a demand for quality teachers that know their field. People that want to teach in grades K-12 in public school systems must have a license to teach. The state of Georgia has 57 different teaching licenses that are issued by the Professional Standards Commission (PSC). Each license has a specific set of rules that must be completed before a license is granted. These rules include:
  • Having a bachelors degree with a GPA of 2.5 or higher Having certain course work in the teaching field of interest (e.g. MATH grade 7-12 license requires certain math classes) Having courses in the profession of teaching (education courses) www.ets.org

Teaching certificates guarantee adequate content knowledge and teaching skills
University System teacher-preparation institutions guarantee the quality of their graduates. Graduates will know all subjects included on the teaching certificate sufficiently to help students learn the content required in schools. Teacher candidates will be required to demonstrate their ability to bring diverse students to high levels of learning.
New policy to end out-of-field teaching
Out-of-field teaching has been defined as follows: "Out-of-field teaching occurs when a teacher is teaching any subject with less than an academic minor or equivalent in that field." Strategies to end out-of-field teaching have been identified and are being put in place. The Georgia Educator Workforce Research and Development Division will gather information on numbers of out-of-field teachers, and the Professional Standards Commission will revise Middle Grades certificates to indicate approved subject areas. Middle School teachers are being offered additional coursework in math and science. Lead teachers in the Pre-K program will be required to have a two-year certificate or diploma so that they will have an academic minor or equivalent in their field.

Students who complete an approved teacher certification program of the university may be recommended to the Georgia Professional Standards Commission for certification. The initial certificate awarded by the Professional Standards Commission is the Professional Teaching Certificate. Preservice teachers applying for initial certification must: 1. Take and pass all sections of Praxis I or the PPST (Effective 3/1/97).
2. Have an overall 2.50 GPA.
3. Successfully complete a certification program of choice at the university.
4. Pass the appropriate section(s) of Praxis II for the certification area sought.
5. Complete the PSC certification application and file the completed form with all the necessary documentation intact with the Certification Officer.
6. Be recommended by the Certification Officer for certification.
All testing required for certification is administered by the Center for Testing of the Learning Services Department of the university. The Center for Testing is located in 201 Kilpatrick Education Center. Personnel in the Center for Testing will provide information and suggest informational materials and brochures to assist in preparation for PRAXIS I (PPST) and PRAXIS II. The final initial certification recommendation is a responsibility of the School of Education. The Certification Officer of the School of Education provides students information regarding the appropriate process for seeking certification in the State of Georgia during or prior to the Capstone Experience. The Georgia Professional Standards Commission application packet given to each student is to be completed by the student and returned to the Certification Officer with a copy of the Praxis II test scores. The Certification Officer verifies for the Professional Standards Commission that the applicant has met the requirements for initial certification. For further details on teacher certification, preservice students should consult the Certification Officer in the Kilpatrick Education Center.
