    The Gibraltar Government are using the Propath Sense HR suite to streamline their personnel, training and recruitment activities across all 3,000 employees based in Gibraltar and Europe. In early 1999, as part of a project to bring their HR function into the IT arena, The Gibraltar Government chose to implement Propath Sense as their preferred HR solution. The need for a solution which could be implemented with the minimum of disruption to their day-to-day activities and suitable for users with vastly differing levels of IT skills was paramount to Gibraltar's busy HR department. Tina Mosquera, Personnel Manager, commented 'We chose Propath Sense because we were looking for a cost effective solution which provided all of the features we needed and Propath Sense compares extremely favourably to more expensive systems which we found to be virtually identical in functionality.     Gibraltar's government is to hold a referendum on British proposals for shared sovereignty with Spain over the colony.
    The announcement has been made by Chief Minister Peter Caruana.
    The move is aimed at pre-empting negotiations between Britain and Spain before any agreement on the future of the Rock is reached.
    It came as Tony Blair confirmed he was ready to share use of Gibraltar's strategically important military base with Spain and other Nato members.
    In a TV address to the Gibraltarian people, Mr Caruana denounced the shared sovereignty proposal made by Foreign Secretary Jack Straw as "a betrayal and violation of our right to self-determination".
    He said that a referendum in October of the Rock's 20,000 electorate would make clear that any agreement which diluted their British status was unacceptable. "We cannot risk being seen to have acquiesced in his declaration," warned Mr Caruana. "If we do, the political ground conceded will be consolidated, irretrievably and for all time." There was "absolutely no prospect whatsoever" of Gibraltar's people accepting joint sovereignty, he said.

Meanwhile there has been substantial opposition to the proposal in Andalusia. The Andalusian Parliament has agreed to oppose the repair and is investigating legal action to stop it. Between 6,000 and 10,000 people took part in a demonstration against HMS Tireless in La Linea on 14 Sep. The Mayors of towns in the area are organising protests in each town next Thursday. The MoD have said they will make a statement today (15 Sep) in which they are expected to announce when work will start. Local groups in Gibraltar who are opposing the repair will also be considering what action they will take next. There are a number of weaknesses in the case presented by the Gibraltar Government and their reassurances should not be taken at face value: (1) With regard to para 5.1

    Scottish CND News Increased risk of a nuclear submarine accident A serious fault has been found which could affect 12 submarines. As a result the risk of an accident occuring on a nuclear submarine is higher than the Navy has previously estimated. One of these submarines, HMS Triumph, is about to return to service without its reactor having been inspected. There is an urgent need to revise the Clyde Public Safety Scheme and other schemes to take account of this. The problem on HMS Tireless There was a serious reactor accident on HMS Tireless on 12th May when the submarine was between Sicily and North Africa. Cracks appeared in the reactor coolant circuit and coolant escaped in the form of steam. The Guardian on 28 October quoted an authorative source as saying that the reactor had been "at the very point of failure", in other words it came close to a meltdown. HMS Tireless arrived in Gibraltar on 19th May and the local population was told that it would only be there for a short time and would then sail to Devonport where it would be repaired. In late June the MoD announced that they had changed their plans and that the submarine would be repaired in Gibraltar harbour. This was opposed by the majority of local residents. The Gibraltar government appointed several independent nuclear experts to advise them. When the MoD refused to provide information to these experts the Gibraltar government formally opposed the repair. This forced the Navy to disclose classified information. In due course the panel of experts reported that they were satisfied with the repair as planned and the Gibraltar Government gave their approval.
