of Propaganda and harassment goes on. This has the single aim of the recovery of the territory. At no time does Spain consider the Gibraltarians have the right to determine their future. The Rock of Gibraltar, located at the entrance of the Mediterranean has been British since 1704. Its existance remains an endless source of annoyance to the Spanish who persist with their outdated territorial claim despite both Gibraltar and Spain being in the EU. In 1713 The Spanish signed the Treaty of Utrecht , under which they renounced all claim to the territory forever. Shortly after they laid siege to Gibraltar to try steal it back by force. British innovation in the science of warfare coupled with good terrain, and a certain amount of luck stopped them. The Royal Engineers were founded on the rock in 1772, and many developments in cannon, like firing heated shot, were used with effect. Colonel Shrapnel made his contribution, and innovations like star shells, which illuminated the enemy by night allowed British gunners to shoot at the Spaniards creeping around in the dark. After a while they gave up and a period of peaceful co-existance and free movement across the border prevailed, even during WW2, until the sixties.

referendum on whether sovereignty of The Rock should pass from Britain to joint Anglo-Spanish control.
The government of Gibraltar, led by Chief Minister Peter Caruana, is resisting joint sovereignty. Opposing a British and Spanish stitch-up, he insists on Gibraltar's right to self-determination. This is a fair point. There is something sinister and unseemly about the way Jack Straw and his Spanish counterpart have cooked a deal behind closed
doors, over the heads of the people of Gibraltar. The vast majority of Gibraltarians see themselves as British and want to remain British. The case for self-determination is, however, somewhat undermined by the unwillingness of the Gibraltar government to support the right to self-determination of other subjugated nations, most notably nearby Western Sahara. Originally colonised by Gibraltar's sworn enemy, Spain, it was abandoned by the Spanish in 1976. This allowed a Moroccan take over against the wishes of the Western Sahrawis. Now Britain is contemplating something similar - a partial hand over of The Rock to Spain without the inhabitant's consent. Gibraltarians are, understandably, up in arms.

Spanish fishermen are reportedly angry at conservationist laws on the Rock prohibiting certain nets
Residents of Gibraltar are asking the British Government for assistance against what they claim are Spanish attempts to undermine the sovereignty of the territory. The call was made at a weekend demonstration by residents, angry at an incident involving Spanish fishing and customs vessels and the Royal Gibraltar Police In a letter marked for the attention of the British Prime Minister, Tony Blair, which they sought to be passed on by the Governor of Gibraltar, Sir Richard Luce, they asked that military personnel on the Rock be made available to assist the police. Both the Gibraltar and Spanish governments have protested about the incident which took place on March 13 in what Gibraltar claims are its territorial waters. According to the Gibraltar authorities, a trawler refused to leave the waters after a request from police in patrol boats.

HMS Tireless brought fears of nuclear contamination with it
By Flora Botsford in Madrid The Gibraltar government has agreed that a British nuclear submarine, which has been stuck in the port since May, can be repaired on site. The UK Ministry of Defence in London delayed the repairs while the locally-elected government of Gibraltar considered a safety report by its own panel of experts. HMS Tireless limped into port in May with a small crack in a cooling pipe near the submarine's nuclear reactor. Ever since, a polite row has been brewing over who has the final say on repairs - the Ministry of Defence or Gibraltar's locally-elected government. The latter now says it is satisfied with the information provided by its own panel of experts and the MoD that carrying out the repairs in Gibraltar poses no risk to public health or the environment. After a series of protests in Gibraltar and southern Spain, it had been insisting on the submarine being transported back to Britain - a journey which the MoD had argued would be far more risky.

Scottish CND News Expert advising Gibraltar government not independent The Gibraltar government has appointed three people as advisers over the issue of repairing the nuclear submarine HMS Tireless. They are John Large, Peter Davidson of NNC and an employee of Ove Arup. Scottish CND are concerned that Mr Davidson is not independent as NNC is heavily involved with the MoD. They have also played a key role in concealing the risks of a nuclear accident at the submarine shiplift in Faslane. Recent reports in Gibraltar suggest that only one of the three experts will be given full details of the Tireless proposal, because only one of them has security clearance. We strongly suspect that this will be Mr Davidson of NNC. When NNC was originally set up it was 35 per cent owned by the British Government, although this is no longer the case. Throughout its life the company has had substantial contracts with the government for both civil and military nuclear work. The GEC website says of NNC that "It provides essential safety case and quality consultancy services for the new Vanguard Class submarine facilities at Faslane, Coulport and Rosyth."

Internet And E-Commerce Facilities
The two main Gibraltar telecommunications companies, Gibraltar Telecommunications Limited (GibTel) and Gibraltar Nynex Communications Limited (Nynex), have been offering a range of Internet services for some time, and there are a number of smaller companies offering various types of support service for site development. Both telecommunications companies operate a digital telephone system which is becoming increasingly fibre optic, and they provide ISDN and leased lines from at least 64kb with sufficiently large bandwidth for international users. The local telephony service is operated by Nynex under a government licence (the government owns half the company) and the international link, via the UK by satellite, is run by GibTel which is a joint venture between the Gibraltar government and British Telecom plc. In mid-2000, Nynex sold its 50 per cent share to BT so now both telecommunications companies are 50/50 joint ventures between BT and the Gibraltar government.

HOME NEWS THE WORK OF THE TRUST ABOUT US ARTICLES EVENTS CONTACT The Gibraltar Heritage Trust was formed in 1986 and, eventually, took over the protection and restoration of listed ancient monuments from the Gibraltar Museum Committee, which was dissolved in 1989. The Trust became a member of Europa Nostra in 1989 and, since then, has been present at all the yearly Congresses, and has presented projects for the awards. In 1996, they had four entries for the Europa Nostra Awards, namely:
  • The conversion of South Barracks, the oldest barracks in use by the British Army, into a school
  • The complete restoration by Turicum Private Bank Ltd of its premises at No 315 Main Street, a building constructed in 1886. This was done with considerable sensitivity and regard for its importance in an historic part of the old town, within the City Walls
  • The cleaning-up, restoration, and placing of guns and cannons on Parson's Lodge Battery. A diploma was awarded to the Trust, in recognition of the careful repair and restoration of an historic fortification and for the dedicated teamwork which ensured its success The Trust has 500 members, a high proportion in a total population of 30,000, and is run by a committee of 12 Trustees. Amongst its yearly activities, there is a very popular painting competition, with a different theme each year, and the prestigious Heritage Awards with three prizes, Junior, Senior Individual and Group.

    I am delighted to be here in Brussels at the head of a Gibraltar Government delegation which also comprises the Minister for Trade and Industry and the Minister for Government Services, as well as officials. We are not here, as some elements of the Spanish press have somewhat hysterically proclaimed, to seek to establish Gibraltar as the 16th independent Member State. Gibraltar is self-evidently not that. But we are here to appeal to Europe as its very heart; we are here to highlight Gibraltar's status within the European Community and the problems that we encounter in the enjoyment of our fundamental EC rights, as a result of the conduct of our neighbour, Spain. Gibraltar is a European dependent territory of the United Kingdom. We have written Constitution granted to us in 1969 by the British Parliament. Under that constitution, Gibraltar has its own Parliament and Government, which exercise self-government in all matters except defence, internal security and foreign affairs. These last three are reserved to the UK Government. As a UK dependent territory, Gibraltar is an integral part of EC (subject to certain limited and specified derogations) because Article 227(4) of the Treaty of Rome applies the Treaty and Community measures to any European territory for whose external affairs a Member State is responsible. We therefore entered the EC in 1973 at the time of UK accession.
