The Liberal Party reiterates its 12-point plan on a new international status for Gibraltar together with a wide-ranging programme of internal reform flowing from it. In exercise of our right to self-determination, the future of Gibraltar must be decided by the people of Gibraltar. This policy statement is essentially about the right of our people to be masters in our own homeland and about Gibraltar's special and historic relationship with the British Crown, Government and People. It is a realistic approach that takes account of Gibraltarian aspirations, Britain's international obligations and our place in Europe.

Appeals from the Supreme Court are heard by a Court of Appeal composed of visiting judges and ultimately by the Privy Council in the United Kingdom.

    Gibraltar is located at the southern tip of Spain where the Mediterranean and the Atlantic Oceans meet. The peninsular is approximately seven square kilometres. The port of Gibraltar has free port status and is therefore frequently used by many of the world's shipping lines. Language: The official language is English but Spanish is also widely spoken because of Gibraltar's closeness to Spain. Population: The population is approximately 30,000 and consists of Gibraltarians, Moroccans, Indians and British expatriates. Political System: Gibraltar is a Crown Colony and a British Dependent Territory, but with internal self- government. The United Kingdom is responsible for foreign affairs, internal security, financial stability and defence. However, it has its own elected House of Assembly which legislates on domestic matters. Gibraltar is a member of the European Community and enjoys special status within the Community because of its close relationship with the U.K. It is exempted from the Common Agricultural Policy, the Common Customs Tariff and the Value Added Tax.     GIBRALTAR As a member of the EU, Gibraltar must allow members of EU nation states to enter, work, and live on the peninsula. They will initially receive a 6-month visa, and when that expires, a 5-year renewable work permit if they have found suitable employment, or started a business in the meantime. For non-EU nationals, however, the situation is quite different, although there are several ways of obtaining residence and employment in this situation. The least appealing of these is to find a job that no native Gibraltarian is willing to undertake. A work permit and residence permit will be issued if this is the case, although generally for a considerably shorter period than is usual. (It must also be added that the government does not encourage this, as Gibraltar already has fairly full employment, and there is the Spanish workforce within easy commuting distance should the need arise.)

    Lathbury Barracks Industrial Park The Government is inviting tenders for the allocation of 27 units at the Lathbury Barracks Industrial Park for the purposes of warehousing or Light Industrial use. Unit sizes range from 367 square feet to 1,235 square feet. A tender notice describing the rents to be payable and inviting tenders by the 2nd May 2003 is being published to that effect. Further details and terms and conditions of the tender can be obtained from Land Property Services Limited. This project is intended to meet the continuing demand for industrial units resulting from business start ups and continuing growth of existing businesses. In making the announcement the Minister for Trade and Industry, Keith Azopardi said, "As the economy continues to grow there is a clear need to provide further industrial infrastructure to meet the growing needs of the business community. This Indsutrial Park will go a long way towards that goal and could be utilised for start-up businesses or for established businesses looking to expand. The Government is considering further projects of a similar nature". Government Looks Towards a New Marina At Coaling Island The MOD would be required to move part of its present facilities at Coaling Island which includes the berths for the GSP launches, the main tug boats and the Gibraltar Squadron. Reports have already indicated that the Ministry of Defence is looking at reusing the Gun Wharf area, including the main stone block area and the slipway, both of which were allocated to the Government but which are expected to be returned to the MOD if the negotiations are successfully completed, according to industry sources.

    Arms of Gibraltar
    Arms consisting of a triple-towered castle with a golden key dependent from the centre were granted to "The Most Loyal City of Gibraltar" by Ferdinand and Isabella in the year 1502. The original grant on vellum is now in the archives of the Municipality of San Roque.
    The words usually found underneath the Arms are "Montis Insignia Calpe" , meaning "Badge of the Rock of Gibraltar" and these words also appear on the Colours of the Suffolk Regiment, which Regiment obtained permission to have the Arms of Gibraltar inscribed on their Colours in recognition of the gallant part they played in the Siege of Gibraltar. The words "Nulli Expugnabilis Hosti" meaning "Conquered By No Enemy" also occasionally appear under the Arms of Gibraltar, having been copied from the Official Seal of the Colony which consists of a picture of the Rock with these words underneath.
    In 1869, a Circular despatch was sent to all Colonies requesting that a sketch of the Arms or Badge to be adorned in the centre of the Union Jack used by the Governor should be supplied to the Colonial Office. The sketch which was submitted by this Government on the 1 st January 1870, depicted the triple towered castle with dependent key with the words "Montis Insignia Calpe" underneath. This design was approved by the then Secretary of State and concurred in by the Lords Commissioners of the Admiralty.
