    The 750-km long Mariana Islands archipelago consists of the 14 islands of the U.S. Commonwealth of the Northern Mariana Islands (CNMI), a 685-kilometer (500 mile) chain, and the southern most island of the US Territory of Guam. The geologic formation of the Northern Mariana Islands began about 42 million years ago. Two pieces of the earth's crust, the Pacific Ocean Plate and the Philippine Ocean Plate, pushed against one another to form the Marianas Trench. The movement of the plates against one another created a hot spot out of which the volcanoes of the Northern Mariana Islands were created.
    The islands are located between 13 and 31 N latitude and between 144 and 146 E longitude in the Western Pacific Ocean. The total land area of the Northern Mariana Islands, excluding Guam is 477 sq. km. (176.5 sq. miles). These islands, plus numerous small banks, seamounts, and pinnacles extend approximately 500 miles in a north- south direction and comprise the Mariana Archipelago. All of the islands are volcanic, part of the "Pacific Ring of Fire," but the southern islands of Rota, Aguijuan, Tinian, Saipan, and Farallon de Medinilla are older and primarily limestone with level terraces and fringing coral reefs. The nine northern islands are younger and primarily volcanic; several contain active volcanoes. The highest island in this archipelago, and in of all Micronesian islands, is Agrihan (3,166 ft.).
    Because of the limestone that covers much of the southern Mariana Islands, a great deal of the rain soaks into the ground. This fresh water collects at about sea level and floats on top of sea water in what is called a water lens. Wells can be drilled to bring this fresh water to the surface.

    For many years my intuition has taunted me about the applicability of
    some of the laws and regulations designed for the fifty United States and
    applied “across the board” to a geographically isolated group of islands,
    particularly those laws related to the economic development process in the
    Northern Marianas.
    For those of us living in the Pacific as well as the lawmakers in
    Washington, the jet can frequently abuse one’s sense of geography. This
