Overview
  • During the calendar year 2001, there were 54 State and U.S. Territory ADAPs operating, including the District of Columbia, Puerto Rico, Guam and the Virgin Islands. Of these 54 State ADAPs, 52 submitted reports. Maine and Wyoming did not report an ADAP Annual Administrative Report for calendar year 2001. In addition, Georgia, North Carolina, and Guam did not report drug data in 2001.

V. Routes To and Within the U.S.
T raffickers move women and children into the United States using a variety of ports of entry. Major ports of entry are Los Angeles' LAX, New York's JFK, Miami International, Chicago's O'Hare, and the San Francisco International Airport. Not coincidentally, Los Angeles, New York, and Miami also rank as the top three cities in the US with the largest problems with visa fraud, according to a consular officer at the State Department's Fraud Prevention office. Newly emerging hubs of entry include Atlanta, Cleveland, Houston, Orlando, and Washington Dulles. Atlanta's airport, for example, was chosen as the sole entry point for a Thai trafficker who brought in some 90 women during 1994 and 1995. He selected Atlanta because the city was then preparing for the Olympics and he believed the Thai women would blend in with the multitude of ethnic nationalities that were arriving during that period. Additionally, Atlanta was attractive because of the low number of Asian ethnic immigration officials working there. Other traffickers have flown into Toronto and Vancouver and transported the women overland into the US.

My multicultural experience was permanently extended when I eventually married into an Indo-Fijian family - a choice that has since enriched my life immeasurably with a strong multicultural perspective on life. I periodically make visits back to sugar cane lands of Sabeto, Fiji on Viti Levu island to see relatives. Upon our return to "the states," I enrolled in the MLS program at the University of Wisconsin-Madison and I worked as a project assistant for the Dictionary of American Regional English project for one year and as a cataloger of rare pamphlets at the State Historical Society of Wisconsin for another year. Upon graduating in December 1986, I came to the University of Guam where I have since been working as a reference department coordinator, periodicals librarian and most recently as a collection development librarian. I have published reference books with Greenwood Press in the areas of Micronesia social bibliography, indigenous noninstrumental navigation (CHOICE Outstanding Academic Book List, 1993), and indigenous Oceanic literature. I am now working with Dr. Karen Peacock, Curator of the University of Hawai'i's Pacific Collection, on a Micronesia history book.
>From 1994 to 1997 I pursued my doctorate (received in December 1997) in library and information science at the University of Wisconsin-Madison's School of Library and Information Studies with a U.S. Department of Education fellowship and a position managing the Woodman Astronomical Library at the University of Wisconsin's Department of Astronomy. My dissertation is entitled "Tacking into Context: The Roots of LSCA Public Library Services in Micronesia Among the Heritages and Changes of an Ocean World" and it is representative of my interests in the area of "technology ideology" or, as Schoenhoff (1993) describes it, the "jagged edges" between the transfer of technology to "third world" environments and indigenous, communal contexts.

Daily Texan Staff Scholars debated Wednesday the present and future relationship between China and the United States in light of the 24 U.S. military personnel that were held in Beijing at a UT discussion sponsored by the Center for Asian Studies. Held in the William C. Hogg Building, a panel composed of a major in the U.S. Army and four Asian Studies and government professors, one of whom is a Chinese citizen, discussed perceptions Americans hold on the situation leading up to the release and the effects it will have on U.S.-China relations. Panelists blamed the Clinton and Bush administrations for complicating U.S. policies in relations with China. "We are paying a price for inconsistencies in the Clinton administration and China's relations," said Ross Terrill, a government professor.
