As consensus grows that the current educational system is largely unable to keep pace with the nation's changing needs, more attention is being devoted to reform. Dr. Larry Kasperbauer was born April 30, 1936 to John and Clara Kasperbauer in Manning, Iowa. Larry and his wife, the former Carmen Torres Artero, reside in Dededo. Their children and their spouses are Kevin and Angela Humphreys, Karen and Tom Perez, Brian and Cathy Brown, Steven and Carmen Ulloa, and Teresa and Jason Sakazaki. Their grandchildren are Sean, Alisa, Christopher, Mishel, Ryan, Carey, Lawrence, Kaitlyn, Thomas, Caressa, Michael, Steven, Katheryn, David, Kenneth, Daniel, Lauren, Aleksander and Jonathan. They also have two great granddaughters Kameren and Alanna. Larry is Guam's second "Senator Kasperbauer," his wife Carmen is a former senator having served in the Fifteenth and Sixteenth Guam Legislatures. Guam has been home to Senator Larry Kasperbauer for over 35 years. During this time Larry has developed a distinguished record of accomplishments in education, business and service organizations throughout our community. His membership in the Twenty-fourth Guam Legislature adds another chapter to a career dedicated to public service, one he fully appreciates as being entrusted by the people for the common good. Espousing early in life that "Education is the Way," Senator Kasperbauer continued his formal education past the doctoral level. While at Iowa State University, he received his Bachelors of Science in Agricultural Education, his Masters in School Administration and Supervision and his Doctor of Philosophy degree in Rural Sociology. He continued with postdoctoral study in Gerontology at the University of Missouri, Colombia and the University of Southern California. Making Schools Work Better for All Children Charter School Laws Across the States: Ranking Scorecard and Legislative Profiles What This Report Means Once again, CER has studied and evaluated the language and effects of the now 40 charter school laws in the United States. As the number of laws has grown, so too has their complexity. Still, using consistent criteria, it is easy to separate the strong from the weak. Strong laws foster the development of numerous, genuinely independent charter schools. They ensure there will be a plentiful number of autonomous public schools available to a wide array of children and families. It is very difficult to pass a strong law, and virtually no strong law was created without a fight of skillful negotiations. Weak laws provide fewer opportunities for charter school development. Legislative language often constrains charter schools, forcing them to fit into existing educational structures. Some laws are only moderately effective. In most cases, these laws are the result of a number of compromises. Many legislators in these states viewed these compromises in the law as a foot in the door. Indeed some — although they are few in number — have succeeded in improving their laws after some time has passed. Charter schools offer alternative learning opportunities to many children who are otherwise under-served. Knowing what it takes to enact a law that actually yields numerous high quality charter schools is an obligation of policymakers, and a mandate for parents.
