Curriculum Planning Process Policy To help children gain skills and confidence, curriculum decisions will encourage children to be actively involved in the learning process, to experience a variety of developmentally appropriate activities and materials, and to pursue their own interests in the context of life in their community, family culture and world. The curriculum should always integrate the various Head Start components and parent input into the daily program and be developmentally and linguistically appropriate while recognizing each child's rate of development, interests, temperament, and cultural background.   • Begin the child assessment process on each child by setting a baseline for each of the 8 Galileo scales:  Language and Literacy, Early Math, Social Emotional Development, Physical Health Practices, Fine and Gross Motor Development, Approaches to Learning, Nature and Science, and Creative Arts ( see Child Assessment procedure)
  • Complete Developmental Screening before setting baselines Involve parents, using information from the Individual Child Observation reports they completed for Physical Health Practices and Social Emotional Development,  other reports, and class observations to help you set baselines.

    Campo Kumeyaay Main Business History Culture ... Head Start
    The Campo Band of Kumeyaay Indians operates a Head Start program on 4 Reservations; Barona, Campo, La Jolla, and Santa Ysabel. Each Reservation serves up to 20 children and families. Preschool classes are offered for four hours per day, four days per week, 128 days per year. Each site employs a Head Teacher/Site Coordinator, Teacher Aide, Bus Driver/Teacher Aide, a Cook, and Program Support Specialist.
    Children are provided a developmentally appropriate curriculum in a stimulating, caring environment. Ongoing training is provided for classroom staff to update their skills and abilities. The goals of the education program are to facilitate the development of both social and academic skills. Children are prepared physically, emotionally, and cognitively for kindergarten. A holistic approach is used to ensure that children are healthy physically and emotionally by facilitating the completion of physical, dental, nutritional, emotional, and developmental screenings for each child. Results of these screenings are also used to individualize the curriculum for each child. Parents are kept abreast of their child's development through the use of home visits and staff-parent conferences.
    Program Support Specialists work on Family Partnerhsip Agreements with families on home visits. The purpose of these agreements is to assist parents in developing and meeting individual goals for themselves and their families. Program Support Specialists work with community agencies to provide assistance to families enrolled in the program.

    REPORT ON HEAD START MONITORING FY 1999
    PURPOSE One of the major tools for ensuring quality Head Start services for children and families is on-site monitoring. During an on-site review, a team of qualified reviewers led by a Federal employee assesses whether or not the Head Start program is meeting the Head Start Program Performance Standards and other applicable regulations. In other words, is the Head Start program in that particular community providing quality services to children and their families?
    In Fiscal Year (FY) 1999, 545 grantees were reviewed with approximately 81 percent found to be providing high quality services to children and their families in all dimensions of their programs. The remaining programs had one or more aspects of their programs that required improvement. The purpose of this report is to provide a more complete summary to Congress on the results of the monitoring process in FY 1999. LEGISLATIVE MANDATE - SECTION 641A Section 641A of the Head Start Act requires that each Head Start grantee receive a full on-site review of all programs, administrative, financial management, and other requirements at least once every three years. Approximately one-third of grantees are, therefore, monitored each year. Additionally, new Head Start grantees are reviewed after completion of the first year of providing Head Start services.

    Early Childhood Division
    Head Start is a federally funded program for low-income families and children from birth to age five. It's mission is to enhance the development of young children and promote healthy families. Comprehensive services are offered to children and families including education, social services, health, nutrition and special services. P arents are involved in all aspects of the program through center committees and Policy Council. They assist with program development including selection of curriculum, program options, interviewing and hiring of staff, budget and planning program changes. Head Start works with many communitiy partners to offer a broad range of services and options to families. These partners include the Troy and Rensselaer School Districts, Troy Housing Authority, Unity Sunshine Preschool, Hudson Valley Community College and Beginnings, Inc. Head Start offers half-day and full-day classes including a twelve month program designed for working parents. Head Start sites are located in North Troy, Rensselaer, Hoosick Falls and Petersburgh.     G oing to a health care professional can be stressful for anyone. For an American Indian, cultural differences can make such a visit even more daunting. Non-native health professionals are sometimes too inquisitive, ask the wrong questions and alienate patients with their gloves, masks and aloof demeanor, says future pharmacist Cherith Smith. HCOP is designed to prepare minority students for the rigorous academic challenges that lie ahead of them in a health-related field of study. The program, based at the School of Pharmacy and Allied Health Sciences, aims to increase the number of Indian pharmacists and physical therapists practicing in Montana.

Like Head Start, this program offers a developmental curriculum designed to prepare children for school. Parents must work or enroll in an approved education program for their child to qualify.
    Center-Based or Family Child Care Home Parents who enroll their children in subsidized child care can select between programs that operate in centers and programs that operate in private homes.

    Head Start
    Head Start is a comprehensive pre-school program for three- and four-year-olds. Head Start is unique in its comprehensive approach to the needs of children and families. It offers early education, health, nutrition, and other family support services. Parent involvement is encouraged in all aspects of the program, from the classroom to making decisions about program policies.
    • Although families must meet income eligibility guidelines to enroll their children, Head Start is free.
    • Children with disabilities are welcome in Head Start; in fact, programs reserve 10 percent of their spaces for children with disabilities. Special services are available to ensure that children can fully participate in all aspects of the program.
    • Classes are typically held for four or five hours, four or five days a week during the school year. Many programs also offer full-day/full-year classes for working parents; these programs usually have a small fee. Sometimes, full-day/full-year Head Start is provided in cooperation with a child care program.
