Latest update: December 2001 Introduction The European Union respects and promotes the universal principles as laid down in the Universal Declaration on Human Rights and its complementary International Covenant on Civil and Political Rights and International Covenant on Economic, Social and Cultural Rights . The Union’s activities are also based on the main international and regional instruments for the protection of human rights, including the European Convention on Human Rights . These instruments enshrine common values regarding fundamental freedoms and democratic principles, which are universal, indivisible and interdependent. Respect for these values is a condition for efficient development in any society. Other important sources with regard to defining the priorities of the EU are the declaration and the programme of action of the World Conference on Human Rights (Vienna, 1993), the declarations of the International Conference on Population and Development (Cairo, 1994), of the World Summit for Social Development (Copenhagen, 1995) and of the Fourth World Conference on Women (Beijing 1995).

What are human rights and what reasons are there for thinking that persons have rights? Are some rights more basic than others and what compelling interests, if any, justify their violation? The course will look closely at international human rights policies and the moral and political issues to which they give rise as they are embedded in actual, concrete cases. International Bill of Gender Rights
(As adopted June 17, 1995 in Houston, Texas, U.S.A.) The International Bill of Gender Rights (IBGR) strives to express human and civil rights from a gender perspective. However, the ten rights enunciated below are not to be viewed as special rights applicable to a particular interest group. Nor are these rights limited in application to persons for whom gender identity and gender role issues are of paramount concern. All ten sections of the IBGR are universal rights which can be claimed and exercised by every human being. The International Bill of Gender Rights (IBGR) was first drafted in committee and adopted by the International Conference on Transgender Law and Employment Policy (ICTLEP) at that organization's second annual meeting, held in Houston, Texas, August 26-29, 1993. The IBGR has been reviewed and amended in committee and adopted with revisions at subsequent annual meetings of ICTLEP in 1994 and 1995. The IBGR is a theoretical construction which has no force of law absent its adoption by legislative bodies and recognition of its principles by courts of law, administrative agencies and international bodies such as the United Nations. However, individuals are free to adopt the truths and principles expressed in the IBGR, and to lead their lives accordingly. In this fashion, the truths expressed in the IBGR will liberate and empower humankind in ways and to an extent beyond the reach of legislators, judges, officials and diplomats.

Saturday, January 11, 2003 Slashdot Your Rights Online Supreme Court Takes Nike Free Speech Case MacAndrew writes "The Supreme Court has granted review in a case previously discussed here that could lead to a landmark decision regarding "commercial speech." The California Supreme Court had ruled that Nike's statements denying the use of sweatshop labor in Asia could be challenged under the state's strict truth in advertising laws, under which truth is not a defense if a statement's context is deemed misleading, First Amendment notwithstanding. The California court essentially rejected Nike's claim to heightened political speech protection which would have allowed the company to raise defenses of truth and due care reasoning that Nike's statements were calculated to induce product purchases and thus commercial speech. The U.S. Supreme Court's consideration of this case provides a clear opportunity to reconsider the controversial political-commercial speech dichotomy in constitutional law. It is essential to bear in mind the question at this point is not whether Nike did anything wrong, rather to determine the standards by which it will be judged. Ref.: UN 21/2001 23 March 2001 Open Letter from the Secretary-General of Amnesty International to all Ministers of Foreign Affairs Kofi Annan, We the Peoples - Millennium Report Dear Minister, Amnesty International has been contributing to the work of the UN for over thirty years in areas such as the elaboration, ratification and implementation of international standards on human rights, as well as the analysis of human rights situations in specific countries. Much of its work has revolved around the UN General Assembly (UNGA) as well as International Conferences or Special Sessions established by the General Assembly. Together with other non-governmental organizations (NGOs), Amnesty International has been able to put its human rights expertise at the disposal of governmental delegates who are working to uphold the aims of the UN, including the protection and promotion of human rights. While the General Assembly has long benefitted from the contributions of civil society, the UN has adopted inconsistent and contradictory NGO policies regarding the access of NGOs to meetings and conferences which has had a negative effect on NGOs to contribute. In an effort to address this disparity, Amnesty International asks you to express support for the principles in the attached draft resolution prepared by the International NGO Task Group on Legal and Institutional Matters (INTGLIM). Amnesty International considers that the resolution offers Member States a practical way forward in terms of implementing the commitment made in the Millennium Declaration regarding the participation of civil society in the work of the UN.
