Smart Growth
The consequences of poorly planned development for our environment, economy, and society are more clear than ever before. These problems are not unique to northeastern Illinois. Sprawling development is an increasing concern as farmland is lost across the state. Civic leaders from across the ideological spectrum are calling for a more balanced growth pattern in the future. State government policies, such as transportation spending priorities, have been a major force behind explosive outward urbanization, and could also be a force for change. Although tremendous opportunities exist for redirecting development to revitalize more sustainable, livable, and compact communities, government incentives built into our tax structure have encouraged and perpetuated sprawl. The infrastructure required to support development on green space is relatively inexpensive for developers, but typically burdens communities with costs of over $16,000 per new resident. Meanwhile, developments in already existing cities may be less costly for community residents, but higher taxes mean that they are a less financially attractive option for developers than developments on green space. This results in the smallest municipalities being the least prepared and least empowered to stem sprawl development.
