    WAR AND NEUTRAL RIGHTS To the American public of 1914, the outbreak of war in Europe came as a shock. At first the encounter seemed remote, but its economic and political effects were swift and deep. By 1915 U.S. industry, which had been mildly depressed, was prospering again with munitions orders from the Western Allies. Both sides used propaganda to arouse the public passions of Americans a third of whom were foreign-born or had one or two foreign-born parents. Moreover, Britain and Germany both acted against U.S. shipping on the high seas, bringing sharp protests from President Woodrow Wilson. But the disputes between the United States and Germany grew increasingly ominous. In February 1915, German military leaders announced that they would attack all merchant shipping on the waters around the British Isles. President Wilson warned that the United States would not forsake its traditional right, as a neutral, to trade on the high seas a view of neutral rights not shared by Germany or Great Britain. Wilson declared that the nation would hold Germany to "strict accountability" for the loss of American vessels or lives. Soon afterward, in the spring of 1915, when the British liner Lusitania was sunk with nearly 1,200 people aboard, 128 of them Americans, indignation reached a fever pitch.

    AGRARIAN DISTRESS AND THE RISE OF POPULISM In spite of their remarkable progress, 19th-century American farmers experienced recurring periods of hardship. Several basic factors were involved soil exhaustion, the vagaries of nature, a decline in self-sufficiency, and the lack of adequate legislative protection and aid. Perhaps most important, however, was over-production. Along with the mechanical improvements which greatly increased yield per hectare, the amount of land under cultivation grew rapidly throughout the second half of the century, as the railroads and the gradual displacement of the Plains Indians opened up new areas for western settlement. A similar expansion of agricultural lands in countries such as Canada, Argentina and Australia compounded these problems in the international market, where much of U.S. agricultural production was now sold. The farther west the settlers went, the more dependent they became on the railroads to move their goods to market. At the same time, farmers paid high costs for manufactured goods as a result of the protective tariffs that Congress, backed by Eastern industrial interests, had long supported. Over time, the Midwestern and Western farmer fell ever more deeply in debt to the banks that held their mortgages.

A lthough a vast majority of the 1.2 million Indian Americans in the United States arrived after 1965, the history of Indians in this country goes back much further. A brief glimpse of the history of Indian immigrants in the U.S. reveals a distinct experience from many other immigrant groups. Early Immigration
Very few Indians came to the U.S. prior to 1906 since the prevailing Hindu socio-religious traditions deemed crossing of the "black water" to the West as extremely inauspicious. As a result, many of the early arrivals from India were young Christian men who were brought as indentured servants or slaves via England. As trade developed with India, some Indians also arrived in the US as sailors on merchant ships. Such was the case of the first recorded arrival of an unnamed "man from Madras" in the streets of Salem, Massachusetts in 1790. Between 1820 and 1898, only 523 Indians immigrated to North America, mostly unskilled laborers and agricultural workers. They were reported to have married and disappeared into the black slave population of Salem.

    REVISED AND EXPANDED EDITIONS (1997) R epresentative of the "new history," these essays were edited for the AHA by noted historian Eric Foner. They were first published as a volume in 1990 by Temple University Press, then published as individual pamphlets in 1991 by the AHA. Initially developed to acquaint high school history teachers with recent trends in historical scholarship, the scope of this series extends well beyond the secondary school classroom. These essays have become indispensable study tools for those in higher education as well. Revised and expanded in 1997, the original essays have been joined by additional essays on intellectual history, the history of the West, and the histories of the family and sexuality. Sixteen prominent scholars have contributed thought-provoking interpretations of historically significant issues, including the roles of gender, ethnicity, labor, economy, politics, and culture. Nearly all essays have been revised (and some entirely rewritten) to bring the texts and bibliographies up to date. Eric Foner is DeWitt Clinton Professor of History at Columbia University and president-elect of the AHA.

    round the turn of the twentieth century, mass immigration from eastern and southern Europe dramatically altered the population's ethnic and religious composition. Unlike earlier immigrants, who had come from Britain, Canada, Germany, Ireland, and Scandinavia, the "new immigrants" came increasingly from Hungary, Italy, Poland, and Russia. The newcomers were often Catholic or Jewish and two-thirds of them settled in cities.
    Today, Americans are highly conscious of the impact of immigration. Since 1965, when the United States eliminated quotas that restricted the number of people who could come from certain parts of the world, the face of the nation has changed visibly. The recent movement of millions of migrants to the United States has had profound political and social repercussions, spurring intense public debate over such issues as bilingual education and immigration restriction. But this influx of people is only the most recent example of a long history of immigration to the United States. In a single decade 1900 to 1910 8.8 million immigrants entered the United States.
