    In her opening remarks, Dr. Suellen Reed said she expects education funding to be a major issue in the 1999 General Assembly. She noted that Senate Bill 352 (proposing to eliminate property taxes from the school general fund) was submitted during the last General Assembly. If passed, the measure would have resulted in a one-third reduction for property owners and a loss of approximately $1.4 billion for schools. Dr. Reed stressed the need for both sound education and fiscal policy development through cautious, deliberate discussions. She indicated that Michigan presents an interesting case of an alternative tax structure and its effect on the state's share of funding, and posed the following questions for Indiana:
    • What are some alternative tax structures? Would change be neutral? Are there lessons to be learned from other states?

    Dr. John Huie, vice president of Purdue University, and Dr. Neil Theobald of the Indiana University Education Policy Center presented on the second panel. Their comments focused on the implications for eliminating property taxes as a revenue source for public education in Indiana. As co-chair of the Governor's Commission on Taxes, Dr. Huie began by describing the purpose and work of the Commission. The Commission is composed of representatives from every taxpaying group in the state, including farmers, realtors, citizens, schools, universities, towns, counties, and townships. Its number one priority is to explore substitute strategies to reduce the property tax. One approach is to target tax relief to population groups, such as low-income citizens, homeowners, or small business owners. A second approach is to shift certain funds away from property tax support to state support. Funds for consideration may be the general fund, city welfare, or others. Dr. Theobald

    Fee Payment Parking You need a parking permit to use IU East campus parking lots only if your course meets more than three sessions. Parking permits are issued at the first class meeting; they must be turned in to the instructor at the last class meeting. Textbooks Course textbooks are available at the IU East Campus Bookstore, unless otherwise indicated. The bookstore is open on Monday through Thursday from 8 a.m. to 7 p.m. and on Friday from 9 a.m. to 5 p.m. Refunds be made on or after the first class meeting. If a course must be canceled due to insufficient enrollment, you will be notified at least three working days before the course was scheduled to begin. A full refund will be made. Lifetime Learning Tax Credit Effective July 1, 1998, you may use continuing education payments for lifetime learning tax credit. The tax credit is targeted to people who want to go back to school, change careers, or take courses to upgrade their skills. Enrollment can be at any academic level in any course of instruction at an eligible educational institution.

As expected, the proposal tapped several funding resources including the pension stabilization fund, tobacco settlement savings, and additional gaming taxes. To accomplish increased funding for education, spending for Medicaid and corrections was curtailed. The House budget placed a priority on funding education for both K-12 and the state's universities. Specifically, the House restored the cuts in each campus' operating appropriations imposed for this biennium through the Governor's Deficit Management Plan and prior legislative action. In addition, for those campuses that experience growing enrollments, the budget allocates one half of the requested growth formula amount in Fiscal Year 2004, and an additional 25 percent in Fiscal Year 2005..."

    Ivy Tech State College and Indiana University East Announce Transfer Agreement
    December 24, 2002 Ivy Tech State College Richmond/Connersville and Indiana University East announce a transfer agreement for Ivy Tech Richmond/Connersville Associate of Science and Associate of Applied Science degrees to IU East’s Bachelor of General Studies degree, Retroactive to January 1997. This agreement provides for an opportunity for all Ivy Tech Richmond/Connersville two-year degree graduates to transfer credits toward a Bachelor of General Studies at IU East. Technical credits will be distributed to the maximum allowable (30 credit hours) for the BGS degree and general education will transfer on a course-by-course basis based upon course transfers in place. This results in a minimum of approximately 45 credits transferring to the BGS for any Ivy Tech Richmond/Connersville two-year degree. Steve Tincher, Ivy Tech dean of academic affairs, stated, “This agreement continues the expansion of credit transfer opportunities between Ivy Tech and Indiana University East providing local higher educational opportunities for students.” “IU East welcomes the opportunity to offer Ivy Tech graduates a pathway to a bachelor’s degree and their educational goals,” stated Vice Chancellor for Academic Affairs Diane Roberts. “The real winner in this transfer agreement is east central Indiana.”
