State Regulations - Access to Information Indiana Obtaining Non-Identifying Information:
Adopted adults, birth parents, and adoptive parents may obtain non-identifying information.
Obtaining Identifying Information:
Identifying information is provided through an Adoption Registry.
Using a Confidential Intermediary: This service is provided through the registry. Using the Adoption Registry: For adoptions finalized before December 31, 1993, birth parents or adopted adults can request identifying information, which will be released only if consent is given from the party who is the subject of the request. If consent is not already on file, a confidential intermediary may be appointed. For adoptions finalized after December 31, 1993, adopted adults age 21 or older will receive identifying information on the birth parents if the birth parents have not filed an affidavit requesting non-disclosure at the time the adopted adult request is made. Adopted adults age 21 or older, adoptive parents of a minor, and birth siblings age 21 or older can request identifying information, which will be released if consent is given from the party who is the subject of the request. If no consent is on file, the State registrar will search for other birth siblings if they are 21 or older to see if they consent.

October 29, 2001 INDIANA’S CHILD CARE REGULATIONS LAG BEHIND NATIONAL STANDARDS Indiana Youth Institute Report Recommends Actions Steps for Parents and Policymakers INDIANAPOLIS, IN, Oct. 29, 2001 – Indiana’s regulations for licensed and registered child care facilities trail national standards by as much as 80 percent, according to a new report published today by the Indiana Youth Institute. For example:
  • Regulations for Indiana’s licensed child care centers meet only 60 percent of the national standards. Among the standards not addressed are those for playground equipment safety and current immunizations for staff. There are no requirements for caregivers in licensed child care homes to safely store away poisonous cleaners or other toxic substances. In addition, guidelines for child-to-staff ratios in these Indiana homes are above recommended levels. State regulations for licensed child care homes address only one-third of the national standards. Registered child care ministries in the Hoosier State need not have health requirements for staff members, policies for storing medicine, or specific fire codes. Regulations for these ministries significantly comply with just 20 percent of the national standards.

Education Policy Studies An independent study evaluating Indiana's 21st Century Scholars Program found that students who completed the program were four times more likely to attend an Indiana public four-year college than a control group. The evidence also suggests that students who had 21st Century Scholarships were more likely to persist as college freshmen and sophomores. The study controlled for factors affecting college enrollment, such as race, geographic location, and grades.

  • The full realization of the 1997 reauthorization of IDEA has resulted in changes in state regulations and procedures. For example, the Indiana State Board of Education is currently revising Article 7, Special Education Rules, to reflect modifications of services to children with special educational needs. SLPs must be familiar with the federal and state requirements so that they may modify communication therapy to comply with regulations. To best meet the needs of students with communication disorders, continuing education opportunities for SLPs are needed. SLPs working in schools are requesting instruction to allow them to stay informed of current developments within the profession. Additionally, there are SLPs who have worked within healthcare settings who are now interested in working in public schools and therefore require additional education to prepare them for working in school settings. HRES.321.1H, "The Collegiate Initiative to Reduce Binge Drinking," would encourage colleges and universities to adopt principles aimed at changing the culture of alcohol consumption on college campuses. These principles include: the formation of campus task forces, the availability of alcohol-free housing and activities, enforcement of a 'zero-tolerance' policy, enforcement of campus alcohol policy, the elimination of alcohol beverage-related sponsorship, and the improvement of 'town/gown' alliances.
