Multiple Enforcement Actions Worldwide Snare Top "Warez" Leadership
WASHINGTON, D.C.
– Attorney General John Ashcroft announced today that in three separate federal law enforcement actions federal agents executed approximately 100 search warrants worldwide against virtually every level of criminal organizations engaged in illegal software piracy over the Internet. The three Operations, codenamed "Buccaneer," "Bandwidth" and "Digital Piratez," struck at all aspects of the illegal software, game and movie trade, often referred to as "warez scene." "Today U.S. law enforcement initiated the most aggressive enforcement action to date against illegal software piracy," Attorney General Ashcroft said. "Many of these individuals and groups believed the digital age and the Internet allowed them to operate without fear of detection or criminal sanction. Today, law enforcement in the U.S. and around the world proved them wrong. These actions mark a significant milestone in the efforts of U.S. law enforcement to work internationally to combat what is truly a global problem,"said Ashcroft. "The execution of these search warrants mark the completion of the most extensive software piracy undercover investigation that the FBI has participated in to date, and should send the message that trafficking in stolen goods – whether the property is in physical or electronic form – is a serious crime, and will be prosecuted," said Robert S. Mueller, Director of the Federal Bureau of Investigation.

to the Centre for International Crime Prevention OVERVIEW Crime is increasing in scope, intensity and sophistication. It threatens the safety of citizens around the world and hampers countries in their social, economic and cultural development. Globalization has provided the environment for a growing internationalization of criminal activities. Multinational criminal syndicates have significantly broadened the range of their operations from drug and arms trafficking to money laundering. Traffickers move as many as 4 million illegal migrants each year generating gross earnings of between 5 and 7 billion US dollars. The detrimental effects of corruption on economies worldwide have been mounting. A corrupt country is likely to achieve aggregate investment levels of almost 5 percent less than a relatively uncorrupt country and to lose about half a percentage point of gross domestic product growth per year. Member States have recognized that they can only counter international crime successfully, if they cooperate. The Vienna-based UN Centre for International Crime Prevention is collaborating with Member States to strengthen the rule of law, to promote stable and viable criminal justice systems in post-conflict societies, and to combat the growing threat of transnational organized crime.

Academics appeal for West Bank education rights

An international group of distinguished academics - including the philosopher Jacques Derrida and Hilary and Steven Rose - have signed up to an appeal to support students' right to education at Birzeit University on the West Bank. The appeal comes after the university was, for the first time in its history, entered by Israeli forces on Saturday. According to the university's head of external relations, three Israeli Army vehicles entered the gates on Saturday in what, she said, amounted to a "clear violation" of international law.

The Defense Institute of International Legal Studies (DIILS) provides expertise in over 300 legal topics of Military Law , Justice Systems, and the Rule of Law, with an emphasis on the execution of Disciplined Military Operations through both resident courses and mobile education teams. Participants from 108 nations have taken part in DIILS Mobile Education, Resident, and Model Maritime Service Code programs. Mobile Education Teams
DIILS has presented programs to over 17,000 senior military and civilian government officials in 84 countries worldwide since its inception in late 1992. Typically, the program is accomplished through multiple phases that allow for tailoring curriculum to the host country. The U.S. presenters are members of the U.S. military services and civilian subject matter specialists. Seminars are designed for an audience of 40 to 60 military and civilian executive personnel from the host country.
DIILS works closely with the embassy team and the host country to develop appropriate seminars that are practical, timely, and effective. Seminar topics concern legal-related topics, but the majority of audiences are non-lawyers who need a better understanding of how to operate within the parameters of international law and regulations. Participants should include all appropriate personnel - military and civilian - of appropriate rank for the seminar topic. There are an infinite range of possibilities once a relationship has been established with the host nation and specific needs identified. These include topics such as Peace Operations, Law of the Sea, Air Operations, Domestic Operations, and Seminars for Instructors, Legal and Ethical Concerns in Public Agencies, and Quality Force Management.

At issue is not simply (or only) potential conflicts of positive law obligations but deeper tensions concerning the value systems on which the two regimes of trade and human rights are based. This symposium was prompted by the important article of Ulrich Petersmann, 'Time for Integrating Human Rights into the Law of Worldwide Organizations. Lessons from European Integration Law for Global Integration Law', published first as Jean Monnet Paper No 7/01 (subsequently published in the European Journal of International Law).
