Community Outreach and Education Program (COEP) Summary The primary goal of the Community Outreach and Education Program is the translation of research results into knowledge applied to public health by serving as a local, state, national and international resource, and assisting community organizations and populations with special needs. In doing so, the Community Outreach and Education Core provides current, appropriate, science- and technology-based information specifically designed to address environmental health issues and problems of greatest concern in rural Midwestern communities, and other vulnerable populations. The theme of the Core is characterized by these primary program objectives:

SCHOOL-BASED HEALTH CENTERS IN IOWA
I
owa experienced dramatic growth in the number of school-based health centers between 1995 and 1997, when centers increased from 2 to 18. As of 1999/2000, 26 centers were operating in the state. Most (14) of the centers are located in suburban areas. The state general fund allocates $2.8 million for the centers. Iowa still uses a variety of educational program dollars to support centers, such as the School-Based Youth Service Program, the Family Resource Centers program, and the Drop-Out Prevention Program.     The Iowa Alcoholic Beverages Division, though the Iowa Pledge program, offers on-site training for all tobacco retailers in the statefree of charge. The training focuses on how to identify false or altered IDs, as well has how to determine if a patron is old enough to purchase tobacco products. Training also covers penalties associated with illegal sales to minors, and other regulations that govern tobacco permits in Iowa.
    Iowa Pledge educational materials are available free of charge and are distributed during the training.
