Federal Driver's Privacy Protection Act
The Federal Driver's Privacy Protection Act and Iowa Code Section 321.11 prohibits the release of personal information when the request is submitted by plate number except to a law enforcement officer or law enforcement agency; licensed private investigation agency; Iowa security service or licensed employees of either, and employees of a Federal or State agency or political subdivisions and contract employees of the Department of Inspections and Appeals in the conduct of their investigations. Personal information means information that identifies a person, including a person's photograph, social security number, driver's license number, name, address, telephone number, and medical or disability information. The Federal law has further restricted the release of some personal information as being "sensitive" (Public Law Number 106-69, section 350(b) and Title 18 U.S.C. 2721). This "sensitive" personal information includes the social security number, medical or disability information, and the photograph. Social security numbers are not released unless being used as a driver license number and the requestor is a specified authorized recipient. Iowa law requires strict confidentiality of medical and disability information. Iowa law also limits the release of a photograph only to law enforcement agencies, law enforcement officers, or a governmental agency with a legitimate use for the photograph.

The Iowa Sex Offender Registry became law on July 1, 1995 and is found in
Chapter 692A Code of Iowa
On or after July 1, 1995, an individual who has been convicted or adjudicated of a criminal offense against a minor, sexual exploitation, or a sexually violent crime or who was on probation, parole, or work release status, or who was incarcerated on or after July 1, 1995 is required to register. Registration does include individuals that have received a deferred sentence or deferred judgments and can include convictions from other jurisdictions such as other states and/or federal convictions. Jacob Wetterling As part of the 1994 Violent Crime Control and Law Enforcement Act the United States Congress passed the Jacob Wetterling Crimes Against Children and Sexually Violent Offenders Registration Act, which bears the name of an 11-year old boy who was abducted at gunpoint and never seen again. The Act set forth guidelines for states to establish sex offender registry programs. Megan's Law In 1996 the Wetterling Act was amended by Megan's Law, which requires states to release relevant information about registered sex offenders to protect the public. This law bears the name of Megan Kanka, a seven year old girl who was sexually molested and murdered by a convicted sex offender after being invited into his home to play with his new puppy.

Under the Iowa Administrative Code for Ancient Human Skeletal Remains, Iowa Administrative Code Ancient Human Skeletal Remains 685-11.1 concerns procedures. The background for the burial laws, including ancient burial mounds and non-mound burials, fall under the jurisdiction of the Office of the State Archaeologist (Iowa Code Chapter 263B, Iowa Administrative Code 685-11). The right for burials to remain undisturbed is based in old English law. A recent court case in Iowa affirmed this right and determined that implementation of state laws that protect burial sites does not constitute a taking [519 N.W. 2nd 367 (Iowa 1994)]. These Bureaus provide support services to the Department of Public Safety as well as services directly to criminal justice agencies statewide and to the citizens of Iowa.

Administrative Services
Dave Heuton was appointed as the new director of the Department's Administrative Services Division in February of 2002. Dave's appointment follows the retirement of Carroll Bidler who had been the Administrative Services Director since 1977.
Heuton's career with the State of Iowa began in August 1985 when he was hired as a financial analyst by the State Comptroller's Office, which became the Department of Management during the government reorganization of fiscal year 1987. His primary responsibilities in the Department of Management included preparation and presentation of the Governor's budget recommendations for various departments in state overnment, execution of budgets after enactment, and projections of the costs of salary increases for all state employees. Heuton joined the Department of Public Safety in September 1995 as the chief of the Finance Bureau, within the Administrative Services Bureau, a position he held until his appointment to division director. He has continued to be involved in the
