Outstanding Obligations Report Analysis OVERVIEW State agencies, state authorities, and local governments reported $7,531,130,331 in outstanding obligations as of June 30, 2002. This is compared to $5,964,974,077 on June 30, 2001, which is an increase of $1,566,156,254. The largest portion of outstanding debt on June 30, 2002, is made up of "general obligations" equaling $3,142,879,635(41%) and "revenue" obligations equaling $2,025,355,652 (27%). The most commonly reported purpose for issuing obligations is "Public Buildings/Schools," with $2,136,528,774 (28%). The purpose category "other" ranks second, totaling $1,810,632,802 (24%). The purpose category "utilities/sewers" ranked third, totaling $1,354,033,555 (18%). SHORT TERM DEBT OBLIGATIONS The body of the report this year has a breakout of the short-term debt obligations for each entity. Short-term debt is an obligation of the entity, but is primarily used for cash flow purposes or in anticipation of issuing longer-term debt at a future date. There may or may not be a tax levy which supports this debt. CITIES Cities report the greatest amount of outstanding obligations, with $2,982,421,272 outstanding as of June 30, 2002. High school students in Tech Prep programs can complete a year of college while still in high school
Benefits:
  • Save one year's time and one year's college tuition/book costs. Receive dual credit for completed course work. Ease transition to college Enhance self-esteem and self-confidence. Develop career focus and achieve academic/personal goals.
The student usually begins the Tech Prep program in his/her junior year taking only one or two NIACC courses. Several of the high school courses articulate into NIACC's programs if the student earns an "A" or "B" and meets the competency requirements. During the senior year, enrolled students spend about half of their school day taking NIACC career program classes with the remaining school day spent at the high school in required and articulated classes. All tuition and textbook costs are paid through a combination of high school, NIACC, and state incentive funds. There is no cost to the student except for transportation and/or tool cost in some programs. The student can earn a one-year NIACC career program diploma by the end of his/her senior year. At that time a student can choose to go to work or continue his/her college education at NIACC to earn an Associate Degree. After earning an Associate Degree most students can transfer, if desired, through a special articulation program with the University of Northern Iowa to earn a baccalaureate degree.

  • Graduation from an accredited secondary school, or completion of the General Education Diploma (GED).
  • Courses satisfactorily completed in secondary school.
  • Grade point average of secondary school work.
  • Rank in secondary school graduating class.
  • Results on standardized tests (ACT or SAT).
  • Recommendations from secondary school officials.
  • Extracurricular activities in school, church and community. Top Transfer Students A student who has attended an accredited college, university, community college or junior college, and is in good standing at that institution, will generally be admitted. Credit for all lecture and lab courses transfer to Upper Iowa University from schools accredited by any of the following regional accrediting associations:

Applicants may receive up to 75 percent of the cost of the residency, rather than the normal 50 percent if the applicant has not received an AiS/C grant since July 1, 1998 and the residency meet one of the following:

    Local Efforts Iowa's education standards require the board of education in each LEA to "adopt a plan for the efficient and effective use of technology in the instructional program." This plan "shall provide for the understanding and use of current technology by staff and students and shall include a procedure to review the district's utilization of technology as a teaching and learning tool." Technical assistance in the development of these plans is generally provided by the educational services and media personnel of Iowa's intermediate education agency, the AEA Area Education Agency. State Efforts At the state level, the following efforts are being made:
  • The State Board of Education's "strategic plan" includes an objective addressing "instructional technology," which declares that "the power of technology will be harnessed in Iowa schools and community colleges to help students learn."
  • The Department of Education has appointed a technology commission to develop "a clear and compelling vision for using technology to transform the education system at the building, district, area and state levels to support the teaching and learning process." This commission will conduct policy and practice analyses and provide a forum for addressing issues in technology.

We had a recent bond issue that has allowed us to refurbish and also add new facilities, replacing a dilapidated facility. We're ethnically more diverse, and we have more transient families moving to the area. We are experiencing steady economic and population growth, both in the community and in the school. There are more single and blended families the school is working with than in the past." Solutions: Improved facilities through a bond issue. Received a New Iowa Schools Development Corporation grant and an alumni gift that allows teaching foreign languages in the middle school.
