Undergraduate Information Degree Requirements Four-Year Plan Teacher Certification
TEACHER CERTIFICATION: HISTORY/SOCIAL SCIENCES
(Effective Spring 2002) Students seeking certification in history and/or the social sciences must complete 15 credits in each of at least two approval areas plus (a) 15 credits distributed among any of the remaining areas, or (b) 15 credits taken from a single additional area, which will provide for certification in that area. For each additional area of certification, students must complete 15 credits in that area. Students must be admitted to the Teacher Education program, which requires a passing score on the Praxis I Exam (PPST or PI-CBT), 10 hours of early field experience (normally by completing C I 280L), and a GPA of at least 2.5. For certification, this GPA must be maintained. Courses applicable in specific areas ANTHROPOLOGY: Anthr 201 and 202; 306 or 309; 307 or 308; and any other Anthropology course.

IAC 12-3-97 1112.1(216B) Qualifications of personnel. 2.1(1) State-licensed professions. Persons employed in positions for which licensure is required by the state are required to hold the appropriate license at the time of hire and maintain it throughout their term of employment even when the Iowa Code exempts individuals employed by a state agency from the licensure requirement. 2.1(2) Service specialist for the blind 2 and senior service specialist for the blind 1 (vocational rehabilitation counselor). Certification shall be required of all vocational rehabilitation counselors employed by the department. a. At the time of hire into the position, an individual holding at least a bachelor's degree from an accredited college or university and one year of work experience shall be granted provisional certification. Exceptions regarding education and experience can only be made by the commission for the blind upon the recommendation of the director. Provisional certification shall be recognized for a maximum period of 18 months. b. An individual may obtain full certification as a vocational rehabilitation counselor by demonstrating competency in the following areas.

The College of Education at the University of Northern Iowa (UNI) in Cedar Falls has been actively involved with the National Board for Professional Teaching Standards (NBPTS) since 1992. Between 1992 and 1996, the NBPTS implemented field tests of their operating system for the initial standards and certification process that had been developed. In 1998, the Iowa Office for Educator Development was created and has progressed to become an exemplary support center for teachers pursuing National Board Certification with over 63 percent of candidates achieving certification each year upon their first attempt. UNI was initially awarded a two-year grant by the NBPTS to become one of 27 sites in a field test network created to develop a national awareness of the work of the NBPTS and to create a pool of teacher candidates from Iowa who would field test the standards for Early Adolescence/English Language Arts and for Early Adolescence/Generalist. In the summer 1994, UNI agreed to continue to serve the NBPTS as Field Test Site to support the Far West Laboratory in the field testing of the assessment package for the Early Adolescence/Young Adult Art standards.

    A national board certification pilot project is established to be administered by the department of education. A teacher, as defined in section 272.1, who registers for or achieves national board for professional teaching standards certification, and who is employed by a school district in Iowa and receiving a salary as a classroom teacher, may be eligible for the following: a. If a teacher registers for national board for professional teaching standards certification prior to June 30, 2002, a one-time initial reimbursement award in the amount of up to one-half of the registration fee paid by the teacher for registration for certification by the national board for professional teaching standards. The teacher shall apply to the department of education within one year of registration, submitting to the department any documentation the department requires. A teacher who receives an initial reimbursement award shall receive a one-time final registration award in the amount of the remaining national board registration fee paid by the teacher if the teacher notifies the department of the teacher's certification achievement and submits any documentation requested by the department. b.

    A teacher, as defined in section 272.1, who registers for a national board for professional teaching standards certificate and is employed by a school district in Iowa shall be eligible for a registration award as provided in subsection 2, and upon achievement of a national board for professional teaching standards certificate, is eligible for an annual award of ten thousand dollars for each year the certificate is valid as provided in this section. To receive a partial registration award in the amount of one-half of the registration fee charged by the national board for professional teaching standards, the teacher shall apply to the department of education within one year of registration, submitting to the department any documentation the department requires. A teacher shall receive a final registration award in the amount of the remaining registration fee charged by the national board if the teacher notifies the department of the teacher's certification achievement and submits any documentation requested by the department. To receive a five-year annual award for achieving certification by the national board of professional teaching standards, a teacher shall apply to the department within one year of eligibility. Payment for awards shall be made only upon departmental approval of an application or recertification of eligibility. A nonrenewable term of eligibility shall be for five years or for the years the certificate is valid, whichever time period is shorter. In order to continue receipt of payments, a recipient shall annually recertify eligibility.

    Wednesday January 30, 2001 Vilsack Announces Success in Teacher Incentive Initiative: Loan Program Keeps More Teachers in Iowa Classrooms DES MOINES - The number of new teachers certified to teach in high-need subject areas in Iowa’s K-12 schools has doubled each year since a forgivable loan program began three years ago. Officials who administer Iowa’s Teacher Shortage Forgivable Loan program predict another doubling of newly certified teachers for shortage areas, based on reports showing as many as 150 participating college students scheduled for graduation in the spring and summer of 2002. The figures, released today by Governor Tom Vilsack and Lt. Governor Sally Pederson, show that school districts are getting some relief in matching qualified teachers with hard-to-fill vacancies in subject areas that include reading, math, language arts, special education, industrial technology, and others. The relief corresponds with the availability of additional financial incentives used to encourage Iowa college students to pursue teaching careers and to specifically earn certification to teach in shortage areas. In total, 110 new teachers who enrolled in the state’s loan forgiveness program were hired in the last three years to fill vacancies in 80 school districts throughout the state. Fifty-four teachers were hired to fill shortage positions in the current 2001-2002 academic year, including a mid-year graduate hired in December to fill an industrial technology vacancy in a Des Moines high school.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
