Summary: Iran's cultural geography is limited to an area where in a not-too-distant period the Persian language was spoken commonly and which was dominated by the Iranian culture. In the following interview, Iran's Minister of Culture and Islamic Guidance, Ahmad Masjed Jamei, expresses his views on Iran's relations with the lands under question as well as the weaknesses and strengths of their political and cultural approaches. According to Masjed Jamei, there is no need to interfere with the affairs of the majority of those lands and Iran's task is just limited to contributing to the strengthening of their current cultural movements.

Q: To start our discussion, would you define Iran's cultural geography?
A: One of the most characteristic features of Iran's cultural geography is the Persian language which has been formed throughout the course of history to distinguish it from the culture of other lands whose range extends beyond Iran's current political borders into many lands including Caucuses, Central Asia and the Indian Subcontinent up to the Balkan Sea as a joint legacy. The prominent intellectuals have created their cultural works in the Persian language which links the set of minor cultures within the said geographical limit to one another in a unique way and with a spiritual unity. We consider the said set of cultures as the range of Iran's cultural geography, which has even been extended up to China. As quoted by ibn-e Batouteh, "Saadi's poems were recited at the Chinese Sea":

Geography of Ancient Iran
As important as the roads which brought foreign influence into the country were the mountainous areas provided a refuge for peoples fleeing from invasions for a brief or permanent stay in the security of their mountain strongholds. The point has recently been made that 'the plains were the melting-pots [p. 17] of various peoples while the mountains provided isolated areas where various religious beliefs [or heresies], old traditions and customs could be maintained in comparative isolation from the great areas of history'. The surprising survival of motifs and techniques in Iranian art over many centuries, and even millennia, may be explained by the traditions maintained in these refuge areas. An example of such an areas is seen in the mountain valleys of western Pakistan in a region formerly called Kafiristan or 'Land of the Infidels'. Horses of an ancestor statue in a graveyard in the Rumbur valley wear ornaments which are very similar to those seen on Assyrian reliefs and which also resemble finds of such ornaments made in Iran in Luristan and at Ziwiye in Kurdistan. . . . . Covering an area of 1,648,000 square kilometers, the Islamic Republic of Iran is located in southwestern Asia. The Caspian Sea , Turkmenistan, Azerbaijan and Armenia in the north; Afqanistan and Pakistan in the east; Turkey and Iraq in the west surround the country. On the south Iran borders the Persian Gulf and the Sea of Oman
Total terrestrial borders of the country are 5,170 km. and total water borders are 2,510 km. Iran is situated at the heart of the Middle East and, as a bridge, links the Caspian Sea , the largest land-locked body of water in the world, to the Persian Gulf . It is also a crossroad between the East and the West. Thus, historically, Iran has been in the juncture of cultural, intellectual and political manifestations of both the East and the West, while preserving it's unique identity.

The core land areas of ancient Parthia lay between the Caspian Sea and the Persian Gulf, and its boundaries included all of modern Iran and contained portions of what are now modern Iraq, Turkey, Armenia, Azarbaijan, Turkmenistan, Afghanistan and Pakistan. These borders moved fluidly during the reign of the Arsacids, and areas to the west as far as Gaza and Palestine at one time fell under Parthian rule. There are four basic land regions in Iran:
The area covered by ancient Parthia, which roughly corresponds to modern Iran, was approximately 648,000 square miles, about equal to the areas of Great Britain, France, Germany and Spain together, or about the size of the portion of the United States of America which lies east of Mississippi River excluding New England.
