    By Charles Recknagel Kuwait's impounding of an Indian boat carrying baby supplies from Iraq has set off charges by Washington that the Baghdad government is selling humanitarian aid it receives to obtain hard currency. As our correspondent Charles Recknagel reports, the incident is the latest in a long-running battle between Iraq and the international community over humanitarian aid and how Baghdad uses or misuses it. Prague, 18 August 1999 (RFE/RL) When a Kuwait coast guard patrol boat seized an Indian ( wooden sailing ship) that strayed into its waters on Sunday, Kuwaiti officials soon realized they had more than an ordinary case of trespassing on their hands. Aboard the boat, called the Nurani, were more than 250 tons of basic commodities and children's goods, including 75 cartons of baby powder and 25 cartons of baby bottles. The boat, which was on its way from Iraq to the United Arab Emirates port of Dubai, was registered in the UAE and included several Iraqis among its crew. The contents of the boat were extraordinary because the baby supplies originally came to Iraq as humanitarian aid under the U.N.-approved oil-for-food program. The program permits Iraq to sell limited amounts of oil to buy food and medicine to ease the impact on ordinary Iraqis of U.N. trade sanctions.

    Iraq: Government To Rally Support In Europe Against U.S.
    Prague, 1 September 2002 (RFE/RL) Iraq says it will send envoys to European capitals to rally support against U.S. efforts to overthrow the regime of President Saddam Hussein. Vice President Taha Yassin Ramadan told the official Iraq News Agency today that his country wants to explain the "dangers" the American plans pose for world security. The announcement comes after EU foreign ministers called on Iraq to allow the return of United Nations weapons inspectors. Also today, U.S. Secretary of State Colin Powell said the international community needs to begin a fresh debate on the situation in Iraq, so as to arrive at a judgement about what should be done there. In an interview broadcast by the BBC, Powell said the world needs to see the evidence, including intelligence information, about the threat posed by Iraq. U.S. President George W. Bush has said he intends to oust Saddam. Powell has not joined Bush in calling for a regime change. In Tehran today, the Iranian and Turkish foreign ministers voiced their opposition to any U.S. assault against Iraq.

    SULAYMANIYAH, Iraq, Jan 12 (Reuters) - Iraq's government has cut off petrol supplies to the breakaway Kurdish-run north of the country, Kurdish officials said, sending prices soaring and ordinary Kurds rushing to stock up on fuel. The officials said they did not know why the fuel supplies, brought across the front lines between Iraqi government troops and the Kurdish north in tankers, car fuel tanks and gerry cans, had been shut off for a second day on Sunday. But the move comes amid U.S. preparations for a possible war in Iraq over Baghdad's alleged weapons of mass destruction, with thousands of American troops being despatched to the Gulf. The apparent embargo points up the fragility of the Kurds' de facto autonomy from Baghdad won when U.S. and British planes began enforcing a no-fly zone over the area in 1991 after Iraqi troops put down an uprising against President Saddam Hussein. Aside from a small oilfield in the east of the area and a converted refinery near the city of Sulaymaniyah which once refined sugar, north Iraq's three million Kurds rely almost entirely on supplies brought from the government-held region.

    Abuja THE Federal Government aborted, yesterday, moves by Muslim worshippers in Abuja to launch protest against the United States' threat to attack Iraq. Following a security report that a protest would follow yesterday's Jumat, security men were deployed round the city. All Federal Government establishments including ministries and parastatals as well as their workers were advised to exercise caution in their activities/movement before, during and after the Jumat prayers. Hundreds of civil servants ran home from work. Permanent Secretary in the Ministry of the Federal Capital Territory, Dr. Babangida Aliyu, met with Muslim and Christians leaders, and in a statement, therefore, said: "The issue of America and Iraq is not a religious matter, it is not issues of Christians and Muslims, we should not allow such issues to create problems in our young democratic government. Such was recently done in our country concerning Miss World; we must maintain the peace and harmony of this country."

Special Report NEW DELHI, India (CNN) Two chemical plants on the outskirts of Baghdad might provide evidence that Iraq has been developing chemical weapons and long-range ballistic missiles in violation of U.N. resolutions, according to Indian court documents and experts on Iraq's military programs. The court documents were filed in the case of a company under investigation for violating India's export regulations. Investigators say NEC Engineers Private Ltd. illegally shipped consignments of sensitive dual-use equipment that is, materials that can be used for civilian or military purposes to Iraq between 1998 and 2001, a period when no U.N. inspectors were inside Iraq. The documents indicate the firm also helped construct facilities at the two chemical plants.
