Israel Government Action in the Arab Sector
(February 21, 2000)
On its establishment, the Barak Government determined that inequality relating to the Arab population was an issue of the highest priority. This policy has resulted from an awareness of growing inequality over recent years. The Government has taken action in two areas: in the first sphere, each government minister has chosen to take action within the scope of his or her ministry. A special emphasis may be placed on the Ministry of Education, the Ministry of the Interior, the Ministry of Justice, Ministry of Agriculture, Ministry of Internal Security and the Ministry of Industry and Trade. A number of these Ministries have already implemented affirmative action policies. For example, the Ministry of Education committed itself to completing its five-year plan for Bedouin in the South within three years (instead of five, as originally planned). The Ministry also intends to establish a college for Arabs, to ensure that the departments allocate at least 25 per cent of funds from their budgets to Arab education (a higher proportion than that of Arabs living in Israel) and to establish ten cultural centers in Arab villages. In the second sphere, the Government has established a Ministerial Committee concerning Arab citizens, headed by Minister Matan Vilnai. During its meeting on January 31, 2000, the Committee gave its approval to the organizational structure which will handle matters relating to Arabs in Israel:

    The Israeli government is failing to protect the human rights of women and girls who are trafficked from countries of the former Soviet Union to work in Israel's sex industry, Amnesty International said today in a new report.
    "Many of these women and girls become 'commodities', literally bought and sold for thousands of dollars or held in debt bondage. They are locked up in apartments and have their passports and travel tickets confiscated. Many women are subjected to violence, including rape. Yet most of the people who commit such human rights abuses are never brought to justice by the Israeli government," the organization said.

    THE GOVERNMENT OF ISRAEL'S CONTROL OF NGOS: Legal Dilemmas and Structural Constraints
    Nitza Nachmias, Department of Political Science, University of Haifa Amiram Bogot, Esq., Registrar, Non-Profit Organizations, Ministry of the Interior, Government of Israel ABSTRACT This article examines the relationship between government-nongovernment organizations (NGOs) in the Israeli context. Building on existing data and focusing on NGOs that receive public funding, the article gain simultaneous access to multiple resources, namely, government ministries, agencies, and local governments, (d) the law is vague and includes ambivalent requirements for either NGOs accountability or their “Proper Management” practices, and ( e) the fierce competition among NGOs for government support often results in a lopsided distribution of benefits. Consequently, the inherent dilemmas and structural constraints condition and determine NGO-government relations.
    INTRODUCTION
    The “Third Sector” consists of organizations that are neither part of the government apparatus nor part of the business sector. NGOs gained universal, legitimate recognition in article 71 of the UN charter, which granted NGOs formal standing with the United Nations Economic and Social Council. Article 71 was adopted following a stringent lobbying effort by over 1200 NGOs which were represented at the San Francisco Conference of 1945.

    November 13, 1997 Palestinian Initiative to Convene Special UN General Assembly Session Violates the Oslo Accords (communicated by the Israel Government Press Office) The Agreement The Oslo Accords established a clear mechanism for the resolution of disputes between Israel and the Palestinians based on the principle of bilateral negotiations and mutual conciliation. In the Declaration of Principles (DOP), which was signed on September 13, 1993, Israel and the PLO agreed to establish a Joint Israeli-Palestinian Liaison Committee "in order to deal with issues requiring coordination, other issues of common interest, and disputes" (Article X). The accord stipulates that any disputes which the parties are unable to overcome in the Committee, "may be resolved by a mechanism of conciliation to be agreed upon by the parties" (Article XV). The Interim Agreement ("Oslo 2") signed on September 28, 1995, requires the two sides to resolve their disputes directly and, failing to do so, they may resort to other frameworks only via a mutually agreed upon mechanism. Article XXI, entitled "Settlement of Differences and Disputes", states, "Any difference relating to the application of this Agreement shall be referred to the appropriate coordination and cooperation mechanism established under this Agreement." The article further states that, "The provisions of Article XV of the DOP shall apply to any such difference, which is not settled through the appropriate coordination and cooperation mechanism, namely:
