September 26, 2002 COUNTRY DESCRIPTION: Jamaica is a developing nation of over 2.6 million people. Facilities for tourists are widely available. International airports are located in both in the capital of Kingston and in Montego Bay. ENTRY/EXIT REQUIREMENTS: U.S. citizens traveling as tourists may enter Jamaica with either a U.S. passport or a certified U.S. birth certificate and current, government issued photo identification. Persons traveling with U.S. passports tend to encounter fewer difficulties upon departure than those who choose to use other documents. Visitors must have a return ticket and be able to show sufficient funds for their visit. U.S. citizens traveling to Jamaica for work or for extended periods of time are required to have a current U.S. passport with a visa issued by the Jamaican Embassy or a Jamaican Consulate. Jamaica is an independent state, a parliamentary democracy and member of the British Commonwealth of Nations. At present, The Queen of England is also the Queen of Jamaica and represented by a Governor General whose duties like those of the British sovereign are largely ceremonial. Political power lies with parliament which consists of a House of elected members representing 60 constituencies and a Senate of 21 members, fourteen of them nominated by the Prime Minister and 8 by the Leader of the Opposition.
The British divided the island into parishes for administrative purposes and the system has endured. There are 13 parishes, each with an elected Parish Council. Originally these were composed of prominent local citizens but nowadays Parish Council elections are fought on political party lines. Tradition-ally, Parish Councils were responsible for the administration of local government services: roads and works, health and sanitation, fire brigade, water supply, etc., but had little autonomy. Over the years, central government has usurped most of these responsibilities (like water supply), and others (such as garbage collection), have been divested to private enterprise. The incumbent government's expressed intention to strengthen local government has not materialized as yet.

Citizens at least 18 years of age are eligible to vote. Jamaica has had universal suffrage since 1944. The prime minister, who is head of government, is appointed by the leading political party from its parliamentary members. The monarch of the United Kingdom, who is titular head of state, follows the prime minister's recommendation in appointing a Jamaican governor-general who has largely ceremonial powers. GOVERNMENT
The 1962 constitution established a parliamentary system based on the U.K. model. As chief of state, Queen Elizabeth II appoints a governor general, on the advice of the prime minister, as her representative in Jamaica. The governor general's role is largely ceremonial. Executive power is vested in the cabinet, led by the prime minister.
Parliament is composed of an appointed Senate and an elected House of Representatives. Thirteen Senators are nominated on the advice of the prime minister and eight on the advice of the leader of the opposition. General elections must be held within 5 years of the forming of a new government. The prime minister may ask the governor general to call elections sooner, however. The Senate may submit bills, and it also reviews legislation submitted by the House. It may not delay budget bills for more than 1 month or other bills for more than 7 months. The prime minister and the Cabinet are selected from the Parliament. No fewer than two nor more than four members of the Cabinet must be selected from the Senate.
The judiciary also is modeled on the U.K. system. The Court of Appeals is the highest appellate court in Jamaica. Under certain circumstances, cases may be appealed to the Privy Council of the United Kingdom. Jamaica's parishes have elected councils that exercise limited powers of local government.
